Somalia: Presidency Denies Reuters Report NOVEMBER 15, 2012 Mogadishu (November 15, 2012) The President of the Federal Republic of Somalia H.E. Hassan Sheikh Mohamud has had a press conference discussing several issues including the current charcoal stockpile in Kismayo and its surroundings. The President’s position is in line to that of the government Somalia and UN Security Council resolution banning the export of charcoal from Somalia. The Presidency strongly denies the Reuters report that President Hassan Sheikh Mohamud reversed his position and now allowed the export of the Charcoal. The President believes it is irresponsible on the part of Reuters to mischaracterize and misquote the President’s press conference. What the President said yesterday was that his government is working hard to find a resolution to this burning charcoal issue that will protect the environmental degradation, and find ways and means to dispose the current stock which is acceptable to the interest of our citizens, to find that solution the Presidency has created a taskforce to recommend the best option possible. The President here again re-iterates his support to UN Security Council resolution where all member states were asked to take the necessary measures to prevent the export of charcoal from Somalia which the Government of Somalia originally requested for the ban on the grounds that the charcoal business is not only hazardous to the environment but also detrimental to the security efforts. SHar'marke..What tribal motivation do I have? "why is it important for you? What is behind your inquisitive project?" Is this really serious question. Just consequential project for Somalia and you ask why is it important? Apo....When the original tribal lands namely Somaliland and Puntland were formed, we knew the men behind each project and their ambitions. I don't doubt enjoy legitimacy among their people but who are they? XX...I think it's given Kenya has more influence than even Somali Government. There's gotta more people there?

While a lot of time and energy has been wasted accusing the president of being tribalist (yesterday's hero, today's villian), however little we do know about the men running the Juba project. The best we get is 'it's local inhabitants forming Jubaland' . That might be true but every entity has leader(s). The only figure we know is Madoobe. Who else is part of the process? Apo...You and I already discussed this:D

Apo.....In the words of Rumsfield, there are lot of known unknowns and unknown knowns. One would have hoped this process was done in the light of day. The project leaders haven't communicated to anyone either. Who's actually heading this process and who are the participants. Bring the thing to light and let it stand to proper scrutiny. Nice of you to admit there was hysteria:D

Apo.....Whatever president did is now masked by the hysteria exhibited by unruly clan lords and the unfortunate incident in Kismayo. Thoiugh surrogates have been talking, the president hasn't publicly rejected this project; moreover those running this show have not put together team that engages the Federal Government on this. If there's, I haven't heard it. Any political schism between the two parties need to be abridged. The reaction by Abtigiis and like hardly helps the situation.

Apo... Until such process is completed, every region is governed by the Constitution. Abtigiis...There are still two separate regions! And again, nobody is saying they are entitled to become member state. They just are not one NOW. It seems like you live in alternate reality where I apparently can shut down SOL:D

I emphasize regions have the right to Federal Members State but the fact now is Gedo and Juba are not of any state. What happens in the future doesn't negate the Government's towards these regions NOW.

Abtigiis....Let's establish facts and perhaps you could answer some questions before you start indulging in your usual verbal gymnastics and unhealthy analogies to pubescent girls and women's menstrual cycles. Unless you are constitutional lawyer, you are no more expert than anyone else on SOL, so let's not entangled in this silly tussle about interpretation. Now, here's simple enough question, (please pay attention as this is critical considering you have attention of toddler with elmo in his hand) Is Gedo or Juba incorporated into any existing Federal Member State as of now? A simple yes and no would suffice. If the answer to the above question yes, then what's name of the State, who's head of the State Government and does the State have parliament and Judiciary? More importantly, does the State enjoy sovereignty over its territory? Now before you answer those questions, let's establish some facts (are you with me so far)? Currently, there's no state called Jubaland. Gedo and Juba are occupied by different groups both fighting AS. As it stands, Gedo and Juba are two separate entities that are not politically integrated. Neither of these two regions have proper administrations that can secure the land, enforce the law, collect taxes or root out AS which still occupies many places. Here's the key point. In the current state, these two regions come under the Federal Government as stipulated in Article 48 of the Constitution. I need to remind Article of 48 has nothing to do with the establishment of any commission. Here's entire article: Article 48. The Structure of the State (1) In the Federal Republic of Somalia, the state is composed of two levels of government: (a) The Federal Government Level; (b) The Federal Member States Level, which is comprised of the Federal Member State government, and the local governments. .(2) No single region can stand alone. Until such time as a region merges with another region(s) to form a new Federal Member State, a region shall be directly administered by the Federal Government for a maximum period of two years You willfully lump article 48 part 2 (italicized) with the establishment of commission to mislead people: dishonest thing to do. Perhaps, the rest of Solers can share views on the above article in relation to Gedo and Juba. I think something else is being left out. Who are exactly the people forming this Jubaland, I mean those in leadership position? Is the process inclusive whereby every tribe is at the table armed or not (nobody knows who's majority or minority)? Is it transparent? I look forward to your usual self and hail mary passes:)
