SOMALIA: New parliament elects temporary chairman [ This report does not necessarily reflect the views of the United Nations] © IRIN NAIROBI, 2 Sep 2004 (IRIN) - Somalia's newly constituted transitional parliament held its first meeting in the Kenyan capital, Nairobi, on Thursday during which members elected Hersi Bulhan Farah, 83, to serve as temporary chairman pending the election of a speaker. "It is a new dawn for the Somali people," Marian Muhammad Mursal, one of the members attending Thursday's session, told IRIN. "As a woman, however, I am disappointed that 34 seats allocated to women have not all been filled. I am appealing to our male colleagues to complete the women's quota," she added. Five new members were sworn in during the first sitting, meaning that only 12 MPs in the 275-seat parliament are yet to take their oath of office. Some 25 women MPs are among those selected by the various clans so far. "Today is a historic day for all of us and will mark a new beginning for Somalia," another MP, Awad Ahmed Ashara, told IRIN. Ashara said international support was needed "to enable us fulfil our objectives and bring about total reconciliation and stability in our country." The MPs were chosen by elders and political leaders from their respective clans who had been attending the reconciliation conference in Nairobi sponsored by the regional Intergovernmental Authority on Development (IGAD). The creation of the transitional federal parliament paved the way for the formation of an all-inclusive government in Somalia, the Horn of Africa country which has remained without an effective government since 1991, when the regime of Muhammad Siyad Barre was toppled. Each of Somalia's four major clans was allocated 61 seats in the parliament, while an alliance of minority clans was awarded 31. A speaker and two deputy speakers to be elected from among the MPs will preside over the election of the president, who will in turn appoint a prime minister to form a government. New Somali parliament convenes - Thursday, September 02, 2004 at 17:00 NAIROBI, Kenya (Reuters) -- Somalia's new parliament held its inaugural meeting on Thursday, but quickly adjourned to give its members more time to organize the business of returning government to the only nation without one. In the laborious, piecemeal manner that has characterized Somalia's 20-month peace process, the parliament, sitting in the capital of neighboring Kenya, called a one-day recess after naming its eldest member as temporary chairman. The decision to give 83-year-old Hirsi Bulhan Farah the chair was a formality, stipulated by the charter guiding the rebuilding of the Horn of Africa nation under the watch of African and international mediators. It is Somalia's 14th attempt at establishing a national government since 1991, when warlords toppled dictator Mohammed Siad Barre and carved the country into clan-based fiefdoms. Lack of security at home has forced parliament to meet in Nairobi. Underscoring the simmering tensions in the nascent assembly, a shoving match broke out on the assembly floor over the number of women in the parliament. The scuffle ended after two women spoke out and others urged parliamentarians to calm down. Farah called a brief recess that was soon extended until Friday, after many members found they were without some critical legislative tools. "I had hoped they would set a date for elections today, but they require more time because some members have forgotten their charters and rules of procedure," said Bethuel Kiplagat, a top Kenyan mediator in the peace talks. The crucial job for the parliament is to name a permanent speaker, and then the president who will establish a new Somali administration in the capital of Mogadishu with an eye to holding elections in five years. First, the parliament must set up a committee to create an electoral commission to oversee the votes, a decision likely to cause friction. All but two or three of the 275 members of the assembly were present on Thursday, although several still had not taken their oaths of office. Five did so on Thursday, leaving a dozen to go. International mediators, in an effort to pressure bickering clans who had repeatedly delayed the peace talks, had already sworn in 258 parliamentarians in two earlier meetings. Since the breakdown of central government, conflict and famine have killed hundreds of thousands of people and the country has become a byword for anarchy. The United States, which floundered there on a peacekeeping mission a decade ago, considers the lawless state as a safe haven for Islamic militants.

Declaration by the Presidency on behalf of the European Union on Somalia National Reconciliation Conference Posted to the web 01-09-2004 The European Union welcomes the outcome of the meeting in Gigiri, Kenya, on 29 August 2004, which announced the conclusion of the process of appointing members of a transitional federal parliament. The European Union commends the efforts of Somali leaders in achieving this significant outcome and calls upon them to ensure that the same spirit of positive co-operation prevails during the remainder of the reconciliation process. It welcomes in particular the cohesiveness shown by IGAD member states and their resolve to adopt a common approach based on political consensus. The European Union reassures all parties involved in the process of its continued commitment and reiterates its support for the challenges confronting Somalia the coming months. The European Union appeals to all parties to continue their engagement with the aim of establishing: - An inclusive government committed to furthering stability and to constructive dialogue with all Somalis, including with existing areas of tranquillity; - A government whose members are committed to an effective cease-fire and to the creation of a stable national environment, including the eradication of any possible terrorist activity; - A government which works for humanitarian access across Somalia and for the protection of civilians; - A government that works with commitment towards a federal Somalia: by establishing a federal commission as stated in the Transitional Federal Charter; - A government which co-operates with the international community on the basis of an agreement and a joint co-ordination and monitoring mechanism to be finalised in Nairobi. The European Union stands ready to continue to assist the Somalia National Reconciliation Conference and urges it to continue in its efforts to reach an early and positive conclusion. Somaliland is not a country, its a phantom state. It issues no real passports. It has no real army. they are still marching to LAS ANO all 30,000 of them. It has no ambasadors or embasies. Its is not recognised by any one not even Djabouti. It does not even control the regions it claims, SOOL, HAYLAN, CAYN. It has loud mouth ministers and deluded clanistic supporters. for 14 years they have been saying "Look how bad the south is", "We are better than them" and now that Somalia is getting a government they cry "we wont let it happen" " we will fight them" blah, blah, blah. WAKE UP SMELL THE COFFEE PEOPLE. Another thing if Somalia is divisable, then SOOL, HAYLAN, CAYN will never be part of the so called Somaliland. peace

Sixty-four delegates were appointed at U.N. headquarters in neighbouring Kenya, meaning 258 members of the 275-member assembly are now in place, officials said. More than two-thirds of the new parliament were appointed last week. "The seating of this parliament has been a huge undertaking," Winston Tubman, U.N. Secretary-General Kofi Annan's special envoy for Somalia, told the gathering. The peace process has been hosted by Kenya because of ongoing insecurity in the Horn of Africa country, which has lacked any effective central government since 1991 when warlords toppled military dictator Mohammed Siad Barre and carved the country into clan-based fiefdoms. The mandate of a week Arab-backed transitional authority expired in 2003. "All the major armed factions are here, and what is more important is that all neighbouring states are here," Tubman said. "In previous times, some factions were not there, and the disgruntled parties went on to form alliances with neighbouring states to disrupt the peace process. Not this time." More than 20 months of peace talks have frequently been delayed by bitter rivalries between Somalia's numerous clans, and by interference from neighbouring states keen to stamp their own brand on the new administration. When the new parliament is fully established it will elect a president to head a new administration in Mogadishu, but observers say that is unlikely to be the end of Somalia's woes. It is still unclear when the assembly will be established. Officials say the reason mediators have pushed ahead with two partial inaugurations of the new assembly is to put pressure on clans who had yet to submit their lists of delegates. They said the remaining 17 members would be sworn in soon. "Some of them are not in the country and some of them are sick," one official close to the talks told Reuters. "It is mostly logistical problems, but they are all on board."

Horn, again you personalise the issue, there are a number of individuals running for the post of President, between them who is the right choice to lead Somalia from its present debacle? Out of all the 50 + candidates sources in Nairobi state that there are three front runners, Abdullahi Adow, Abdiqasin and Abdullahi Yusuf. Now out of these three I would go for Abdullahi Yusuf because the other two where Afweyne's men, and the fact is Abdiqasin was given the chance three years ago and he failed, Adow might be better than the Arta boss but he has no real support on the ground and no experience in security. The choice dear boy is not between Abdullahi Yusuf and an ideal fictitious Young Somali leaders. Its between the individuals in Nairobi who have declared themselves and who for what ever reason have a real chance of winning.

Since we are on facts, do you rebute that Abdullahi is a decorated war hero, who fought bravely against Ethiopia in both 1964 and 1978? Also on mass murder, he was not in Somali between 1986-1991 when most of the mass murders in our history took place, Mogadishu, Kismayu, Hargaysa, Badoa all these places where real Mass killings took place Abdullahi was not there. Unlike Abdullahi Adow or Abdiqasin who where officials of Barre when real mass murder and crimes against humanity were being commited he was not an important official of Barre. Again no other candidate has the experience, the political clout or the determination of Abdullahi. In an ideal world we would have a Saint as President and an Angel as prime minister but Somalia is not even normal let alone ideal. tough times calls for tough individuals and Abdullahi is THAT individual.

Question is not Abdullahi or A/Qasim or the lady from Sanag but who can deliver? Who can bring about the restoration of the Somali state, be it through the gun,political manouvers or any other means. Abdullahi has strengthened his hand, like it or not he is the leader of 1/3 od the country. He wants to play on a national level and is not scared of the various warlords, millitias that exist in the south. Shouldnt he be given a chance? because we have had 14 years of USC promise, Ali Mahdi, Aydeed, Aydeed Jr that brought nothing but the demise of the nation, they all failed. Somaliland is sleep walking in isolation, its leaders and people are focused on their "national interest" and are not concerned with Xamar. We have had the "civil" societies promise, Prof Galayr, and Mr Abdi Qasim what has that brought, Arab funds being used for private enterprise, and no closer to Somali national resoration. So I still dont see anyone better than Abdullahi, who has 1/3 of Somalia, wants to play on a national level, a prven track record on security and is not interested in money?

Yet, now we have 138,000 soldiers there, with casualties mounting, the cost rising and the hostility to America's presence growing. Every attack on U.S. troops or contractors, even when they involve Iraqi dead and wounded, seems to be cause for jubilation. Yet, George Tenet of the CIA excepted, the men who told President Bush the war was necessary, that it would be a "cakewalk," that the Iraqis would welcome us with candy and flowers and take to democracy like kids to ice cream are still in place, still in power. In his now-famous 2002 State of the Union, President Bush named Iraq, Iran and North Korea as an "axis of evil." He vowed that America would not allow any one of the three to acquire weapons of mass destruction. In 2003, we attacked and invaded the only one of the three that did not have a secret nuclear program. And since that State of the Union, the other two have accelerated their programs to acquire the atomic weapons President Bush said they would not be permitted to have. At this point, the Bush Doctrine has to be judged a limited success. Given the mess in Iraq, neither the American people nor the White House appears to have the desire or will to force an end to the Iranian or North Korean bomb programs. The Iranians, who are threatening to crash the Nuclear Club, are bristling with defiance. Tehran seems to have concluded that America has no stomach for another war. Tehran may be right. But if North Korea already has an atomic bomb and Iran will not be stopped from acquiring one, what does a new world of 10 nuclear nations, six of them in Asia, mean for U.S. foreign policy? We had best begin to consider the possibility. No nation that has acquired nuclear weapons has ever been invaded – for a reason. The strategic base camp for any Normandy, Inchon or Desert Storm invasion could be turned into an inferno in minutes by atomic weapons. This suggests that in confronting a nuclear-armed North Korea or Iran, U.S. Army and Marine bases in South Korea and Kuwait, and U.S. naval bases on Okinawa and on the south shore of the Persian Gulf are becoming strategic hostages and not strategic assets. Put bluntly, if Pyongyang and Tehran acquire atomic weapons, there are no more axis-of-evil nations with which we can risk war. For there is nothing to be gained from such a war to justify running the risk of nuclear retaliation on U.S. bases in Asia or the Middle East, or on Israel, an almost certain target in any war with Iran. During the Cold War, both sides accepted outrages that might have been casus belli before atomic weapons. The United States did not use on Chinese armies in Korea overrunning our troops the weapons Truman unhesitatingly used on Japanese cities. For Stalin, too, now had the bomb. Nor did we intervene to halt the massacre of Hungarian freedom fighters in 1956, or the building of the Berlin Wall in 1961. Carter's response to the Soviet invasion of Afghanistan was a wheat embargo and a boycott of the Moscow Olympics. Moscow, too, was inhibited from taking action in Berlin, where it was strong, when the United States used tactical and theater superiority to force the Soviet missiles out of Cuba. And Moscow also failed to respond to Reagan's seizure of Grenada and aid to the Afghan resistance. As they used to say in the West, "God may have created all men, but it was Sam Colt who made them equal." Nuclear weapons are the great equalizers. They concentrate the mind of a statesman wonderfully. And with North Korea and Iran plodding along toward the building of these awful weapons – in blatant defiance of the Bush Doctrine – the president and Sen. Kerry should be thinking about the world that will exist in the next presidential term. For by the end of that term, Iran and North Korea could both be full-fledged members of our nuclear fraternity. If they are, the idea of an American empire will become as outdated as the British Raj.

NGONGE, yes the aim is a withdrawl from Iraq of US/UK forces and let Iraqi's elect their won government and run their own affairs. This idea of civil war was created and has been used by America in order to create permenant presence in the country. Its planning to build 14 new bases in Iraq is this because it wants to stop a civil war? The Iraqis poll after poll want America out, there should be a clear timetable for withdrawing the foreign troops and not tales to frighten the world of anarchy, it was America that invaded and then disbanded the security forces thus causing the vacum. Under Sadam Iraq became the richest and most educated state in the Middle East, it has more PHD holders that any country in the region on a par even with Israel, not forgetting the 13 years of war and sanctions. So lets not undersetimate the people of Iraq if there are free and fair elections and the Oil is used for real reconstruction employing Iraqi's then there will be no anarchy and war. So again the aim is for a free Iraq free of Sadam and free of the west running its own affairs and not ebing run by the neocons and Zionists

Listen whether you like HT or not, this is about Iraq and the people of Iraq that are being enslaved by the US and UK. Its high time muslims worked together irrespective of differing opinions. its not demonstrating for the sake of protest and its not too late as the west would have us beleieve. Iraq is changing fast and the people of Iraq are totally against the occupation, the problem is that the western populations are unaware of this. Public opinion is the new battle ground. So support anyone who is helping the people of Iraq.
