These are the key points for me..Specially 6, 7 & 8... 5. Stresses the need for neighbouring countries in particular the Federal Republic of Ethiopia and Eritrea to refrain from any actions, that could inflame the situation on the ground in Somalia and region; 6. Condems all the opponents of the Transitional Federal Instituitions and its Federal Trasitional Charter, which is the only viable way to peace and harmony in Somalia; 7. Warns against any actions by the UIC and other opponents of the Transitional Federal Instituitions and Federal Transitional Charter, that could destabilise or worsen the sitution on the ground in Somalia; 8. Elaborates its support to the TFI and its Transitional Federal Charter by adopting this resolution, which could possibly sanction any parties, that could go against it or try to overthrow the only viable and recognised Transitional Federal Instituitions and Transitional Federal Charter of Somalia by the UN and its Security Council of permanent states; -

Oromia, I got what I wanted from the security council. A great damage limitations excercise from your part. The first time in 16 years that the world is working with a Somali government, this is a great day. The TFG now is the sole representative of the Somali people, the courts and other factions have to now play ball. It has the legal right to get arms from any quarter, while the Courts and other groups, including the secesionist can not. I also welcome the front line countries exclusion, thus no excuses from the opposition that this is a Tigray agenda. -

Imagine no war, I think Somalia would have been a wonderful country. Thus no matter how bad the regime might have been. What followed and what we have is much worse.

No more talks with Islamists: Somalia govt 5 Dec 5, 2006, 18:46 BAIDOA, Somalia Dec 5 (Garowe Online) - The information minister for Somalia’s interim government has stated that his government will no longer negotiate with the Islamic Courts who control much of central and southern Somalia. Ali Jama Jangeli, the Somali information minister, was openly critical of the Islamists while speaking Tuesday in Baidoa, the government’s temporary capital. “We will not talk to the Islamic Courts,” Min. Jangeli said. He blamed the Islamists for “land expansion” and for violating tenets from two rounds of the Khartoum peace process. Min. Jangeli said that Islamist militia “invaded” areas formerly controlled by the Somali government within Bay region. On Saturday, Islamist fighters and battlewagons entered Diinsoor, a Bay regional district southwest of Baidoa. The third round of the Khartoum talks collapsed in late October after both the government and Islamist delegations came with pre-conditions to talks. Premier Gedi Professor Ali Muhammad Gedi, the Somali prime minister, has also been publicly critical of the Islamists during his ongoing foreign visit. In meetings with the leaders of Nigeria and Ethiopia, Olesugan Obasanjo and Meles Zenawi, respectively, Premier Gedi has stressed the need for the international community to jointly address “extremists” in Somalia. Furthermore, Premier Gedi pushed his government’s foreign peacekeepers agenda to the African leaders. Ethiopian Premier Zenawi has already admitted to sending his troops to back Gedi’s Baidoa-based interim government. The Islamists, who vowed to fight against all foreign peacekeepers, were in talks with IGAD officials in Djibouti earlier this week.

^^^Indeed, you made some relevent point. However the main aim for the warlords was the US contacts that they had and which played a key role in spliting the TFG and turning the super power against it for so long. Hence the recent changes in the diplomatic arena.

^^Che, I agree with you that Baidoa is not a panacea, a total solution. Somali governance has a long way to go. It is however moving in the right direction. The warlords, I detest as much as you, however we needed them to be contained in Baidoa, and not to open a third front some where else. They are broken and toothless, unlike some within the courts who have been prime movers in the blood letting in the streets of Mogadishu.

^^^First thing is equality, these clans are within the TFG system more than equal to any of the major clans in Somalia. They are not so in the Clan Courts formula. Baidoa is the temporary capital of Somalia. They are members of the TFG armed forces. They will have their fair share of Ambasadors, and officers within the system. It was not cash old man, they were founders of the system and had a heavy delegation in the talks that created the TFG government. Thus you would want them to throw everything away and support those who occupy their lands in the lower Shabbele? I dont think so.

^^^Red, the Bay and Bakool district governors and local mayors were all chosen by the local clans in consultation. The TFG did not appoint a single person to rule over those areas. Also rememeber that, Sharif Xasan, Shatigaduud, Xabsade, Adan Madobe, Kishbuur, Salim Ebrow to name just a few are all top officials of the state. This clan alone has 61 MP's within the parliment more than Somaliland and Puntland representatives. They get allot out of the government.

But as long as we have the warlord agent in the process, solution of the Lower Shabele or the whole Deap South will not be realized does sit well with me. We all know that these warlords like Indha Ade don't operate in a vacuum and they are true reflection of their clans. Who gives the manpower and money to these warlords? Who do they feed from when they want points to rally from? They deal the clan card from the bottom of the deck where they depend both ideas and what have you on and from us--the average "maryooley". Let us admit, these warlords are true reflections of the so called Islamist and until the government, TFG, wrest the responsibility-leash from them, we are in the same rudderless boat. The conflict is about control of the vital areas of the Lower Shabbele. Thus Xasan dahir, Cirfo and IndaCade will defend this area to death.. The weakness of the Clan Courts supporters is that, they deny this occupation and how the people of these regions view it. Once its lifted the local population will rise up in support of their liberators. Its a plot we have seen in many occasions.

Che, I doubt the Clan Courts will last in any real engagement, they have fought small battles so far. Though I am not fan of Geedi, and his war words are out of place. NN, in the long run it matters not, what towns are taken if the war is lost. Preperation is key to winning and losing. Camir, I belive there is a clear staregy to the TFG war plans, the main thrust will push into Lower Shabbele & Middle Shabbele. The courts millitia are dispersed across a long front line, kinda like the Nazi's in operation Barbarosa.

Xiin, with all due respect, I have outlined the link in legal terms, in kin affiliation and in future strategic interest that links Puntland to the TFG in Baidoa. The two administrations are linked at the hip, and there is no skirting around it. Thus the courts attack on Baidoa, is an attack on Puntland, and so on. Again you present nothing beyond, misplaced idealism and a romantic view of everything Clan courts. We have been here before; Galkacyu is not under siege by anyone even the Courts, let alone “Tigray” who are the states allies. Puntland is standing firm regardless of what few disgruntled groups and later day religious folks want. The core issues are important; the TFG has been given a new lease of life with the emergence of Xasan Dahir and his group. They are not a real alternative to the government and have swayed the world powers to the side of the TFG. This is why many in Somalia already see beyond the lies and see the Clan Courts for what they are. This conflict will be settled through force, though I don’t see a major war, or a lasting insurgency or any of the dooms day scenarios many “experts” are predicting. -
(AP) -- Somalia's prime minister told The Associated Press that war in the Horn of Africa is unavoidable because radicals control the Islamic movement that in recent months has taken over much of his country. Prime Minister Ali Gedi indicated war was imminent, but said his government will continue to take part in all peace efforts. In the interview late Monday, he added that his government was preparing to defend itself against attacks by the Council of Islamic Courts, as the movement that has taken over most of southern Somalia is known. "We have already mobilized our forces, we have trained a few thousand troops, they are ready," Gedi said during a visit to Ethiopia's capital. Ethiopia has backed Gedi's government, angering the Islamic movement that sees it as interference from Somalia's traditional rival. Somali's rainy season is coming to an end and roads will be passable again for military vehicles in the next two weeks, he added. But Gedi said his forces would not attack the Islamic courts. The United States has said the Islamic movement has links to Osama bin Laden's al Qaeda terrorist group. Islamic leaders have repeatedly denied the accusation. (Watch why U.S. military fears Islamists in Somalia) Gedi said the most radical leaders within the courts have taken control of the movement and they will not take peace talks seriously. "They are the decision makers now," he added. "Those who believe that the situation in Somalia will be solved through dialogue and talks are wrong." He said the Islamic forces included more than 3,000 foreign fighters, echoing similar statements made by a U.N. panel investigating violations of an arms embargo that has been in place since 1992, when the last effective central government in Somalia collapsed. Gedi's internationally backed government is the 14th attempt to restore the rule of law in Somalia. But his parliament and Cabinet, made up of former warlords and civic leaders, has struggled to expand out of Baidoa, a key town 150 miles northwest of Mogadishu. From within this power vacuum, a disparate group of Islamic leaders has banded together to create the Council of Islamic Courts, driving out warlords and installing clerical rule in the areas it now controls. The international community has sponsored several rounds of peace talks to bring Gedi's government and the courts together. Gedi pointed out that after each round of talks, the Islamic courts returned to Mogadishu and dispatched troops to capture more territory, despite promises to stop their expansion. Ethiopia has sent military advisers to Baidoa and has trained Somali troops to protect the government. On Friday, the United States introduced a U.N. resolution to partially lift the arms embargo on Somalia to allow for regional peacekeepers. U.S. officials say that by providing the government with peacekeepers, the Islamic courts will have a greater incentive to pursue peace talks, rather than a military solution. Gedi said his government needs international support to survive against what he calls the terrorist forces within the Islamic courts. He said the draft resolution should allow any country to provide troops to protect his government. He said recent suicide bombings in Baidoa were contrary to Somali culture and proof that foreign fighters had come to Somalia. The tactic of suicide bombing "was transferred to Somalia from elsewhere," Gedi said. "It will not stop in Somalia, it will spread out." The United States has issued a travel advisory for Somalia's neighbors, Kenya and Ethiopia, warning that extremists in Somalia could launch suicide attacks in those countries.
