Rice names US envoy to Somalia

Published: Thursday May 17, 2007

US Secretary of State Condoleezza Rice announced on Thursday the appointment of a special envoy to Somalia to help the country overcome a "legacy of violence and disorder."

The envoy, John Yates, a career diplomat and Africa expert who retired from the State Department in 2002, will represent the US government with new Somali institutions and with regional and international partners, Rice said in a statement.

"The United States is committed to helping Somalis develop their national institutions and overcome the legacy of violence and disorder of the past," Rice said.

"By supporting the people of Somalia in this effort, we are also contributing to the peace and stability of the Horn of Africa, and to the African continent as a whole."

An Ethiopian-Somali offensive last month ended weeks of clashes with Islamist-led insurgents that killed hundreds of civilians and forced tens of thousands to flee.

More than a dozen people have been killed and scores wounded in separate attacks since then, mainly by homemade bombs and grenades.

Somalia, a nation of 10 million, has been without an effective government since the 1991 ouster of dictator Mohamed Siad Barre sparked a bloody power struggle that has defied numerous attempts to restore stability.

Indeed, Ethiopian invasion is diminishing the legitimacy of the TFG by the day. Hope this being reversed sooner than later!

^SomEco I think Mansa has a point on that, I agree with him on the fact that the more Ethiopian troops stays in Somalia the more will be seen this as an invasion.

The Ethiopians did not invade nor do they occupy Somalia. They are supporting the legitimate governemnt, the same way Eritrea is supporting those against the legiotimate governemnt.

These people kill innocent retired army officers as well the peace keeping Ugandans. Theirs is an allergy to law and order nothing more.

Yates was involved in the making of the Transitional Federal Charter and the Transitional Federal institutions which served as the structure for the re-establishment of governance in Somalia.

He said he hopes that instability in the Horn of Africa nation will end by 2009 when it is expected to hold its elections which will mark the end of the Transitional Federal Government.
