14/12/2007 14:29 MOGADISHU, Dec 14 (AFP) Burundian forces to deploy in Somalia this month: AU Burundi will send a first battalion of troops to Somalia this month to bolster African Union peacekeepers trying to stabilise the war-wracked Horn of Africa nation, an AU official said Friday. The forces will join some 1,600 Ugandan soldiers based in the volatile capital Mogadishu since March to quell Islamist insurgents. "The Burundian first battalion is prepared and very shortly they will arrive. We are expecting (them) this month," said Nicolas Bwakira, the African Union special envoy to Somalia. Bwakira told reporters that west African military powerhouse Nigeria will also deploy forces in "the coming two or three months." The deployment of Burundian troops, initially set for July, has been delayed due to a lack of equipment and funds. The tiny central African nation plans to send a total of 1,700 soldiers. The pan-African bloc plans to eventually send an 8,000-strong contingent to Somalia to help it stabilise after 16 years of bloodshed. Some 600,000 civilians have been displaced and thousands others killed this year in relentless violence that intensified with the January ouster of an Islamist movement. Bwakira said the bloc has urged Prime Minister Nur Hassan Hussein to open talks with all groups, including Islamist opposition members to stop the turmoil. "I believe that Somalia needs in the end of the day power-sharing and economy-sharing because peace could be achieved if there is a political space and the prime minster should make his cabinet all inclusive."

The Monitor (Kampala) 29 November 2007 Posted to the web 28 November 2007 Grace Matsiko Kampala BURUNDI peace keepers are deploying in Somalia in two weeks time to bolster the pacification efforts by the Ugandan contingent, the UPDF Chief of Training and Operations, Brig. Silver Kayemba has said. "In a fortnight's time, Burundi's peace keepers will be deploying in Somalia," Brig. Kayemba said at the award of French language diplomas to 24 UPDF officers yesterday. The ceremony took place at Mr Rene Forceville, the French ambassador's Residence in Kampala. For six years several UPDF officers have been attending French classes organised for them every year by the French Embassy. Within the sphere of bilateral co-operation, Ugandan officers are regularly sponsored and sent to international military schools for peace keeping such as Koulikoro (Mali) and Thies (Senegal), a statement from the embassy said. It added other officers attend courses for specialised army officers in Paris, Montpellier, Strasbourg, and Montlouis (France). Brig. Kayemba said some of yesterday's graduands in French may be deployed to help the UPDF interact with the Burundi contingents. Burundi, a French speaking country has promised to provide over 1700 troops but they have been delayed for logistical purposes. French Defence attaché, Lt. Col. Pascal Bayle, said UPDF officers need to study French because the eastern neighbours are French speakers and the forces will be more involved in multinational operations. Having been in Mauritius, which is a bilingual country, it was a "real opportunity" especially in Africa to master French and English. Ambassador Forceville said it was an opportunity for troops especially in Africa in the curriculum of cadet officers. A training session of French lessons is currently going on at Gaddaffi Barracks in Jinja for the UPDF officers. The lectures are given by a French teacher who will be in Uganda for nine months. The levels taught range from the 1st level to the third level (B1 - becoming an independent user) which enables the officer to attend and interact in a French speaking military course. The diplomas delivered are official qualifications awarded by the French Ministry of Education.

Thieves cut off man's 'holy leg' By Omer Farooq BBC News, Hyderabad Holy men are renowned for their healing powers Police in southern India are hunting for two men who attacked a Hindu holy man, cut off his right leg and then made off with it. The 80-year-old holy man, Yanadi Kondaiah, claimed to have healing powers in the leg. He is now recovering from his ordeal in hospital in the city of Tirupati in the state of Andhra Pradesh. Local people believed they could be healed of spiritual and physical problems if they touched his leg. They also believed in Mr Kondaiah's predictions of the future. Police say the incident happened 550 km north of the state capital, Hyderabad. 'Brutal manner' Police say that the self-styled 'Godman' - who lives in a village near the city of Tirupati - was approached a few days ago by two strangers who came to seek his advice over a medical problem. Holy men are revered throughout much of India They say that the pair returned to the old man on Tuesday ostensibly to thank him for his help. "As the old man had the weakness of drinking, he accepted their invitation to have drinks with them," said local police Sub-Inspector Pendakanti Dastgiri. "They took him to a deserted spot in the outskirts of the village. "After the old man had passed out under the influence of liquor, they cut off his right leg from the knee," he said. Mr Dastgiri said that the amputation was carried out in a very "brutal manner" and that police are still looking for the leg and the men who so cruelly took it. He said that the assailants used a sharp hunting knife, and left the old man alone and bleeding slowly to death. Mr Kondaiah was popular among Hindu devotees Local people who found him unconscious alerted the police, who rushed him to hospital in Tirupati. After regaining consciousness Mr Kondaiah said that he had no idea why he was targeted in such a manner, and did not understand the motive of the miscreants in taking away his leg. "I have always been good to others and helped who ever came to me. Then why has this been done to me?" he asked amid his tears. Police say the reason for the attack could be because Mr Kondaiah told too many people of the alleged magical powers of his right leg. "This might have motivated some people to take away his leg hoping to benefit from it," a police spokesman said. "But it is difficult to say that this was the only motive. It could also be a case of a revenge attack."

One of the few who went back to make changes, Sultan Hure paid his life! Who killed Sultan Hurre (1957-2002)? (SHHRF 009/2003, 4 July 2003) Since the death of Sultan Ahmed Mohamud Mohamed, known as Sultan Hurre, on the 17th August 2002 at Kala-bayrka, a village 80 kilometres south of Garowe, the regional state capital of Puntland state of Somalia, there is no official recognition about the killing of the sultan. But what we officially know is that the sultan died in the hands of the personal bodyguards of the unconstitutional president of Puntland, Colonel Abdullahi Yusuf Ahmed. Sultan Hurre was one of the traditional leaders who opposed the unconstitutional extension of Col. Abdullahi Yusuf Ahmed to the presidency of Puntland when his term expired on the 30th of June 2001. Instead of standing for re-election or resigning, Col. Abdullahi Yusuf extended his rule by force for another three-year term. The majority of Puntlanders and their Isimo (traditional leaders) have rejected this move. On 30 June 2001, Col. Abdullahi Yusuf and his henchmen fled Garowe after a popular uprising. However, in disregard of the popular will, he returned in force on 21 November 2001 to Garowe, killing several innocent civilian people and nearly capturing or killing the newly elected president, Jama Ali Jama, and persecuting all those who opposed him. The vile act of killing a traditional leader is an unprecedented occurrence in the modern Somali history. As one of the Puntland Isim, Sultan Hurre stood firm in the defence of the popular will and interests, the nascent grassroots democratic institutions and the prevalence of the rule of law which began in Puntland State of Somalia following the collapse of the Somali state in the early 1991. The political intimidation run by Col. Abdullahi Yusuf 's terror machine is intended to threaten and curb the grassroots development from taking root. Political killing has became the blueprint of the colonel and his henchmen. The killing of Sultan Hurre followed the barbaric murder of Colonel Farah Dheere in Garowe and preceded many others in almost all the cities of Puntland. It is unfortunate that men like Col. Abdullahi Yusuf would get chance to stand for the highest office of the Somali nation at a time to revive and reconstruct the central state. Such possibility would infringe and jeopardise the aims, objectives and principles of the current IGAD sponsored Somali National Reconciliation and would harm the IGAD’s reputation. Human rights issues and humanitarian laws are not integrated in the peace negotiation. Failure to integrate these issues makes national peace conferences to legitimise the very abusers of human rights of their terror actions. Col. Abdullahi Yusuf and others who committed crimes against the Somali people should not be rewarded for their crimes. Who killed Sultan Hurre?
