Gaas:” Eedeynta Puntland ee Dastuurka ku aadani waa mid iyada gaar u ah” Ra’iisul wasaaraha xukuumadda KMG ah ee Soomaaliya ayaa ka hadlay dhaleeceynta ay Puntland usoo jeedisey Dastuurka qabyo qoraalka ah ee Soomaaliya. Prof Cabdiweli Maxamed Cali oo la hadlay warbaahinta ku hadasha afka DKG ah ayaa sheegay in fikirkaasii uu yahay mid u gaar ah Puntland. Wuxuuna intaas ku daray in eedeynta Puntland ee ku aadan Dastuurku aysan ahayn mid wax u dhimi karta geedi socodka lagu dhamaystirayo Road map-ka. Hadalka Ra’iisul wasaaraha Soomaaliya ayaa imaanaya xilli maalintii shalay ahayd uu madaxweynaha Puntland sheegay in Dastuurka qabyada ahi uu yahay mid aan Soomaaliya u qalmin. Dhinaca kale dowladda Puntland ayaa maanta shaacisay qodobada ay ka walaacsan tahay ee Dastuurka, kuwaasoo ay soo diyaariyeen guddiga dib u eegista Dastuurka dowladda dhexe ee Soomaaliya. Ra'iisul wasaaraha Soomaaliya oo sheegay in fikirka Puntland ee Dastuurka uu la mid yahay midka ay dadku qabaan Sabti, May 12, 2012 (HOL) — Ra'iisul wasaaraha Soomaaliya, C/weli Maxamed Cali ayaa sheegay in fikirka ku aaddan dastuurka ee Puntland ayaa ku sheegay mid la mid ah fikirka ay dadku ka qabaan dastuurka. Ra'iisul wasaaruhu wuxuu sheegay inaan xilligan aan dastuurka loo qaadi karin afti dadweyne, balse loo qaadi doono markii la gaaro waqtigeeda, inta ka horreysana wax laga bedeli karo waxna lagu dari karo. "Dad badan ayaa fikirro ka qaba dastuurka, fikirka ay soo jeedisay Puntland kuwaas ayuu la mid yahay," ayuu yiri ra'iisul wasaaraha oo sheegay inay lagama maarmaan tahay in la helo dastuur looga gudbo axdiga KMG ah ee hadda lagu shaqeeyo. Maamul-goboleedka Puntland ayaa sheegay in 36-qodob oo ku jira dastuurka cusub ee la doonayo in la ansixiyo aysan ku qabansanayn sida ay u qoran yihiin sidaad daraadeedna ay tahay in la bedelo inta aan la ansixin. Qoraal kasoo baxay xafiiska madaxweynaha Puntland ayaa lagu dalbaday in shir lagu dhameynayo kala fikir duwanaasha soo dhexgashay DKMG iyo Puntland lagu qabto dalka Itoobiya ama Kenya midkood. Hadalka ra'iisul wasaaraha Soomaaliya ayaa u muuqda inaysan dowladdu doonayn in laga laabto ansixinta dastuurka oo shirkii lagu soo xulayay ergadii ansixin lahayd uu ka socdo Muqdisho. Muranka ku saabsan dastuurka ayaa wuxuu soo billowday markii dowladda KMG ah ay sheegtay in la ansixinayo, balse fikirka Puntland ayaa noqonaya mid aad u soo dib-dhacay wuxuuna maamulku ku sheegay inay taasi ku timid guddi kasoo talo-bixiya oo loo saaray. No By Qali Farah May 12 , 2012 For over twenty years, any possible resolution to the quagmire that has befallen our glorious nation has faced a formidable obstacle. It’s a word formed of one syllable and composed of two letters: NO. This is the keyword in our political life. Our recent history is exclusively that of a country held hostage by naysayers. Their entire political ideology or ‘program’ can be summed up with one word. NO! No to progress. No to development. No to peace. No to security. No to prosperity. No to the rule of law. No to reconciliation. No to justice. No to proper governance. No to accountability. Is it possible to overcome a mindless opposition that rejects out of hand any potential resolution? That’s the dilemma faced by those who wish take our nation forward and restore the republic back to its former glory as a respectable player amongst the nations of the world. They say NO to the constitution. NO to the Roadmap. NO towards the program of ending the transitional federal government. No, no, no! Wouldn’t it be great if for once an alternative program were presented? Have you have ever read a counter-proposal other than the aforementioned political manifesto that can be summed up as: NO? This virus appears to have contaminated all aspects of our society. Those who subscribe to this program extend beyond the illiterates, who know nothing but anarchy; they include our so-called intellectuals, sections of the Ulama, portions of our ‘civil society’. Some of the objections to a transitional constitution (keep in mind that constitutions are hardly a divine document descended from the heavens – they are open to amendments) include: possible fears of Islam being sidelined in Somalia. My immediate reaction was to read the proposed constitution; I’ll quote the opening section: “In the name of God, the Most Merciful, the Most Compassionate. We, the Somali people, with firm faith in God Almighty and relying on His mercy Bear witness that there is no one worthy of worship but Allah and that the Prophet Mohammed SAW is indeed a true messenger and prophet; Reject all forms of violence and acknowledge the injustices and shortcomings of our past; Stand united to bring an end to the long conflict and strife in our country; Acknowledge the inspiring tireless struggle of our people for a better life, and our leaders historic struggles and sacrifices to liberate and unite our country; Reaffirm that Somalia is one country; Commit ourselves to the establishment of durable peace, the promotion of national unity, and good governance. Therefore, recognizing the foundations laid by Shari’ah, we freely decide and choose to adopt this Constitution as a bridge between a divided past and a united future for all the people of Somalia. May God Almighty grant us mercy and unite our people to work for the prosperity and success of our homeland. Amen. Are we God fearing Muslims supposed to live by this nullifidian document? A second objection concerns the issue of naturalisation for those who contribute to the progression of society and adhere to the laws of the lands after a five-year period. Fair enough, we need to keep the nation’s blood pure, after all, our unbreakable bonds and brotherly love has served us extremely well over the last twenty-one years. Naturally, I shall urge our Somali brethren in Kenya, the United Kingdom, Germany, Holland, Sweden, Canada, Norway, Australia, Denmark, France, the United States and elsewhere to voluntarily renounce their citizenships and hand their passports back. We ought to share the wonderful results of homogeneity with our fellow human beings, especially those who provided asylum in a time of need; it is our moral duty! That’s the calibre and level of the objections out there at the moment. Even so, if there are genuine concerns, and there are some, we ought to utilise the proper channels of communication and join the process as opposed to throwing the baby out with the water. The constitution may very well be flawed, and the roadmap possibly leading to nowhere, but at this point in time I’m willing to support any program that may lead to our salvation however slim the chances, regardless of who’s behind the program whether they’re yellow, blue, red or Martian. Frankly I’m sick and tired of this backward, lopsided mindset and partisan politics. I’d like to return to Somalia, to a peaceful country, to a nation of laws, a nation where the pursuit of prosperity and happiness are a real possibility. I’d like to introduce my daughter to her motherland… if only these (believe me I’d like to use an explicit phrasal verb here) weren’t in the way, with that obstinate, square head, armed with nothing more than the word: NO! It’s discomforting trying to explain this to non-Somali’s; that we as a people are capable of rejecting sound ideas and counsel because they originated with person ‘x’ who belongs to tribe ‘y’, and therefore must opposed at all cost. It’s time we grow up, or maybe I’m being too naive? Perhaps it’s preferable if three generations from now, we’re still pleading for asylum all over the world, and those who remain in the horn suffer from draughts, unending cycles of violence, disease and ignorance – both camps forever armed with an outstretched palm begging for a handout from third parties, and open to exploitation by powerful interest groups. Maybe that’s the way forward? Qali Farah Email:qalfar@hotmail.com Library information services University of Maryland ____________________________________

By Kelly Gilblom Reuters May 11, 2012 Nairobi - A dispute between two semi-autonomous regions in Somalia is delaying exploration for oil and gas over fears that local authorities are issuing licences to explore blocks that overlap in each other's territories, officials said. East Africa has become a hot spot for oil and gas exploration after new finds in waters off countries including Uganda, Tanzania and Mozambique. The boom has led to speculation about the potential for finding oil offshore Somalia in the Horn of Africa, which so far has no proven hydrocarbon reserves. "Put it this way: Puntland and Somaliland have what's called 'disputed areas.' It's really created a quagmire," said Ali Abdullahi, the chief executive officer of Amsas Consulting, a Somali firm that advises private oil firms in the region. Somaliland, which declared its independence from Somalia in 1991 but is still not recognised internationally, has been relatively stable compared with other parts of the country, which has lacked effective central government for two decades. Although Puntland is also stable, it is notorious for piracy and has frosty relations with Somaliland. Both regions claim they control a disputed area known as Sool, Cayn and Sanaag (SSC). Within that zone lie nearly a dozen oil blocks, mostly unlicensed, demarcated by Puntland and Somaliland authorities, according to a map from data firm IHS. Companies are unsure whether their contracts with the local authorities to drill wells will remain valid. The dispute between Somaliland and Puntland mirrors another between Kenya and Somalia over their maritime border, which may also deter oil exploring firms. In March, Canadian firm Horn Petroleum, and its exploration partners, including Vancouver-listed Africa Oil Corp., started drilling in the Dharoor Block, located in the northeast part of Puntland. Oil consultant Abdullahi and other Somali oil analysts have claimed, furthermore, that any find by Horn Petroleum in Dharoor may be threatened by the fact that state-controlled Italian explorer Eni may still have legal rights to the block. Eni was issued a license by the Somali government in the 1980s to explore Dharoor. Both Eni and Horn Petroleum declined to comment. OVERLAPPING CLAIMS Additionally, another block licensed by Horn Petroleum and its working partners in the western part of Puntland, known as the Nugaal Block, overlaps a block licensed by Somaliland to unlisted British explorer Asante Oil. "We are aware that there are overlapping claims in the Nugaal block but don't wish to comment publicly," said Keith Hill, chairman of Horn Petroleum, in an email to Reuters. "We believe this is a matter best resolved directly by the respective parties." Asante Oil could not be reached for comment. For their part, Somaliland and Puntland each deny they have encroached on the other's territory. They blame the other side for licensing blocks in areas that don't belong to them. "There were a lot of stories about overlapping licenses, (but) it is clear that Somaliland doesn't make any claim beyond the colonial borders that were demarcated," Hussein Du'ale, the minister of mineral resource, energy and water, told Reuters. In an interview in Puntland's capital Hargeisa he said the Nugaal Basin, where the Nugaal Block is located, is 80 percent owned by Somaliland, and the licenses issued by Puntland authorities to the same stretch of land are invalid. "We recognize that there is license given by the administration of Puntland, which claims that this is part of their territory," Du'ale said "If you look at the colonial border this goes deep into Somaliland territory. We don't ... claim areas in Puntland, and we hope that our brothers will reciprocate." Issa Mohamud Farah, Puntland's petroleum director, who is in charge of oil exploration, was unavailable to comment. Without a central government, analysts said it is unclear how and when the potential oil and gas reserves believed to be in Somalia can be explored. "The (Somali) federal government has been weak for a very long time," said Abdullahi, the oil consultant. "That leaves the question of who's right and who's wrong here? It's so hard to know."
