UN-Saudis say Somalia truce a breakthrough Posted to the MOL June 16, 2008, 6:08 am JEDDAH, Saudi Arabia (AFP) — Saudi Arabia's King Abdullah regards a Somalia truce deal reached last week as a "breakthough" and will invite rival factions to an official signing ceremony as soon as possible, UN chief Ban Ki-moon said on Sunday. Ban said after talks with the monarch in the Red Sea city of Jeddah that the June 9 accord aimed at restoring peace and stability in the war-shattered nation was a "very encouraging development." He said he and King Abdullah viewed the deal reached in Djibouti between the transitional government in Mogadishu and moderate Islamists as "a breakthough." More than a dozen attempts have failed to end the unrest in Somalia which has been mired in civil war since the 1991 ouster of former president Mohamed Siad Barre. The Ethiopian-backed transitional government is currently battling a guerrilla war being waged in the Horn of Africa nation by Islamist militants who were ousted in 2006. "Saudi Arabia has been playing a very important role on this issue," Ban said, adding that the regional powerhouse would "as soon as possible" host a formal signing ceremony. The oil-rich kingdom, which is home to a large Somali exiled community, is a major benefactor for all Somali factions, providing material, financial and political support. The Djibouti deal was initialled by Somalia's government and the Alliance for the Re-liberation of Somalia (ARS), an opposition umbrella group dominated by Islamists and based in Eritrea. But ARS member Sheikh Hassan Dahir Aweys, accused by the United States of links to Al-Qaeda, has rejected the deal, saying it fails to set a clear deadline for the withdrawal of Ethiopian troops. Under the deal, Ethiopians troops, who deployed at the end of 2006 and knocked out Islamists from south and central Somalia, are to withdraw after the UN deploys peacekeepers within 120 days of the armistice taking effect. The accord also calls for the establishment of a security committee to ensure implementation of the ceasefire as well as the creation of a panel to promote political cooperation, justice and reconciliation and the holding of an international donors' conference. Don't punish Somalis for their leaders' past mistakes: UN envoy 16 hours ago LONDON (AFP) — Somalis should not be punished for past mistakes of their leaders, the UN special envoy for Somalia said Sunday as he urged the big powers to help the east African country's rival factions implement a UN-brokered truce. "The people of Somalia should not continue to be punished for past mistakes made by their leaders," said Ahmedou Ould Abdallah, who accompanied UN chief Ban Ki-moon on a 24-hour visit to Saudi Arabia. Somalia has been wracked by violence since the 1991 ouster of dictator Mohamed Siad Barre led to a bloody power struggle that has defied numerous bids to restore normalcy. In an interview with AFP on a flight from Jeddah to London, the UN envoy added that Saudi leaders fully backed the peace deal initialed by Somalia's two leading political groups on June 9. The three-month truce deal was initialled by the government of Prime Minister Nur Hassan Hussein and the Alliance for the Re-liberation of Somalia (ARS), an opposition umbrella group dominated by Islamists and based in Eritrea. Ould Abdallah said Saudi leaders had agreed to host a ceremony in Mecca at which the parties would formally sign the deal, most likely late this month. The oil-rich kingdom, which is home to a large Somali exile community, is a major benefactor for all Somali factions, providing material, financial and political support. The UN envoy said it was now up to the big powers, notably the five permanent members of the UN Security Council, and donors in Europe, Japan and the Arab world to help fund implementation of the accord. "All Somali parties have initialled the agreement except two individuals who are regarded as terrorists by the UN Security Council and the Americans," he said in Jeddah Saturday. Ould Abdallah, who is based in Nairobi but travels frequently to Mogadishu, played down fears that ARS member Sheikh Hassan Dahir Aweys, who has rejected the deal, could act as a "spoiler". He accused the influential radical cleric of "being manipulated by Eritrea." Aweys, accused by the United States of links to Al-Qaeda, argued that the accord failed to set a clear deadline for the withdrawal of Ethiopian troops who have been propping up the transitional government since the end of 2006. On fears that Somalia would continue to be fertile ground for a proxy war between bitter foes Somalia and Eritrea, Ould Abdallah said it was up to Somalis "to free themselves of all external meddling and instead work together in a spirit of tolerance." Stressing the need to avoid "a security vacuum in the war-ravaged country, he called on the Security Council to authorise and deploy a UN stabilisation force that could pave the way for the withdrawal of all foreign forces. Arab League welcomes Somalia accord Wednesday, 11 June 2008 KUNA Politics 6/10/2008 4:02:00 PM CAIRO, June 10 (KUNA) -- The Arab League welcomed on Tuesday the agreement reached in Djibouti between the Somalian government and The Somalia Liberation Alliance last night. The agreement stipulated a three-month UN-monitored cessation of hostilities. "The cessation of armed confrontation shall come into force 30 days from the signing of this agreement throughout the national territory," the agreement said. The League said in a press release that collaboration of efforts between the League, UN, and the African Union resulted in such agreement and the elimination of obstacles. The League also called on the parties involved to benefit from such agreement and national reconciliation, noting that the League will continue to render all kind of support for rebuilding and development efforts. For his part, the head of Arab-African cooperation service in the Arab League, Ambassador Samir Hosni said the League hopes such agreement contributes to the country's national reconciliation. Last night, Somali Prime Minister Nur Hassan Hussein and Alliance for the Re-liberation of Somalia (ARS) chief Sheikh Sharif Ahmed signed the accord at the ceremony witnessed by the Arab League, the African Union, the European Union, the United States and Saudi Arabia.(end) mfm.az.mb KUNA 101602 Jun 08NNNN

Somalia: U.S. Statement on Agreement in Djibouti 11 Jun 11, 2008 - 11:15:12 AM The United States welcomes the agreement between the Transitional Federal Government of Somalia and the opposition Alliance for the Re-Liberation of Somalia. We appreciate the efforts of the United Nations Special Representative of the Secretary-General (SRSG), Somali civil society representatives, and members of the international community, in particular the Government of Djibouti as hosts of the talks, for their contributions to this agreement. We welcome the commitment of both parties to take concrete steps to implement this agreement, including committing to a cessation of hostilities, establishing a Joint Security Committee on security arrangements and a High Level Committee on political issues related to justice and reconciliation, and undertaking efforts to ensure unhindered humanitarian access to affected populations in Somalia. We call on all Somali stakeholders, whether party to the agreement or not, to abide by its provisions and support its implementation. The United States also acknowledges the request of both parties to the United Nations Security Council to authorize and deploy an international stabilization force in Somalia.   14. “Insurgents” opposition have no clue. Lately there has been an avalanche of activity from the international community with regards to Somalia. All have been positive and most welcome from the view point of those who want to see the restoration of a strong central government. The opposition clan militia and self declared spiritual leaders have failed to grasp the importance of these new steps. They make the usual mindless bravado and utter more threats without taking to account what is going on. The key actions taken have been 1. The UN security resolution taking action against piracy, this will send a strong task force to deal with the armed pirates [who are in collusion with the opposition. Hence the outcry from the Al Shabaab, this cuts an important life line of theirs. 2. The peace accord in Djibouti will allow for the complete removal of the arms embargo which will help with deployment of international forces as well as equip the national army. Again the fact that the leaders of the opposition will ask for the UN deployment and hence the lifting of the embargo is a landmark step towards restoring security. Now many have as usual continued to over look these important developments dwelling as they would on Ethiopia. The issue is not Ethiopia that Xasan dahir & Suuley are against. They are fighting to keep the security conditions as fluid as possible and preventing more support from the international community. Their usual threats and acts of barbarism has in fact had the opposite effect. They have lost even the support of little Djibouti & Saudi Arabia. Their pay master Aferwarki’s desperation was telling when he sent his border troops to shell Djibouti. Again they have no clue, continue the threats it only plays to the Somali people and their governments hands.

Forget liberation they are not coming back, every day their news media has a success story, another assassination another bombing another threat. The capture of an important village. And when dawn breaks they cry out, civilians have been killed, market has been burned. The loudest cries are reserved for their militia’s deaths and the loss of their economic dominance. Theirs is a religious movement based on telling lies. They fight the infidel while working for one. They make guerrilla attacks inside the capital, send mortars into heavily populated areas, use children as bombs and their supporters and accomplices cry out about civilian deaths and massacres, never once conceding that their actions are the main cause for the suffering. Every peace initiative they cry out, lie after lie, threat after threat. And who were the first to go into exile when the bullets came. Abu Manssur, Suuley, Xasan Dahir, Inadace and yet they make the most threats. Keep making threatsyour days are numbered. Northerner don’t convince me adeer, go speak to Sheikh Sharif and Janagow.
