Jack Straw regarding former Colony of Northern Regions in Somalia. "the question of the separatist Somaliland region...." by Buuhoodle.net 27.06.03 Dear Sir, This is a reply to an open letter dated December 24, 2002, by Mr. Jim Davidson, who is the president of the Somali Free Port Services in Awdal region, which is part of North Region of Somalia. Mr. Davidson is an advocate for the secessionist principles of the Somali warlords in the north, to safeguard his personal interest. It is peculiar and unbelievable for a foreign citizen to write to another country and ask them to recognize the sovereignty of a third country. This is reminiscent to the case where the US Congress have recognized Jerusalem as the capital of Israel, and passed a rule binding the White House to recognize the capital city of another state, despite the denial of the international community. It is true that that for the last ten years, the north region of Somalia was relatively calm. However, the civil societies in African communities do not normally participate in anything determining their fate. Because of the tribal structures, the people in the north region consist of several tribes. These are *********** , Warsangeli, **** , Samaron and Issa. The late Mohamed Ibrahim Egal, who was the last Prime Minister of a democratically elected Somali government, had worked harmoniously with the military government. He held several senior positions in that government. He had never called for a separate state in the north regions. In a press conference in Hargiesa, in June 2001, Mr. Igal clearly acknowledged that he was not President of a State, but a governor of central part of the north region, as there is no infrastructure and the GDP to support a state is non-existent. It is true that free people determine their own fate. Great Britain granted independence to this region on June 26, 1960, under the impression that the region was a part of greater Somalia. The late Bevin Plan, proposed by the British Government after the Second World War to the governments of the Allied forces, to unify Somalia under Her Majesty’s rule for the 10 years of the trusteeship should also be taken into account. At that the time, Her Majesty’s government took the will of the Somali people into account. Unfortunately, when the UN halted the plan, Great Britain designated the Hawd area, which is the present Eastern Region of Ethiopia, as a part of Ethiopia territory. Since independence and unification of the south and north regions, the successive governments, civilian and military, went into war with Ethiopia, in an effort to regain the Hawd area. Although Somalia won both wars, it lost them morally, when the eastern and western blocks had assisted Ethiopia. Following the withdr**** of the Somali forces from Eastern Ethiopia in 1978, several military mutinies sprang across Somalia. The movements camouflaged with nationalistic songs won people’s heart. Supported by the late USSR and the socialist Ethiopian government at that time, the country entered into a period of anarchy and horrible civil war, which eventually caused the collapse of the central government in January 1991. During the civil war, the civilians were victimised and they paid a lot. Many people were killed by the rebellions, both public and private properties were destroyed or looted, and the already weak national economy was devastated. It is the tribal movements that caused the anarchy across Somalia. In the north region, in 1991, the yesterday’s allies fought bitter wars, but they were eventually forced to come to common terms and established a regional government. However, the authority collapsed several times and broke into fiefdoms. Thousands of people were massacred in Hargeisa, Berbera ad Borama. National properties were confiscated by tribal chiefs, and this had been going on for several years until 1996, when Mr. Igal, who was in exile to UAE, had returned to the country. Mr. Igal, who headed the two Peace Conferences that were held in Djibouti in 1991 and 1992, realized that the people in the south required a long time to exhaust their resources and then come to their senses. He was persuaded by some of his tribesmen to join the political movements in the north region. Mr. Igal was able to bring a relative peace to the region, as he allied with tribal chiefs, and was able to deprive the deadly weapons from the warlords and their militias. Today, the world is heading to globalisation. Over 25 European countries have untied under the umbrella of EEC and African countries have formed the UAS. Therefore, it is unreasonable to divide a small country like Somalia, inhabited by only 5 million people into twenty small governments, as each tribe is calling for a separate state. Your Excellency, Great Britain consists of Northern Ireland, Scotland, Wales and England and it is unthinkable to divide that country into four separate states. Since 1991, the warlords have created Punt Land, Somali Land, Bay Land, Juba Land and Hiran Land. The only area where there is no declaration of a regional state is Mogadishu, and this was not possible, as the people that live in the capital do not belong to the same tribe. The Somali people including the warlords and tribal chiefs are not yet politically conscious. While the interest of any ethnic group can be safeguarded under the federal system, which is an option, they believe that once they declare a regional government, the region is a separate state, with full sovereignty, and call himself as the “President”, a word, which, the warlords are haunted. The United Nations and the international community attempted to help the Somali people to establish a unified central government. Unfortunately, more than 13 conferences attended by the warlords had all failed. The warlords were unable to reach any consensus among them. Instead, civil strife had escalated between allied warlords and even the people from the same tribe. It appears that the international community do not understand the tribal structure of the Somali people. Therefore, the efforts of the major international players of the Somali political affairs are so far disappointing. The warlords were given many chances to stabilise the country, but when they have realised that there was no light at the end of the tunnel, the international community gave up. In 1998, the government of Djibouti invited all Somalis to attend a peace conference in Arta, under the auspices of the UN Security Council and the Secretary General, Mr. Kofi Anan. The conference brought a dim hope for the first time in 10 years. That conference could be considered successful, as all tribes including the people in the north were fully represented. When the warlords had discovered that their personal interests were not observed, they boycotted the conference. Nevertheless, the Transitional National Government (TNG) was formed, however, the regional governments were successful to derail the whole mission. It is true that the economy of the north region has been growing, however, this is not true in the north regions only, but the economy of the country has drastically changed over the last ten years. There are more than eight airlines serving across Somalia, for the first time in the Somali history. Seaports along the 3,000 kilometers of the coast have prospered. The cities, which have international airports, are Bosaso, Hargiesa, Mogadishu, Baydhaba, Belet Weyne, and Kismayo. Although these airports are poorly equipped with limited aeronautical navigation system, they operate under the control of the regional authorities. With regard to the telecommunications, in addition to the cities and towns, the services have reached the villages in the countryside. There are more than 16 different companies providing this service across the country. Foreign companies, in collaboration with the local businessmen have invested in all sectors. One thing is common in Somalia, whilst the warlords, controlling the regions cannot come to a common ground, the businessmen pastured for their benefits across the country, without the limitation of inter-tribal problems, or the regional borders. This is one of the main reasons behind the economic growth across the country. The warlords have not in any case contributed to this growth. It is the north regional authority, which closed the seaport in Berbera, when it could not put the livestock industry under its control. Hefty unfair taxation was imposed on all imports, such as the medicine, food and any other materials that might have contributed to the development projects. Expatriates working for the NGOs were taken hostage for a ransom, from time to time, and Mr. Igal’s government expelled them several times in the past, when the representatives refused to give them a portion of the funds. Professor I.E. Lewis of London School of Economics commented on the stability, law and order in the north region. It appears that he has not visited any other place in Somalia. He has not visited Bosaso, Beletweyne or Mogadishu for the last 15 years. Being related to the people in the north for a long time, Mr. Lewis visited Hargiesa only. Of course, he was asked to give such a comment by the authority there. Law and order are maintained in all regions, except Mogadishu, where each tribe is still trying to dominate the others. The international community had failed in the capital only, and it was this place where many UN forces including the 18 US marines were killed. The efforts of the international community to stabilise Somalia in the early nineties became futile only, because the international Community concentrated their efforts in the capital, assuming that if the capital was stabilized, the problems in Somalia would have come to an end. However, if these efforts were exerted to other places, there would have been good a chance to succeed. It is true that all previous Peace Conferences failed because the warlords tried to build the power from the top. The regional authorities were relatively successful because they were built from the grassroots. The regional conference in Bosaso, Beletweyne and Baydhabo and North Region were successful, as they continued for a long time, and were held under the auspices of the traditional leaders of the same tribe or clan. It is ethically immoral and unacceptable to the free world, for some one to seek a reward when he did something good for his people. It is the prime responsibility of a governor to work for the benefit and the general well being of his people. Doing something good for one’s people does not warrant a reward. The government of Great Britain is not different from the other countries in the United Nations and to seek a unilateral recognition of a state is out of a question. This should come as a result of a referendum and consensus among all Somalis. The request from Davidson is solely to gain financial interests from the hardships of the Somali people. He is one of the many people that are benefiting from the civil war in Somalia. We support your government’s decision to maintain unconditional support to the Somali people, who need you most and not to heed to the warlords in the north region Since he came to power, Mr. Riyaale, who is an ex-Security officer, have lowered his voice towards secessionist principles. However, in order remain in power he has to, from time to time, declare his position towards this goal.   11. @ Mojam have you ever been to laascaanood or buuhoodle or even eastren and southren sanaag? be honest , i been alot in those places and i will be going back after one month .I spoke with the people who live in this places and let me tell you some thing its like 99.9% of them said they are against somaliland as separate country , they want somalia to stay united . In every city i been people told me that they are ready to fight for united/greater somalia . they will laught it you if you say somaliland want to be country , they will look at you like crazy and tell you like (( THERE`S IS NOTHING CALLED SOMALILAND AS A COUNTRY , AND WILL NEVER BE)) some will say((OVER MY DEAD BODY)) that shows how people in those states are against so called somaliland as acountry . In every house or office if they have flag that will be simali flag NO ONE HAVE SOMALILAND FLAG . plus The money used in those places is somali shiilin NO ONE WILL TAKE OR USE SOMALILAND MONEY. Hi, I am somali boy from sool(laascaanood) i grow up in buuhoodle , The reason i am posting this is becouse i see other people debating about ss&h and some of y,all who never been to those places speaking for my people . No one can speak for my people but us the rightful owners of ss&h . we the people of ss&h are part of great somalia , we got no thing to do with so called somali-land .
