Both the TFG and clan courts only pay a lip service to dipolmacy or negotiation and belive that muscle is the only way to acheive peace.. They both lack imagination. The TFG weak point is corruption and the individuals in the government. The Courts is the perception that they only represent a single clans interest.

^^^ Well put, indeed each case is different..And that also in no way are all the people of Mogadishu occupiers but the armed groups...A comprehensive system must be put in place to deal with this.. The thing that can be done stright away, is the ending of the occupation of the, Jubba's and lower Shabbele and parts of Banadir...That can be done without much fanfare and fuss.. Properties of Mogadishu will take time, it is 16 years and much has changed... -

Will Turkey Follow Israel's Lead? An attack on Iraqi Kurdistan may be in the offing by Ann Berg Anyone who has spent time in Turkey will find its people civil, generous, educated, and open-minded. Just don't mention the Kurds. The day after I zigzagged through a sloped, ramshackle enclave to reach the ancient Alexandrian fort of Kadifekale overlooking the port city of Izmir, I received a stern lecture on this sinister group. While waving at little boys greeting me from the escarpment, I had wandered unwittingly into a ferment of terrorism. Although the struggle has claimed 30,000 civilian and military deaths mostly in southeastern Turkey over the last 15 years, the Kurds are not just an internal problem. From Turkey's perspective, they are an Iraqi problem. Kurdish rebels use Iraq as a springboard for their terrorist activities, causing Prime Minister Erdogan to line up 250,000 troops, a number nearly twice as large as the American contingent, along the Iraq border. Last weekend, 14 soldiers were killed by Kurdish guerillas. And now, eyeing the Bush doctrine at work in the Israeli bombing of Lebanon, Erdogan strains at the bit to enter the war. Blasting Bush's double standard on the sovereign use of force to combat terrorism, Erdogan has announced troop "contingency plans" to storm over the border. The U.S. has been warning Turkey to restrain itself, but the alliance between the two nations is in shambles. Three years ago, former Defense Deputy Secretary Paul Wolfowitz chided Turkey when its parliament refused to allow the U.S. to use its country as a transit point for the Iraq invasion, and even suggested that the military should have pressured the government into complying with U.S. edicts. Adding double insult to injury, he pledged to root the Kurdish Workers Party (PKK) out of northern Iraq, but instead directed the U.S. to bolster the autonomy of the Kurdish region. Defense Secretary Rumsfeld last year, in one of his more risible statements, blamed the Iraqi insurgency on Turkey. Denied a homeland in the 1923 carve-up of the Ottoman Empire, Kurds are one of the largest ethnic groups in the world to be stateless. Turkey's founding father Mustafa Kemal Atatürk prohibited the outward signs of Kurdish culture from his newly formed democratic state, banning Kurdish schools, music, dress, and language. To this date, overt support for Kurdish causes is criminalized. The two factions reached a fragile truce after the capture of Abdullah Ocalan (head of the PKK) in 1999, but over the past two years Kurdish groups have claimed responsibility for bombings in Istanbul, resort towns, and elsewhere. Turkey's biggest nightmare is a growing separatist movement for an autonomous Kurdish state. Complicating this matter is Iranian activity against the Kurds. Iran has supposedly shelled some Kurdish enclaves in Iraq making it a complicit partner with Turkey in Kurdish eradication. The ramifications of Turkey waging war against the PKK in Iraq amid the chaos of so many armed soldiers could certainly lead to confrontation and skirmishes between U.S. and Turkish forces, similar to what happened in Sulaymaniyah in 2003. The Turkish army is no ragtag outfit, having forcibly ousted four governments in the last 45 years. The scenario of pitting two supposed democratic allies, both members of NATO, against each other was already laid out in the Anatolian best-selling book Metal Storm, in which Turkey, allied with its former nemesis Russia, ended up detonating a nuclear suitcase bomb in Washington, D.C. When Turkish Foreign Minister Abdullah Gul visited Washington earlier this month, he met with Condoleezza Rice in a canned TV appearance to announce a "shared vision document." The president was too busy to meet with him. Apparently, a country that's 98 percent Muslim but officially a secular democratic republic since 1923 and shares borders with Iraq, Iran, Syria, Armenia, and Georgia doesn't merit his attention. And let's not forget that it hosts oil pipelines that skirt beyond Russian territories and terminate at the Mediterranean – one pumping from the Caspian port of Baku, the other from Kirkuk. On Saturday, the White House announced Bush had phoned Erdogan and promised more concrete help in some sort of tripartite alliance of U.S., Iraqi, and Turkish forces in dealing with the PKK. How Kurdish civilians get spared in this venture is anybody's guess. Unfortunately, the Bush administration may be unaware that Turkey views the whole Kurdish population as a terrorist nest. Thirty thousand dead have seemingly failed to satisfy the blood lust between Turks and Kurds. The Turks proved their ferocity in World War I when they repelled the Allies at Gallipoli, a battle that resulted in 250,000 dead. Armed with the Bush doctrine of taking the fight to the enemy, Turkey, by adding a new staging area to the conflict, could be pouring an inextinguishable accelerant upon the region.

Somali Islamists chide govt Mogadishu, July 24 (AFP) - Somali Islamists on Monday bristled with anger at the transitional government's decision to host a former powerful warlord, whom they ousted from the capital last month, as tension remained high in the shattered African nation, said officials. A government spokesperson said warlord Mohamed Afrah Qanyare, who was the most powerful faction leader in the Mogadishu area for more than a decade, arrived at the temporary seat of the government in the southcentral township, Baidoa, on Sunday. Abdirahaman Mohamed Nur Dinari said: "He arrived here yesterday evening", refusing to divulge more details. But the Supreme Islamic Council of Somalia (SICS), which controlled swathes of southern Somalia, including the capital, protested the government's move to host one of the warlords, who was blamed for pillaging Mogadishu since the government of dictator Mohamed Siad Barre was toppled in 1991. Qanyare 'is hosted by the govt' Sheikh Muktar Robow, the deputy head of defence in the SICS, said: "We think the government is showing the worst hostility by hosting our enemies. "We know Qanyare is hosted by the government in Baidoa to participate in the ongoing efforts to attack us here in Mogadishu. "He is among the evil-doers hosted by the government and its Ethiopian allies in Baidoa to participate in war activities, but they will never succeed." Last month, the government and the Islamists reached a mutual recognition pact that also called for a cessation of hostilities at Arab League-mediated peace talks in Khartoum. Ethiopian troops moves to Somalia Both sides were set to resume talks at an as yet unannounced date, but recent sabre-rattling between them had undermined prospects of holding those negotiations. Tension had heightened between them after Ethiopian troops moved into Somalia to protect the country's toothless government after it accused the Islamists of plotting an attack against it. But the government based in Baidoa, a provincial outpost 250km northwest of the capital, again denied the claims. Qanyare was among a group of the now-defeated Somali warlords under Alliance for the Restoration of Peace and Counter-Terrorism (ARPCT), who were bankrolled by the United States to curb the rising influence of the Islamists as well as search and kill alleged terrorists believed to be hiding among the Islamists. But the Islamists, whose growing dominance threatened the transitional government, vehemently rejected links to terrorism and insisted that they were only interested in restoring law and order. The tension is high as government troops with Ethiopian forces and Islamic militiamen are on the brink of clashing in major confrontation that will result more humanitarian crisis in Somalia. Mr. Habsade and Saran-sor both from Digil and Mirifle clans in Bay and Bakol regions are reported to follow the delegates of Islamic Courts from Khartoum that will arrive Mogadishu in the coming days. MP Habsade revealed and told the reporters that he didn’t go Sudan on behalf of transitional federal government and there he was said to have had agreement with the Islamists delegates. Xiin,we have already commended the courts of bringing the security of Mogadishu under their control. However this has been your lifeline for a while and that grace period is over now. They have acieved what Somaliland and Puntland did years ago, which is to have a single authpority. Bravo indeed, but what else? An internal clan struggle played in a very localised theater produced a winner. Dear Xiin, remember that both these groups were anto government from dayone and members of the Balcad group. Was this beacse they are anti Ethiopian? Of course not. The eventual winner would have claimed that by having Mogadishu they control the country. And thus claim a jihad against Ethiopia. Which is a the same delusion the likes of Qaynyare suffered from.... We have looked at the structure of the courts, their support base and we have found it to be no more than a new face, front for the armed clans of Mogadishu. Every armed clan has a seperate court to protect its interests. Xiin the proof is in the pudding, I do not belive as you do that this issue of looted properties will be any more than a soundbite. My view has been that the best bet for the courts is to negotiate, their millitary power is the same as the powerful warlords i.e. in our imagination... Rememer the TFG troops have not fought anyone and have bided their time. Is this weakness? Jimcale, Your argument is not valid, because the courts can not disarm Inda Cade, he is the courts, his technicals are a major part of the courts, thus he is every where, Balcad, Jowhar, Ciselay, and he is given the airport and the title of security chief. This man is not a small insignificant warlord in the courts syste,, he has more power than Shiekh Sharif, he turns down the appointment of being his deputy and names himself security chief. Indeed he knows his priorities. To build his power base and hoodwink us all. -

^^^Uthman1.. Brother let me address your first point, what clan does not have internal cotradictions. What clan has not had internal fueds and wars, in Somaliland we had Tuur VS Egal, in Puntland A/Yusuf Vs Jamac Ali. The courts Vs Warlords is just one episode but this time like the other areas there was a single victor. Thus the suprise to many is that Mogadishu fell into the hands of one faction.. Now we know the courts are the following. Ifka Xalin, Al-furgan, Chircole, Sisis, Dayniile and so on represent the armed clans of Mogadishu. Yusuf Indacade crew + The Banadir company.. Tell me who represents the minority clans of Mogadishu?? Now some tell us the courts are not ready yet, they are not strong enough to face up to Inda Cade, Adaan and other warlords within their umberella. In the same breath though the courts are ready to fight Baido and the Ethiopians.. Thus they are ready as you say and will defend the people of Somalia from the Ethiopians but are not yet equiped to defend the poor Somali's from Inda Cade. Such nonsence.. -

Ubahane stop it you made me laugh so much. As for the AJURAAN, they were a great clan, highly organised and gave the Somali's its first dynasty they ruled from Souwth-west Somalia from 1300-1600. Their influance waned due to a number of catastrophes including, smalpox epidemic, plus an uprising by other clans and also the arrival of the Portugues. ^^^All Somali leaders TFG, clan courts and regional like Puntland and Somaliland talk with nuce sound bites. Xiin you have tried to shuf these people down our throats, but the main issue which are central to or faith have not yet been addressed. I sympathise with his words, but I doubt he runs anything outisde his press confrences. So long as these courts are an exclusively for the armed clans of Mogadishu they will not address the main issue of justice and freedom for all. Only a week ago we had a clan court named in Mogadishu for the areas of Bay and Bakool and yet we have none for the vast unarmed clans of Afgoyee, Marka, up to Kismayu, why Xiin? Why are Bay and Bakool a priority over the areas mantioned above.. Going back to Inda Cade, you have said he is a preferal figure, yet now he has been promoted to the security chief of Mogadishu. Two days ago there were fighting in Qoryoole between his forces and the locals. Guess what his were called.... Its either a big scam, or the well meaning Sharif has no power to make the changes that the people require... -
