The embargo was placed on Somalia in 1992 to cut the flow of weapons to feuding warlords in the country.

Emirates are Western errand boys. The fact that the UK is drafting the resolution says a lot. Besides, from Saylac to Kismayo, every region is Emirates-friendly.

Emirates will also serve as a conduit. The West does not want to arm Somalia directly in case the weapons fall into the wrong hands.

Somalis are armed to the teeth which is good and bad. The Government won't tempted to start attacking regions.

This will allow us to bring heavy weapons which are badly needed for the war against AS.

Tell us what weapons will defeat them that one doesn’t already have access to? 

And besides even if FGS brings in the weapons, assuming the current flows remains intact even regions and AS will get access to it as well and can even bring in their own weapons via third countries.
