The Garaad has realized that his regions have been neglected, despite being most in need, by aid agencies because of the policies of Somaliland and Puntland. If we have learned anything about his world view, he is driven by the needs of his people. He knows very well what his role is, after all, he comes from a long line of leaders going back hundreds of years. All in all, its for him and his constituency to determine the changing roles and responsibilities of the title that he has. Regardless, he has immense respect in the eyes of his people and any entity keen on the "hearts and minds" of that people should be cognizant of that fact.
