Because that is definitely not what it says in the Somali federal constitution. This is a federal government, locals choose the governors.

  5. Right on dheh! The PM argues the Jubaland creation process is unconstitutional and then goes ahead and appoints governors. What he doesn’t know is the Somali Federal consititution is very specific about who should appoint governors, the people. Caku iyo Saacid, ninkaan Nairobi iskaga noqo yaa yidhaahdo iyo ganacsigii, this premiership thing is obviously not his forte.
