Will Somalia President Sharif’s PM choice antagonize Puntland?

One of Somalia’s newspapers has reported that H.E. Sharif Sheikh Ahmed will appoint a new Prime Minister this week. According to Mogadishu Times, in article dated 6 October 2010, the new Prime Minister of the Transitional Federal Government (TFG) will be Mr. Saa’id Farah “Shirdon” – a relatively unknown politician from Gedo region, in southwestern Somalia.

 

There are three top candidates on the short-list for the Prime Minister’s position. This includes one high-profile Puntland politician who has worked inside Somalia and among the international community in Nairobi.

 

Also, there is another candidate who supports the so-called Sool, Sanaag and Cayn (SSC) rebel militia that aims to destabilize the peaceful states of Puntland and Somaliland. This candidate, who is currently senior member of President Sharif’s Cabinet, poses a conflict-of-interest for the President because the Prime Minister must come from his own constituency and contribute to peace instead of coming from the President’s own office.

 

Over the past two weeks, President Sharif has traveled to many countries to consult with world and regional leaders, as well as local powerbrokers, in his effort to appoint a new PM for the TFG of Somalia. The TFG mandate expires in August 2011 and it is not clear how much contribution or change any new Prime Minister can bring to war-wracked southern Somalia before that deadline.

 

But some political observers have expressed serious concern over President Sharif’s decision to appoint a relatively unknown politician at this critical time of history as Somalia’s head of government, or Prime Minister.

 

The former TFG Prime Minister, H.E. Omar Abdirashid Ali Sharmake, hailed from the stable northern region of Puntland. He resigned last month after months of political squabbling with President Sharif. There is widespread speculation that President Sharif’s advisers picked a fight with ex-PM Sharmake in efforts to deter Puntland’s political influence in a future Federal Republic of Somalia (still has not materialized).

 

Observers in Nairobi and New York have suggested that politicians who fuelled the Sharif-Sharmake dispute were “anti-Puntland and anti-federalism”; they cited that the dispute originated with President Sharif’s rejection of the Draft Federal Constitution, which was supported by Sharmake.

 

Puntland has vowed that federalism is the only option, and others view that federalism is the only way to accommodate Somaliland for future reconciliation. However, the anti-federalism agenda that is prominent in Mogadishu could effectively antagonize both Puntland and Somaliland – the new U.S. allies in the Horn of Africa sub-region.

 

On Thursday, President Sharif hosted more than 40 government officials, including MPs and Cabinet ministers, at Villa Somalia in Mogadishu where he announced that he plans to appoint a new Prime Minister from Gedo region, home to the ******* clan of ***** clan-family.

 

“Some welcomed the idea but many warned that appointing non-Puntland official as the country’s Prime Minister might create new problems,” said a source very close the meeting in Mogadishu, whom I spoke with via telephone earlier today. According to this very reliable source, President Sharif’s advisers were quoted as saying that “Somaliland and Puntland” have their own governments and that Sharif “should ally” with southern ***** communities, like the ******* clan.

 

The source stated that appointing Mr. Saa’id Shirdon as Prime Minister of TFG was a “compromise candidate” among the three short-listed individuals. President Sharif’s advisers have advanced Mr. Shirdon as PM candidate because they see him as “anti-federalism” – the number one issue at the root of the Sharif-Sharmake political dispute.

 

Today, most regions in southern Somalia remain in the hands of Al Shabaab extremists who want to overthrow the TFG and expel its African backers, like AMISOM troops. Gedo region is under the control of Al Shabaab, just like Middle Shabelle region near Mogadishu, where President Sharif was born.

 

Northern ***** communities, under the leadership of the ***** confederacy of Puntland, have played a pivotal role in the establishment and defense of the TFG since 2004. No one knows how Puntland’s government will respond to President Sharif’s announcement of a new Prime Minister tomorrow.

 

However, one can foresee numerous obstacles in President Sharif’s plan to appoint a new PM from regions under the control of extremists, as the new PM will not have any constituency or home region to call a base. In recent months, TFG President Sharif and Puntland President Abdirahman Farole have had several meetings and relations were improving; however, the new PM appointment could become a thorn in TFG-Puntland relations.

 

Puntland politicians in Mogadishu, who work for the TFG, have already expressed their frustration and some are planning to return home to Puntland. They say ex-PM Sharmake was fought against by Mogadishu-based political circles because they “oppose Puntland influence in Mogadishu,” the TFG capital but dominated by Sharif’s ****** clan, who violently seized the city in 1991 as Somalia’s last national government collapsed.

 

These Mogadishu politicians’ anger has grown considerably since U.S. Assistant Secretary of State Johnnie Carson announced a “two-track” policy where U.S. government will engage TFG, and separately support governance and development in the stable regions of Puntland and Somaliland.

^^^Sharif choice wont have any impact on Puntland. The state is secure and has made great progress as the US, and the recent trips of our leader highlights.

 

Secessionist is upset that Yemen wont recognise his state yet opens its arms to Puntland State of Somalia. :D

Saxib you went on a begging mission to yemen. thats it, even in terms of international relations yemen actually promised to open a consolute office in hargaisa which it has now so even though they dont recognise Somaliland they still have greater relation with Somaliland then they will ever have with pirateland, all they seem to do is like the common begger on the streets of sanaa "please give me something".

 

Riyale went there last year and signed education agreements, diplomatic exchange and a consulate office.

 

so little exile children stop dreaming and actually visit puntland, this fish smelling little village in a god forsaken corner of somalia that is no longer relevant to anyone even its own people.

Somaliland: Yemen To Open Diplomatic Office in Somaliland

 

Yemen government looks to expand relations with the Somaliland region, by opening a new office in the regional capital Hargeisa.

 

 

Reports close to the Somaliland government say that Yemen is planning to open a new diplomatic office in Hargeisa. As part of the growing bilateral relationship between the two governments, San’a is now interested in setting itself in Somaliland.

Sources told Somalilandpress that the Yemeni government is sending an official delegation to Hargeisa in the coming few weeks to discuss the issue with the Somaliland authorities before the office is launched.

 

It is believed that the office will mainly focus issues concerning the relationship between the two countries, piracy, terrorism and trade.there have been increasing common interest between the two governments since the Islamist groups in Southern Somalia threatened Yemen and vowed to bridge their fighting beyond the gulf waters to join their Yemeni Jihadists in the country. Struggling an increasing Islamist movements in Yemen, the government is now looking for other partners in order to tackle the Alshabab’s expansion to its country. There is no official statement from Somaliland government so far.

Somaliland President Meets With Yemeni Delegation

Hargiesa (Qarannews):- President Dahir Rayale Kahin met with a delegation from Yemen at the presidency in Hargeisa, Somaliland.

The Yemeni delegation who are on a visit to Somaliland to explore the feasibility of opening a consular and trade office in Somaliland are led by Mr. Mohamed Rawiishaani.

Speaking to the delegation, President Rayale remarked on the historical ties between Somaliland and Yemen which date back to prior to British procterateship in both countries. President Rayale spoke of the close social, cultural, and religious ties between Somaliland and Yemen.

President Rayale stated the desire of the people of Somaliland to

strengthen the ties with their Yemeni counterparts in order to maintain and enhance the secuirty and the stability in the region.

.

Speaking on behalf of the Yemeni delegation, Mr. Rawiishaani thanked the people of Somaliland for the warm welcome afforded to the delegation.

Mr. Rawiishaani also spoke of the close ties between the two countries and stated the delegation's profound appreciation of the developments in Somaliland, which in Mr. Rawiishaani words were an "eye-opener" for his delegation.

The Yemen officials have been holding talks with senior members of the Somaliland government, parliamentarians, opposition party members, the the business communities and other social organizations in Somaliland.

You are not telling the whole truth, even though it was placed in the UN site, it using informatoin that "close to the NW Somalia government," Now what you need to do is show us something from Yemen that verfies this, since they are the ones allegedly opening up the office! But Sources from your government are not reliable.
