To the extent that President Abdullahi Yusuf and Sheikh Hassan Dahir Aweys have been on the opposite sides of Somalia’s conflict for a long time, they have also been, ironically, on the same side when it comes to perpetuating the violence. Inbred in the notoriously unsparing culture of Mudug, where the pair spent their formative childhood, Aweys and Yusuf have long collaborated, though inadvertently, in aborting peace initiatives. Their most recent feud with their colleagues, Prime Minister Nur Adde and Chairman Sheikh Sharif, perfectly illustrate this tendency. Though their motives are entirely different, (Aweys is increasingly nihilist and paranoid by the fact that his name is on an international terror list and Yusuf is naturally uncompromising who’s bent on destroying his adversaries,) their recent actions tantamount to derailing the Djibouti peace process---arguably the best hope for Somalia. Striking similarities Lest you forget, Aweys and Yusuf ascended to colonelship in Somalia’s Army, an institution they both rebelled against at an early stage, when it was still glorious. Aweys famously interrupted President Mohamed Siyad Barre to remind him of a prayer time. Yusuf defected, rather unceremoniously, for Ethiopia, an arch enemy of Somalia, 30 years ago. He was the first person to do so. Out of step with the very institution that made them, Aweys and Yusuf took separate paths to pursue their zeal. Aweys, now loaded with a heavy dose of Wahhabi doctrine, drifted toward religious extremism until he found a solace with Al-Ittihad. He literally militarized this upstart Islamist organization and led countless deadly wars against warlords and against Ethiopia. His path would cross again with his historic foe, Col. Yusuf, this time in Boosaaso. It was in 1992. Yusuf was hardened clan leader with SSDF, a rebel movement initially dominated by his clan’s elite, until he wrestled it from them to put it under his domain. Boiling with clan vendetta, Yusuf utilized SSDF to breed his clan zeal. Religious and clan zeal clashed in Boosaaso. The latter was crushed and Aweys’ young men captured Yusuf. Aweys wanted him dead, but Yusuf was freed under still unclear circumstances. Yusuf never forgave Aweys for that, and the latter never ceased to hunt his now lifetime nemesis. Opportunistic moves Both men helped the other’s enemy, at times for purely opportunistic tactics. For instance, Aweys helped Jubba Valley Alliance (Dooxada Jubba) to conquer Kismayo, then under the control of Gen. Morgan. Yusuf detested Morgan, but when Morgan went to Garowe to beg him for help, Yusuf provided him amply. Then came Arta in 2000. Led by Abdulqasim Salad Hassan, who happens to be the same clan as Aweys, it never extended its overt powers beyond pockets in Mogadishu, largely because Yusuf (this time with Ethiopia) bolstered Mogadishu’s notorious warlords. Yusuf even took credit for dismantling the Arta regime and portraying it as a radical Islamist government in the eyes of the West and Ethiopia. Meanwhile, Aweys was entirely in bed with Abdulqasim, who’s not particularly religious, but who undoubtedly felt that he could someday deploy Aweys against the more menacing Yusuf. The final battle Then came the fledgling TFG. Aweys went on a public relations offensive soon after Yusuf was selected as TFG’s president. He purported that Ethiopia was going to parachute Yusuf to Mogadishu, should the residents not rise up against him. In 2005, Aweys opportunistically joined Muse Sudi Yalahow, Mohamed Qanyare Afrah, Osman Ato, Mohamed Dheere and myriad junior warlords for a spectacular lunch in Balcad, courtesy of Yalahow. The occasion? To protest against TFG’s expected move to Jowhar, since Mogadishu was replete with these warlords. Why in the world would Aweys care where the TFG move to for he was never a member of it, like these warlords are? Even Aweys’ religious attire (white robe and red umamah) among the big-belly warlords was brazenly unfitting. In joining these murderous warlords in a public event, Aweys was making a point in cacophony: that he was willing to go extremes to undermine Yusuf. But he inadvertently made a subtle point: that his religious zeal goes only insofar as his personal interests begin. Yusuf is hardly better. In fact, he’s much worse. Consider this: he recently reinstated Mohamed Dheere, a man who publicly defaced him just a few years ago, simply to undermine the Djibouti peace process, and to embarrass Prime Minister Nur Adde. Yusuf encircled himself with tribal clowns like Gen. Darwiish and murderous warlords like Abdi Qaybdiid. At his best, Yusuf mobilizes his clan at the expense of his presidency. Since his selection as a president, Yusuf was in an overdrive to use clan vendetta to help massacre thousands of innocent civilians, and ultimately to reject any attempt to extend an olive branch to the legitimate opposition, as is done by Nur Adde. Yusuf and Aweys’s latest feud with their onetime allies is indicative of their commitment to perpetuate violence and suffering among Somalis, purely for their pervert pleasures. Simply stated, Somalia is on hold for these two old men. Somalis need not only to know about this, but to do something about it. Tribesman and Warlord Abdullah Yusuf: The Major Obstacle to Somali Reconciliation Process After Embagati Group appointed Nur Adow the Prime Minister of Transitional Government of Somalia, He worked hard to bridge between the illegitimate Alliance of Re-liberation of Somalia (ARS) and Embagati Group led by the Ailing Warlord Abdullah Yusuf. Adow gave much of his time to the stability of the vicious Mogadishu and stop the organized killing against his people by Embagati Group. He exhibited his agenda and policy to International Communities, and fortunately he won the international support. Noor Adow agenda was to stabilize Mogadishu and stop the revenge killing in addition to displacement against his Hawiyo tribe in their home city. He succeeded to establish communication channel with ARS major members including Former Chief of Islamic Courts Sheikh Sharif Sheikh Ahmed and many other core members in ARS. This resulted in the famous peace agreement in Djibouti between Nur Adow and ARS leader Sheikh Sharif. The hardliners in ARS like Sheikh Dahir Aweys rejected the agreement and even ARS Council suspended the membership of Sheikh Sharif. This is new beginning of disintegration of ARS. The ARS members who support Sheikh Sharif peace deal with Adow relocated their offices to Djibouti from Asmara, Eritrea. The majority of the ARS hardliners remain in Asmara, regardless of international and regional support to Sheikh Sharif peace deal. The hardliner Sheikh Dahir Aweys called the extension of war against Ethiopian forces in Mogadishu. He vowed to fight the Ethiopians with or without the peace deal in Djibouti. The warlord Transitional Government of Somalia Abdullah Yusuf is not happy with current peace process and reconciliation led by Prime Minister Nur Adow. The Warlord Yusuf want to burn off Mogadishu and its people before leaving it; he is also planning to displace the people of Mogadishu mainly Hawiyo and replace them with ********** Militia as new inhabitants of Mogadishu. This is not new policy to Somali regimes, where Siyad Barre (leader of Somalia 1969-1991) imported large number of ****** tribesmen and Oromo people from Ethiopia into Northern Regions of Somalia (Known Somaliland) during 1980’s after Somalia-Ethiopia War. Siyad Barre intended to displace the people in northern regions by bombing their regions and order the refuges to take over the cities. The Djibouti peace deal between Nur Adow government and some of ARS leaders increased fear of Warlord Abdullah Yusuf that Hawiyo tribe may unite against him and fail his illegal and evil plans to kill the people of Mogadishu. Nur Adow took initiative steps to implement the agreed conditions in Djibouti. These steps triggered disagreements between him and Abdullah Yusuf, particularly after Nur Adow sacked the fake Mayor of Mogadishu Maxamed Dheere. Abdullah Yusuf rejected the suspension decision of Adow and gave back Maxamed Dheere his position. The ARS consider Maxamed Dheere a murder of civilians in Mogadishu who don’t have self respect except the dirty money he gets from Abdullah Yusuf. Dheere is the right arm of the Tribesman and Warlord Abdullah Yusuf in the organized killing campaign. Abdullah Yusuf’s Secret Intelligence Department arrested thousands of Mogadishu innocent citizens; they torture the prisoners and even demand ransom money to release them; British Channel 4 broadcasted the story of Abdullah Yusuf’s officials mainly in Intelligence Department. Many journalists described such prisoners as hostages of Abdullah Yusuf’s Puntland gang. Nur Adow sacked Maxamed Dheere as first step to eliminate the corrupted administration mainly the close alliance of Abdullah Yusuf. Yusuf is planning now to suspend Adow like Former Prime Minister Ali Geedi too. Yusuf is planning to seek the support of the parliament. He asked the parliament “Vote of Confidence” to Adow government. Even, Abdullah Yusuf turned down the request of Sheikh Sharif of ARS to come to Jowhar City of Somalia as agreed with Nur Adow in Djibouti. Abdullah Yusuf asked his gang members in Adow cabinet to resign from the government in an attempt to downgrade the government. But Nur Adow took another courageous step and replaced all the ministers in less than 48 hours with support from Ethiopian government. The policy behind the resignation of the minister was to label the government of Nur Adow as incapable government to run the country and restore the security in Mogadishu like the accusations against government of Geedi. Nur Adow is different than Ali Geedi including his policies and support between the people of Mogadishu. Because Ali Geedi failed to stop the killing and genocide by Abdullah Yusuf’s gang in Mogadishu, as also, he failed to win the support of the Ethiopians. Nur Adow, established him self as the only man who can restore the peace in Somalia. Nur Adow will not be an easy target for Abdullah Yusuf and his gang, because he has political weight in Somalia and the world too. He showed signs of honesty to the Somalis mainly the people of Mogadishu. He was former chief of Red Cross in Somalia, which gives him merciful heart to the innocent people. The Somalis in Mogadishu believe that Nur Adow is the only man who can end the illegal activities of Abdullah’s Secret Intelligence Agents, who kill the people based on tribe. This proves the tribesman and warlord Abdullah Yusuf as the destabilizing factor of Somalia, and that he is thinking only to rule the country in the rest of his life. Abdullah Yusuf, who is from ********** tribe in Puntland, need to take revenge from Hawiyo people, because of bad feelings back to 1991 war in Mogadishu. The question lingering in my mind is, Will Abdullah Yusuf be able to suspend Nur Adow? Will Ethiopians support the peace-man Nur Adow or Warlord Abdullah Yusuf? What will be the future of Somalia after suspension of Nur Adow? Will Abdullah Yusuf nominee Maxamed Dheere as substitute of Nur Adow? The future of Somalia remains in dark as long as the murder and warlord Abdullah Yusuf remains on the top post of the country. ADDIS ABABA - Saudi Arabia, which is making efforts to provide food security for its nationals, can look up to Ethiopia where huge tracts of unutilized agricultural land are available for growing cereals, according to Ethiopian Prime Minister Meles Zenawi. A Saudi ministerial delegation, which visited Ethiopia to explore the prospects of investing in agriculture, is impressed by the country’s huge potential and as a follow up sending a team of experts to conduct specialized studies, said Zenawi who spoke in this exclusive interview with Arab News on a variety of economic issues ranging from rising oil prices and inflation to his country’s bilateral trade relations with Saudi Arabia. Following are excerpts: Saudi Arabia is engaged in providing food security. A Saudi ministerial delegation has visited your country in this connection. Could you throw light on this? Saudi Arabia has evinced interest in investing in agriculture, particularly in production of cereals, and has been looking at various options. One of the countries they are looking at is Ethiopia, which has a lot of unutilized land, particularly in the lowland areas of the country where all sorts of agricultural products can be grown. The Saudi delegation studied the prospects of investing in agriculture in this country. We told them we would be very eager to provide hundreds of thousands of hectares of agricultural land for investment, particularly for cereal production. There is a broad agreement and understanding and this will be followed by visits by Saudi experts to conduct specific studies for investment. What are the existing Saudi investments in Ethiopia? Most of the Saudi investments have been in manufacturing and hospitality sectors. This has been the focus so far, but we expect a sizeable increase in the Kingdom’s investment in agriculture as a result of its decision to invest in cereals. What are the other potential areas available for Saudi investment? The manufacturing sector is promising, especially textiles, leather, leather products and iron bars. In fact, all sectors of manufacturing are open. Investment in infrastructure is also something we are looking for. Real estate development and particularly the hospitality sector including hotels and tourist places, as well as agriculture and agro processing industries are among the other potential areas. What is the existing level of trade and investment between the two countries? Saudi Arabia is one of our top three trading partners. Our trade volume is $1 billion, although much of the trade balance is in favor of the Kingdom. The trade gap is about half a billion dollars. We mostly import oil and petroleum products and export coffee, meat and other agricultural products. About 240 Saudi companies have been given the investment license. These companies including those who are operational are expected to invest $2.5 billion. Saudi Arabia is our very important investment partner. Economically, we have solid and fast growing relations. What has been the impact of rising oil prices? The dramatic increase in oil prices has hit Ethiopia very hard. Our oil import bill over the past three years has increased by over a billion dollars. This amounts to 3 percent of our GDP. That has upset our balance of payment very significantly. It has created a huge pressure on our balance of payment and complicated the inflationary issue. We are trying to tackle this problem by increasing our exports so that we can pay for our increased import bill, and improving agricultural production so that we can dampen our food prices. We are importing some food from abroad to check the rising trend of our agricultural prices. We are importing wheat. We are no doubt growing wheat but due to an inflationary pressure we are bringing more wheat from abroad to flood the market so that the rising trend of prices in the country can be checked. How high-level exchange of business visits has benefited your country? We have had frequent exchanges by leaders at high levels. My assessment is that these high level visits have contributed a lot to the fast growing economic partnership and contributed a lot to the political understanding that we currently enjoy. I expect such exchanges to continue. We are expecting a high level ministerial delegation to visit us in October. I would expect a similar high-level visit from Ethiopia to Saudi Arabia.
