i dont see any problems with this local admin for eastern sanaag, it seems puntland are not happy with these locals organising themselves and standing on their own two feet as they were happy to plunge their resourses and turn their areas into dessert by cutting all their trees.

 

is it tribal entity, ofcourse it is but am sure everyone agrees they have the right to organise themselves and help themselves even if its just two tuulo maamul, but better than nothing.

1. Organize security forces. As we know it's hard to survive for anyone in Africa who lacks the capability to defend itself.

 

2. Get the construction of Port of Las Qoray underway also start to keep the flow of Laas Qoray fishery factory.

 

3. Start local developments, i.e schools, clinical institutions etc...

 

4. Build donation box from the maakhirian diapora. A place where they can contribute for this maakhir project to start off well.

 

5. Maintain good neighborness with both Somaliland and Pland. Don't get caught with the political faisco around you, simply concentrate on maakhirland and assess its needs.

You have an old map and I am thinking it is similar to the one I have which also puts Sool under Nugaal region. Sool and Dhahar were both officiated as a region and a district respectively in the late 80s.

 

 

You right the so called state is still in its embryonic stage, thus Maakhir can't automatically transform itself into a fully functioning adminstration. It needs time and financial support for its blue print planss to crystalize and comply with the general will. It took nearly 5 years for Puntland to become a fully functioning state. The need for more robust alternative became more pressing and it is a matter of time the Offices in Badhan and Dhahar would start extending the politico-adminstrative reach.

 

I also understand that you don't endorse both Puntland and Somaliland but you at least agree with them for creating a replacement for the old order that was dissolved in 1991. At the same time, the corallary or natural consequence of such ideas spreading into the rest of the country is that they might create an integration gap due to that local mobilization outpaces national integration. Every thing has its own side effects but we should be willing to accept and support local agendas that is geared to implementing the building bloc programs of the International community as a way of resolving our differences and limiting the gap of possible infinite anarchy in Somalia.

 

This so-called state, which seems to be all but on paper, claims to represent the entire Sanaag gobol, yet, I don't see or none answered on here, that it has yet reached Ceelafweyn or more importantly, Ceerigaabo, the gobol's xarun. That is two out of four.

I don't know about your knowledge of Ceerigabo, but the city follows the same conflict resolution model as that of Galkayo. The clans residing in the city have agreed to cooperate and welcome whoever is bringing development to th city. For instance, A wealthy businessman from Dubbai built the high school in Ceerigabo and also funded the budget of several health facilities. So the informal seperation of power in the capital would stil linger on on the basis of commonly accepted traditional norms and rules. Pls read my discussion on the building bloc program

Laba Xiniinyood, the adminstration is still new, so probably you have left Badhan prior to its establishment.

There have been a number of meetings and Diaspora campaign in support of the adminstration. But if you still oppose the idea, you could at least explain to us why is that you are opposed to an adminstration that wants to be independent of both Somaliland and Puntland due to the prevailing circumstances created by the two adminstration. You see the idea is not only to become an alternative but also to inform the U.N in particular the local community would never accept being made appendage to an entity that they do not want to be part of.
