EUCAP Nestor opens office in Hargeisa Somaliland On Wednesday afternoon, the EUCAP Nestor field office in Hargeisa was officially opened by the Head of Mission, Mr. Etienne de Poncins, who arrived from the mission’s HQ in Djibouti earlier that day.
