The embassies that will be affected by the decision, which was agreed by the cabinet and signed by president Sheikh Sharif Sheikh Ahmed, include those in European and America. The embassies include, Kenya, France, Belgium, Germany, Tanzania, Indonesia, Zambia, Djibouti, Ethiopia, USA, and many others which are regarded as full of activity. “Lack of funds has forced Somalia to close all its embassies in the world and the workers are informed to return to the country,” said the statement that was sent to all the countries. The decision will be ratified once the government is in capable of running the embassies. “The Foreign Affairs Ministry will carry out work reform. The embassies will be reopened once the funding is available,” the statement added. However, Dr. Abdi Mohammed Ulusow, the foreign ministry's director general claimed that he was officially informed about the decision. “The embassies that will be closed are those undertaking a lot of work and the action will undermine the government's plans of spreading its wings through out the world,” he told reporters. He accused Foreign Affairs Minister Ali Ahmed Jamaa Jangali of using the action in his inner war with the government. The action comes as the Italian government promised to reopen its embassy in the war-torn country. Critics say the rampant corruption and embezzlement of the funds is affecting the operations of most of the Somali embassies. The critics also cite the government working on under funding. On inflation, the governor said Finance Minister Sharif Hassan Sheikh Aden planned to print money in Sudan and said this risked sparking runaway inflation that would cause people to starve. Insurgents control most of Somalia, and the Western-backed administration is in charge of only a few streets of the capital. The largely ineffectual central bank reopened in 2007, 16 years after it collapsed in 1991, the year military dictator Siad Barre was overthrown. "The government's lack of control of the whole country cannot be translated to mean that there are no laws. Transparency in the system is important because we have security concerns that money can go into the wrong hands," Ali said. The governor said it was hard for the firms to identify money laundering if it occurred, but they did not deal with foreigners sending money to Somalis or the other way round. An estimated $1 billion in remittances by Somalis abroad makes its way into the country through informal transfers, Ali said in the capital of neighbouring Kenya, where many top officials and elite Somalis live. RUNAWAY INFLATION On inflation, Ali said the finance minister plans to print notes with a face value of between 2,000 shillings and 50,000 shillings. Currently, the highest value note is for 1,000 shillings. "This move will increase the inflation rate to incredible figures ... The country will be another Zimbabwe," he said, referring to that country's inflation peak of 500 billion percent in 2008, according to IMF figures. "On one hand, the leaders cannot claim they are protecting people, and become part of a plot to kill them. If you shoot them or force them to starve to death, it is the same." In 2000, 14,000 Somali shillings purchased a dollar, but the rate deteriorated to 45,000 in 2001 when the government printed more money, Ali said. It has since appreciated to the current 33,000 shillings per dollar after note issue dried up when printing costs exceeded the value of the notes. Ali said the central bank should manage the country's funds and not private companies contracted by government as is the case. The United Nations Development Programme has managed donor money since the central bank's collapse in 1991 and charged 8-14 percent for its services, Ali said. The government contracted PricewaterhouseCoopers (PWC) to take over the U.N. body's services in mid-2009. "The only monetary agent for the government is the central bank. Therefore it is unconstitutional for private financial institutions to be involved in the management of government money," Ali said. "Private companies can be employed as auditing firms, not management."

Bashir Isse Ali told international media in Kenya that Somalia planned to print money in Sudan, while al Shabaab rebels fighting the country’s Western-backed administration, sends and receives funds via informal money transfer firms. "This move will increase the inflation rate to incredible figures . . . The country will be another Zimbabwe," he said, referring to the southern African country's world record inflation that various sources estimated at between 500 billion and one trillion percent at the height of economic crisis in 2008. "Al Shabaab sends and receives money through this system using individuals, not as an organisation," Ali said, urging more transparency to combat money laundering. However, while it may have never recorded Zimbabwe-type inflation, Somalia has had no central government since the 1991 overthrow of strongman Mohammed Siad Barre sent the country into a conflict whirlpool at the mercy of rival warlords who still control much of the country today. Somalia’s shaky government, which without Ethiopian and Western backing would collapse the next day, controls only a few streets of the capital Mogadishu where gun battles between armed gangs fighting for turf are routine. 60,000 Somalis displaced by recent fighting Tuesday, January 19, 2010 Civilian casualties in Somalia are on the rise after government faces battled Islamist insurgents in the impoverished and war-torn country, a United Nations official said. Fighting in the first few weeks of the year displaced more than 63,000 people, said Melissa Fleming, a spokeswoman in Geneva for the UN's Refugee Agency. "Somalia continues to be one of the worst humanitarian crises in the world," Fleming said, noting that 1.5 million people were internally displaced and over half a million have fled to neighbouring countries. The pro-government Ahlu Suna Waljama group had been battling insurgent group Hizbul Islam in the town of Beledweyene. Nearby, more fighting has been waged against Hizbul Islam ally al-Shabaab - which the West says has close links to al-Qaeda. He has visited, Turkey, USA, Arab World, he has bought some a new Armani suit and a Rolex watch. However he has yet to visit Balcad, Jowhar, his own birth place. He has not articulated a single policy of his government. His government is the most corrupt; least organized and controls how many districts? He does not know. Now we have the Sharif Xasan inspired inflation coming in 2010, and the gullible ones will continue to “believe” as an article of faith, that this failure is the “best” man for the job, because he said so.. -

Wall Street Journal: What has your government achieved this past year? Somali President Sheikh Sharif Sheikh Ahmed: If I consider where we were, where we've reached now and all the challenges we've faced, we feel we've accomplished a great deal. When we came to power there was no organized army, no economic activity, no government institutions running. Now we have a functioning government, we've reconstituted the army, the economic sector's working, so we've accomplished a great deal, considering, and the government remained in power despite the challenge it faced from the enemy. WSJ: When we spoke last February, you said that you hoped to bring stability back to Somalia within a year. What happened? Mr. Sharif: What was not in our calculation at the time is that the enemy prepared itself and wanted to bring down this government before it could stand on its own feet. I'm glad to report that we have been able to remain in place and defend ourselves from this. We have also built the institutions, the security sector the justice system the other government institutions and have accomplished this while protecting ourselves at the same time. WSJ: What is the army's capacity? Mr. Sharif: It is our hope that Mogadishu would be freed in the soonest possible time. WSJ: By the end of January? Mr. Sharif: We can't speak to specific timetables. WSJ: Are you planning a new military offensive? Mr. Sharif: We are constantly fighting. WSJ: What impact have the foreign fighters had on destabilizing Somalia? Mr. Sharif: The role of the foreign fighters is very important. They have a leadership role and they prepare the strategy, and they organize these forces. WSJ: What's their relationship with al Shabaab? Mr. Sharif: They have a leadership role. They do lead al Shabaab, along with Somalis who have trained with them in Afghanistan. WSJ: Has their presence altered the government's strategy? Mr. Sharif: As you know al Qaeda is an international phenomenon, and their assets and techniques are also wide-ranging. The problems faced by Somalia now is not one that can be dealt with by the Somalis alone. So we need to get some assistance from the international community to fight this menace. WSJ: Are you getting the support you need? Mr. Sharif: The support we get is much less than what we anticipated, and than what we need. … We need assistance in building the Somali national forces, in equipping them and providing the needs that they have to conduct themselves so that they can get the country out of the difficult situation it finds itself in. So we need assistance in providing services to our people, in education, health and so on, reconstruction. We need assistance in helping to develop the economy. WSJ: The Americans have offered significant support. What's your assessment of their contributions? Mr. Sharif: It's a lot less than what we expected from the US. …The issue is not just money. It is a country that is destroyed, that has the presence of al Qaeda, that needs a comprehensive plan. WSJ: Reconciliation efforts? Mr. Sharif: There's been great progress in reconciliation. Some people that opposed us joined the government. Others we have a working relationship and we're in the process of uniting our forces. WSJ: Piracy in Somalia has grown into a more sophisticated business in the past year. What's your assessment of how to combat it? Mr. Sharif: So long as there's no peace and security in Somalia, it is hard to deal with the issue of piracy. Every time they get large ransoms, they reinforce their capacity to do harm. That's the challenge. WSJ: What is your most significant accomplishment this year? Mr. Sharif: The things we're most proud of is the reconstitution, or rebuilding of the Somali national forces, which we think is the key to securing the country. And the restarting of Radio Mogadishu, which has been off the air since 1991, which is something we're proud of. WSJ: What did the Somali forces look like when you came into office, compared to how they are now? Mr. Sharif: It's a long story. WSJ: Can you offer a few examples of how the army has improved? Mr. Sharif: I'm not sure where to start. What I can say is that we have spent a lot of time and effort in rebuilding these forces and we're at a place where we're very happy.
