Sudan leaders agree to demilitarised zone Presidents of Sudan and South Sudan approve range of deals on oil, security and border deals after meeting in Ethiopia. Last Modified: 06 Jan 2013 06:38 Sudan's Omar al-Bashir met his South Sudan counterpart for the first time in over three months [Reuters] The presidents of Sudan and South Sudan have agreed to abide by timelines to be drawn up to implement a raft of security, oil and border deals stalled for over three months, mediators said. With the two neighbours increasingly cash-strapped after a spat led Juba to shut down its oil output a year ago, the announcement on Saturday offered fresh hope of a breakthrough in long-running talks to end the crisis. The leaders also agreed to set up a long-delayed demilitarised zone along their disputed border as soon as possible, a condition for the resumption of oil exports. African Union mediator Thabo Mbeki said at the end of a summit meeting in the Ethiopian capital that Sudanese President Omar al-Bashir and his South Sudanese counterpart Salva Kiir had recommitted to the key deals and agreed to enact them "unconditionally". "Our panel is preparing a matrix for the implementation of all of the existing agreements with timeframes," said Mbeki, a former South African president, adding that the AU would complete the timelines by January 13. The deals, which were signed in September but were never implemented, include the restarting of Southern oil exports through northern pipelines, as well as the reopening of border points for general trade. They also included the withdrawal of troops back from contested border regions to create a demilitarised buffer zone hoped to ease tensions between the two armies, who came close to all-out war in March and April 2012. Ethiopian Prime Minister Hailemariam Desalegn, who hosted and helped mediate the talks, said he was "very much satisfied" with the progress of the meeting. "I am very happy that the bottlenecks are now released and the implementation can resume," he told reporters. Border tensions On Friday, South Sudan's chief mediator Pagan Amum accused Sudan of dropping bombs across the border four times this week. "It is very, definitely, negative. These [air raids] are having a negative impact on the summit and discussion," Amum told reporters in Addis Ababa. Juba has accused Khartoum of a series of attacks - regularly dismissed by Sudan. The US, Britain and Norway issued a joint statement ahead of the talks calling for a settlement, urging the armies of both nations to "immediately withdraw" from their frontier. Also on the agenda was the contested Abyei region, a long-time flashpoint on the volatile border, which has proved to be one of the most contentious sticking points between the two nations. Sudanese troops withdrew from the territory in May after a year-long occupation that forced over 100,000 people to flee towards South Sudan. The Lebanon-sized area - where a referendum to decide its future due in January 2011 never took place - is now controlled by United Nations peacekeepers from Ethiopia. South Sudan separated from Sudan in July 2011 under a peace agreement that ended a 1983-2005 civil war, but key issues remain unresolved. Khartoum also accuses South Sudan of supporting rebels operating in Sudan, which has been a major obstacle to implementing the agreements. The South, in turn, says Sudan backs insurgents on its territory, a tactic it used to deadly effect during the two decades of civil war.

The President of Djibouti, Ismail Omar Guelleh, in his New Year address to the Nation has called once again for the release of the prisoners of war seized by Eritrea during Eritrea incursions into Djibouti when Eritrea attacked Djibouti in June 2008. In his message, the President said it was fitting that Djiboutians should remember and honour those martyrs who had died in the service of their country. He said that especially the country should remember those still detained in Eritrean prisons. "We pray that they will be returned to us in 2013", he said, and added that "we will spare no effort to see this come true, and that we will be able to reach a speedy and favourable end" to the conflict over Ras Dumera." Djiboutihas repeatedly called for the release of the prisoners of war still suffering in the prisons of Eritrea, a call ignored by the Government ofEritrea. Nor has there been any progress in resolving this since the end of the fighting, despite the efforts of the Emir of Qatar to mediate between the two countries. The President mentioned that 2012 had seen the completion of a number of projects, including the port of Doraleh, and of others now in process among them the new port of Tadjoura, a memorandum of understanding with Ethiopia for a cross-border supply of drinking water and seawater desalination plant agreed with the European Union. He also reminded his listeners that 2013 was an election year for the House of People's Representatives, and for the first time this will involve proportional representation. He called upon his listeners to be responsible, sincere and increase their participation in public affairs. --MFA

Africaown give president siilaanyo a break he is leading a mental institute its not his fault people are clan driven. He said he would open up the parties he did he said he would change burcos currency he did. He said he would construct hargeysa's bridge he did. He said he would open up talks with the ssc rebels he did all the ssc rebels made peace with SL govt. He said he would open up talks with Somalia he did. He said he will rank the army personal that will happen in 2 weeks time. He said he would build Borama dila road he did. Afcourse there are many shortcommings but dont say President Siilaanyo is a bad leader, we could do better we can always do better but Sillanyo did well so far.

People are already talking about him daily and he is now a mere chief cabinet imagine when he is the head of state. Xirsi is young in his mid 40s so we might see him back the presidential palace of Hargeysa.

Muse is a good guy and a SNM hero , but Somaliland needs a person with a long term vision some one who can lead this country and lead it towards modernity some one with all the right leadership skills and diplomatic skills. We need a real administrator and politician. Thats why the likes of Muse and others of his caliber are not fit to lead Somaliland. The first Muslim Empires were on the rise around the 12 century walashma and adal in Somaliland and parts of today's Ethiopia harar and shewa A. Juraan Empire emerged later around the 16 century in Somalia. We are very young people Haatu. We have no ancient history like the greeks Egyptians romans the Yemenites the Aksumites etc when the a.juraan Sultanate was in Somalia in the 17 century Louis XIV of france had colonies in today's canada wa shalay niyo.

Haatu is right they belong in Ethiopia in oromia nazaret adama addis ababa. They dont even belong in the Kilil 5 region these oromos are after land they even claim half of shinile and other parts of galbeed. Never understood why Somalis welcome these people they are worse than their Amhaara and Tigrayan cousins.
