Sunday, 10 March 2013 13:44 Somalia parliament to review federal constitutionSomalilandsun — Members of the Federal Parliament divided themselves up in groups on Saturday and began a "review" of the Provisional Federal Constitution in Mogadishu, Garowe Online reports. Speaker of Parliament Mohamed Osman Jawari stated on Friday that they would be conducting a "review" of the Provisional Federal Constitution which was adopted by the National Constitutional Assembly last August during the then Transitional Federal Government (TFG). The speaker invited independent commissions in Somalia to join the parliamentary discussions which convened on Saturday. According to Speaker Jawari the review comes after multiple requests from the public to review the constitution. "The review of the constitution is a very important task. We are conducting the review following many meetings with civil society representatives who requested that the parliament review the constitution," said Jawari. Under the provisional constitution there are 57 articles in the constitution that need to be reviewed by the federal parliament. The review's time limit was not scheduled and could be an extensive process. Federal states One of the divisive articles that sources close to the parliament say will be brought up is article 49: The Number of Boundaries of the Federal Member States and Districts. Under Article 49 the house of parliament before determining the number and boundaries of Federal states are required to select a national commission which will, "study the issue, and submit a report of its findings with recommendations to the House of the People of the Federal Parliament." The Article goes on to state that the federal member states will be based on the boundaries of the pre-1991 administrative regions, "based on a voluntary decision, two or more regions may merge to form a Federal Member State." Minister of Interior and Security Abdikarim Hassan Guled who spoke to press on Friday regarding the issue of states said that the Federal Parliament "will decide the number of federal states [in Somalia}." Sources in the federal government told GO that top ranking officials are lobbying for 4 or more regions in southern Somalia to be made into a state. Following an SFG leaked document obtained by GO, that insists that the international community support a decision for the SFG to build all regional and local administrations in south central and southern Somalia. The SFG has openly stood against the current community led Jubaland state process which involves the Lower, Middle Jubba regions and Gedo. The current process is underway after the SFG refused to attend the state building conference. Political analysts tell GO that the issue of federal states will be a debated issue among parliamentarians.

That enemy currently doesn't exist just for example a group of Somalis believe that Kenya is their ally another group believes Ethiopia is their ally another group believes Uganda is their ally. There is no real enemy when it comes to Somalis. We created these enemies , Ethiopia would have not been our enemy if we didn't claim the O'gaden as part of the Somali republic the same with Kenya.

Also another reason why Somaliweyn never materialized was because,for us the state is an alien creature that usually stands in our way to achieve things, but sometimes allows our clan to benefit over others.For others it is what brings meaning to their lives, it is their very existence and they cannot imagine life or function as a society with out it. Somalis never really needed such a form of governance ,even during colonialism of Italy and France and Britain all 3 had their different methods on how they governed their colonies. All 3 imposed their own political culture on the societies , so at the time of independence what we he had was Somali Ethno Nationalism and not in the form of a shared historic colonialist past like much of Africa and that was the biggest dilemma our grandfathers in the 40s had to overcome. And the only weapon they had was Somalism, something that never existed before the white Europeans stepped into the Somali peninsula. There was a never a common past all Somalis shared but the Somali politicians the SYL and SNL were convinced they could create a new form of Ethnic Somali identity mixed with Somali statehood and the wider mega Somali republic objective. So in order to unite the Somalis the goal was set to unite the 5 Somali territories under one country. And it went well up to the year 1977 Somalis were tight and sh1t and would assist each other helped with the decolonization of Djibouti even though the unity wasn't materialized after we lost the war in 1977 Somali galbeed. i think that was the turning point for most Somalis.

Greater Somali republic was an idea the SNL SYL came up with in the 1940s, but it never existed before that and it died quickly when the civil war began. Somaliweyn political ideology was conceived on emotions and because of colonialism, but when the colonialist left every one went back to his own roots.

It can happen 3 parts are already independent 2, to go but the problem the 3 independent states can hardly be united, thats the big issue and i am sure if the O'gaden gets independence they do not wish to be ruled from Mogadishu. I think the Kenyan Somalis , really like Kenya and do not wish to leave Kenya.

Black flash sudan is playing them both the dam doesn't technically effect Sudan they have nothing to lose, also sudans relations with saudi arabia isn't that well, because bashir asked king abdullah to come and mediate between south sudan and sudan. The saudis rejected it and said let the qataris do it , bashiir is still angry because of that. -

Oba we know no HAG leader will be a threat to Somaliland a HAG pilot from the unuka branch refused to bomb Somaliland in the 80s. But there are certain former Siyaadist elements who believe force is justified against Somaliland. And when president Siilanyo is talking he is addressing them, as oodweyne calls them the defeated lot he is referring to them. Not the genuine lovely koonfurians who love their Somaliland brothers.
