SOMALIA: Frontline states say they are united

Kenyan Foreign Minister Kalonzo Musyoka

 

NAIROBI, 18 Jul 2003 (IRIN) - The frontline states, bordering Somalia, are united in their support for a successful outcome to the Somali peace talks currently underway in Kenya, according to a Kenyan foreign ministry statement.

 

It quoted Foreign Minister Kalonzo Musyoka as saying that "contrary to recent media reports, the frontline states [Kenya, Djibouti, and Ethiopia] have, and will continue to urge the parties participating in the peace talks not to take measures that would jeopardise the process which has reached a critical stage".

 

He stressed that Kenya would remain a neutral facilitator for both the Somali and the Sudan peace talks.

 

He also "reaffirmed the Kenyan government's willingness to be part of any peacekeeping force to be deployed in Somalia", the statement said.

 

Meanwhile, the minister denied press reports that Kenya would try to mediate in the strained relations between Somalia and Ethiopia.

 

In a separate statement, he said "Kenya has never at any time been asked to mediate between the two neighbouring countries".

Clan Elders Leave for Kenya Today to Join Talks

JEDDAH, 18 July 2003 — Somali elders are due to be flown today from different cities in central and southern Somalia to participate the present peace talks in the Kenyan capital Nairobi, an organizer of the talks said.

 

The elders are expected to select the members of the forthcoming federal Parliament. On June 5, Somali faction leaders and the Transitional National Government agreed to establish a 351-federal Parliament, which would appoint a new president, who in turn would appoint a prime minister.

 

James Kiboi, a political and diplomatic liaison officer of the Somali peace talks, said in statement e-mailed to Arab News that two flights will be leaving Nairobi today to Mogadishu, Kismayu, Baidoa and Galkacayo in central and southern Somalia to pick up Somali elders.

 

The signatories at the talks agreed that the selection of the parliamentarians should be based on clans.

 

The clan elders are expected to select their quota of the proposed federal parliament in order to secure the greatest legitimacy as well as public support to the final outcome.

 

The East African Inter-Governmental Authority on Development sponsors the Somali talks, which have been continuing for the past eight months in an effort to establish a broad-based government. About 361 delegates representing the TNG and armed factions and civil society groups are currently attending.

 

The Hadrawi Peace March, named after the poet who recently returned from Europe, where he has lived since the outbreak of the civil war in Somalia in 1991, marched through the most violent parts in the war-torn city of Mogadishu.

 

The march was organized by human rights and civil society groups. It was reported that Hadrawi had returned to his homeland to try to persuade Somalis to forgive each other and live in peace together in the country. He composed a poem expressing the difficulties that Somalis are facing outside their country and how the problems of Somalia have started. Somalis are mostly nomads with oral traditions based on their way of life.

 

They admire poetry, and respect their poets and artists. It is expected that the peace march will visit southern and northern regions of the country soon.

 

A four-year-old Somali boy is being prepared to return home after recovering from life-saving bowel surgery in Melbourne, Australia Broadcast Corporation said on Wednesday. Omar Muse Mohamed, 4, was brought to Australia in December 2002 by the Australian-based charity Children First Foundation.

 

Doctors said the boy was suffering from a rare bowel condition. Paddy Dewan, a pediatric surgeon, said Omar’s bowel was held outside his body in a plastic bag, saying that without surgery Omar would have died in a few weeks.

 

“When he got here he was anemic and malnourished and his colostomy, the bowel coming up to the skin to divert the fecal stream, was hanging almost to his knees. Omar has recovered well from his operation and will soon return to Somalia,” Dewan said.

EU backs Igad on Somalia peace process

The European Union yesterday backed the Somali peace process in Kenya and pledged to support the Inter-Governmental Authority on Development (Igad).

 

A statement from the EU Presidency said they would also support a comprehensive and balanced agreement and all-inclusive institutions entrusted with the implementation of the pact.

 

The statement issued through the Italian Ambassador to Kenya, Mr Carlo Calia, also welcomed the July 5 signing by all Somali factional leaders of a document to usher in a new government in the war-torn country.

 

The EU President said the approval of the document by acclamation at the plenary assembly of the summit was in line with the EU Council conclusions on Somalia of 22 July last year.

 

He observed that it was satisfying to observe as the Somali leaders overcame their differences to compromise and allow peace and stability to return to their country.

 

He hailed Kenya’s Special Envoy to the Somali peace process, Mr Bethwel Kiplagat, for successfully steering the process to its final stages.

 

The president urged all the Somali leaders who are still out of the conference to join others and allow the summit to move into the third and final phase.

 

He also cautioned leaders to desist from issues that are likely to jeopardise the smooth continuation and completion of the peace process. They should not particularly scuttle the October 27, 2002 Eldoret Agreement on cessation of hostilities to bring stability to the war-ravaged country.

 

"The European Union is convinced that the future of the reconciliation process continues to rest in Somalis’ hands. It therefore calls for all Somali leaders to achieve a final compromise at an early date in order to allow for the return of peace and stability to the country, ending a decade of conflict which has caused immense suffering to the Somali people," the statement said.

Somalia protesters tackle Cairo

Mogadishu - Protesters in Somalia burnt an effigy of Egyptian President Hosni Mubarak and the Egyptian flag on Friday, accusing Cairo of trying to derail ongoing Somali peace talks in Kenya, witnesses said.

 

"Egypt is derailing peace efforts by the regional Inter-Governmental Authority on Development (IGAD) by supporting anti-peace elements in the ongoing Somali talks in Kenya," Mogadishu-based warlord Bashir Raghe told the protesters.

 

Raghe accused Egypt of arming late dictator Mohamed Siad Barre before he was toppled in 1991. His ouster pushed Somalia into anarchy.

 

"Weapons provided by Egypt are the cause of endless civil-strife in Somalia. Egyptians wanted a puppet government in Somalia for their selfish political interests," Raghe charged.

 

Other speakers also accused Egypt of supporting the Transitional National Government (TNG), which controls only pockets of Mogadishu.

 

A similar anti-Egypt demonstration also took place on Friday in the town of Jawhar, 90km north of the capital.

 

Some 300 delegates from the Mogadishu-based TNG, armed Somali factions under the umbrella of Somali Restoration and Reconciliation Council, armed and political groups known as "G8" and the clan-based civil society signed an accord in Nairobi on July 5.

 

Under the accord, they agreed to establish a federal parliament that will appoint a new federal president, who in turn would appoint a prime minister, to be assisted by three deputy prime ministers.

 

But TNG President Abdulkassim Salat Hassan and Mogadishu-based warlord Musa Sudi Yalahow have since rejected the accord.

 

The Somali peace talks started at Kenya's northwest town of Eldoret last October 15, in what was the 16th attempt by the international community to restore peace to Somalia, ruled by clan warlords since dictator Barre was toppled.

Somaliland Warns Against 'Declarations of Sovereignty'

The authorities in the self-declared republic of Somaliland have issued a warning against anyone trying to represent the region at the ongoing Somali peace talks in Kenya.

 

In a statement, received by IRIN on Monday, Somaliland warned Somali leaders and the international community to "abstain from any unfriendly declaration or acts against Somaliland".

 

"In the event that any person claims to be representing the government of Somaliland and/or its people in the ongoing Somalia Peace Conference, and in the event that such person or persons are accorded such status, the government of Somaliland hereby officially states that this will hinder any possible future dialogue between Somaliland and any future legitimate government of Somalia (former Italian Somalia) [brackets as received]", the statement said.

 

The Somaliland minister of information, Abdillahi Muhammad Duale, added that Somaliland welcomed any peace deal between the parties "in the former Italian Somalia", but added "this has nothing to do with us".

 

Some Somali leaders attending the peace talks in Kenya have, in the past, proposed that extra delegates be allocated to represent Somaliland and have repeatedly called for the region to be brought into the process.

 

Duale told IRIN that Somaliland's position was well-known. "Our position has always been constant," he said. "We have never been part of previous processes and we will not be part of this one or future ones".

 

"Any claims or declarations of sovereignty over Somaliland by a future Somalia government will be viewed by Somaliland as an indication of hostile intent," he warned.

 

The Somaliland statement said the authorities were prepared to take part in a dialogue with Somalia "as equal partners, when and if a legitimate, democratically-elected government is established in Somalia (former Italian Somalia) with the full support and mandate of the people of Somalia".

 

Somaliland, a former British protectorate, declared unilateral independence from the rest of Somalia in 1991, but has received no international recognition.

UN refugee agency resumes repatriation to Somalia’s Puntland

 

 

21 July – The United Nations refugee agency has resumed the repatriation of Somali refugees from Kenya’s Dadaab camp to Puntland in north eastern Somalia after a two-month suspension due to a lack of funds for the flights.

 

More than 80 Somali refugees have left Dadaab camp since Saturday when the UN High Commissioner for Refugees (UNHCR) restarted its return operation to Puntland, which is only accessible by air because it is not safe to travel by road in large parts of central and southern Somalia.

 

A total of 2,880 Somalis have signed up for voluntary return, and UNHCR is trying to encourage more to follow through on “go and see” visits to Puntland, an economically vibrant part of Somalia that many of the refugees have not seen before.

 

Even those whose parents or grandparents came from Puntland are not familiar with the boom that has transformed the area's economic and physical landscape. Puntland's economic development is being fuelled by former refugees who are bringing their education, money and business skills home after years spent in Canada, the United States or Western Europe.

 

To allow the refugees to make informed decisions, UNHCR on Saturday took four leaders on a three-day visit to Bossaso, Puntland's economic centre, Garowe, the capital, and Galkayo, another booming city. They will report their impressions and experiences to the refugees in Dadaab.

 

"Much as we admire the communication system that exists among the Somali people from inside Somalia to every corner of the world, there is always a difference between receiving oral information and seeing it with your own eyes," said Simone Wolken, UNHCR representative for Somalia.

 

"UNHCR wants refugees to make truly informed decisions," Ms. Wolken added. "They need to know what to expect and how to prepare while still in exile. Meeting the people in Puntland will help the refugees to make a realistic decision" about whether to accept UNHCR's offer of help to settle in Puntland.

Djibouti "fully engaged" in Somali talks

 

 

NAIROBI, 21 Jul 2003 (IRIN) - The Djibouti government has denied allegations that it is adopting a passive role in the Somali peace talks, currently underway in Kenya.

 

Reacting to reports published on Somali websites last week, Djibouti's foreign ministry spokesman Siad Duale, told IRIN his country remains "actively engaged" in the Somali peace process.

 

"We will remain fully and actively engaged and with keen interest in the process," he said on Monday. "Any suggestions to the contrary are simply not supported by the facts."

 

He added that the overall responsibility for the success or failure of the talks "remains with the Somalis".

 

"This can only be achieved through hard work, intense negotiations that entail a process of give-and-take, compromise and tolerance," he said.

 

A separate Djibouti foreign ministry statement recalled that the role of the regional Intergovernmental Authority on Development (IGAD) technical committee, which is steering the peace talks, was that of facilitator.

 

"Djibouti has played a crucially positive role hailed by both Somalis and the international observers as supportive, constructive and most importantly neutral," the statement stressed.

 

It went on say that Djibouti had "constantly supported the view that the technical committee should remain neutral. We dropped loud hints and occasionally made statements on that often-crucial point at important fora".

 

The statement reiterated Djibouti's commitment to resolving the Somali crisis.
