GAROWE, Somalia Feb 6 (Garowe Online) - A Somali government-mandated passport office was officially opened Tuesday in Garowe, the regional capital of Puntland State in northeast Somalia. The launching of the new passport office attracted Puntland officials, including Vice President Hassan Dahir Afqura, as well as representatatives of the Somali transitional federal government. Abdullahi Gafow, director-general of the government’s immigration department, said at the opening ceremony that the Garowe office was the first but that the government planned to open offices in other Puntland cities like Bossaso, Las Anod and Galkayo. Puntland’s Minister for Internal Affairs and Security, Ahmed Mohamed Habsade, became the first citizen in the region to receive the new passport. The TFG disclosed a new national passport system for Somalia in January, the first in the country since the collapse of the central government in 1991. Implementing the new Somali passport has been one of several challenges facing the two-year-old TFG, which assumed control of the capital Mogadishu with Ethiopian army support in late December from Islamist forces.

Mogadishu 05, Feb.07 ( Sh.M.Network) - A law dealing with so-called the “war on terror” was presented before the cabinet ministers of the Somali transitional federal government on Tuesday after the ministers have met at their headquarter in Baidoa. The ministers debated long about the new law concerning the war on terrorism. The meeting was chaired by the assistant prime minister and minister of livestock, Salim Aliyow Ibrow. The cabinet ministers have appointed a committee made up 4 persons led by the minister of national security, Abdulahi Abdi Garun. The committee has been assigned to assess the new law which is first to be approved by the cabinet that will present to the interim parliament. Some of the ministers debated that war on terrorism law would spark lack of confidence between the government and the Somali population, while some others said the law would create fresh conflicts and standoff in the Somalia, a country torn apart by clan and sub-clan fighting. The news comes as the country is in a three-month state of emergency.

Mogadishu 05, Feb.07 ( Sh.M.Network) - The Islamist leader for Jubba provinces, who was wounded in the fighting between Islamists and Ethiopian troops backing the transitional government, has spoken to the press for the first since his capture by the Ethiopian and government troops nearly three weeks ago. Sheik Ahmed Islam has told journalists in Kismayu, about 500 km south of the capital Mogadishu, that the Ethiopian troops treated him humanely after he was wounded and captured. He said he was captured near the jungles in south Somalia near the Kenyan border while US warplanes struck the area. Before he was allowed to talk with the press, an Ethiopian officer told journalists that Islam was still sick of the wounds. Islam said Ethiopians are not as I believed; they treated me fairly and humanely. I would like now to be treated in hospitals of Addis Abba,” he said. Sheik Ahmed Islam showed the bullet wounds on his leg, arm and cheek. He said the U.S. AC 130 gunship that struck southern Somalia claimed the lives of many more civilians and animals.

A Christian and Muslim leaders' peace conference is set to begin in Dar es Salaam, Tanzania on February 2nd. It will bring together religious leaders from eastern Africa in the bid to solve the conflict in Somalia. The conference, which is organised and supported by Norwegian Church Aid together with the All Africa Conference of Churches (AACC), Fellowship of Christian Councils and Churches in the Great Lakes and Horn of Horn of Africa (FECCLAHA) among other partners, recognises the role of religious leaders in peace building and justice. Role of religious leaders "The planned Joint Christian and Muslim Leaders' conference from the Horn of Africa in is recognition that religious leaders have a role to play in peace building and also the conference is to further discuss the issue of lasting peace with justice in Somalia and the Horn of Africa," said the Rt. Rev. Dr. Mvume Dandala, the AACC General Secretary. "There is therefore need to develop a consensus on what and how the role could be played," added Dandala. Complex situation The situation in Somalia took a vicious turn towards the end of last year when conflict erupted between the Union of Islamic Courts and the Transitional Federal Government. This was further compounded when the Ethiopian army attacked the Union of Islamic Courts and literary pushed them out of the areas they were controlling. Another serious incident took place when America attacked southern Somalia, near the Kenyan border, claiming that known terrorist suspects were situated there. A crucial conference The main objectives of the Dar es Salaam conference are to update interfaith leaders on the current political and economic situation in Somalia and its implications for the Horn of Africa; to discuss ways of stopping the vicious cycle of conflict in Somalia and the region; to agree on strategies to involve governments and communities in the Horn of Africa; and to develop consensus on a religious leaders' peace initiative in Somalia. The conference will be hosted by Tanzanian religious leaders and coordinated by Norwegian Church Aid's country office in Tanzania. Former Tanzanian president Al Hajj Ali Hassan Mwinyi will be the guest of honour.
