Somalia: Washington's New Approach to the SICC October 12, 2006 22 21 GMT Summary U.S. Deputy Assistant Secretary of Defense for African Affairs Theresa Whelan met Ethiopian Prime Minister Meles Zenawi in Addis Ababa, Ethiopia, on Oct. 10 to discuss cooperation in combating terrorism in the Horn of Africa. Concerned with Somalia's Supreme Islamic Courts Council (SICC), Washington is signaling a shift from diplomatic engagement of the SICC alone to containing the SICC via regional and Somalian proxies. The move will contain SICC in southern, central, and northern corridors in Somalia. The Islamist group, however, will not accept this without a fight -- which will threaten U.S. interests in Ethiopia, Kenya and Djibouti. Ahmed's likely exaggeration of Ethiopian troop levels -- which more realistically consist of several hundred troops in-country and a several-thousand strong ready-reserve in Ethiopia -- is seen as a tactic to inflame nationalist and Islamist sentiment that Somalians are unjustly suffering from anti-Islamic foreign interference. Having had its embassies in Kenya and Tanzania bombed by jihadists operating out of the region, Washington wants to prevent the Horn of Africa from being used again by jihadists to attack U.S. interests. Following the 9/11 attacks, the United States established the Combined Joint Task Force - Horn of Africa command center in Djibouti. Countries within the region, including Kenya, Ethiopia and Uganda, share these concerns about Islamist threats. Ethiopia and Uganda are fighting Islamist insurgency groups that the SICC could support, while Kenya wants to prevent the SICC from becoming a threat to Kenya's internal security and stability by interfering with Kenya's sizeable Muslim and ethnic Somali population. These shared concerns could result in greater cooperation with the United States. Kenya, which has a history of U.S. ground-force and naval cooperation out of its Manda Bay naval base, announced Oct. 10 that it has massed troops and armored vehicles at points along its border with Somalia to contain a southward SICC expansion. In addition to providing training programs to Kenyan officers, the United States has beefed up Kenya's maritime security by giving Nairobi patrol craft Oct. 6. Kenya will use the boats to help prevent its coast from being used a smuggling route to Somalia. Uganda, a U.S. ally that has participated in joint military exercises with the United States, is rumored to be a candidate for a U.S. regional forward operating base. Uganda sent troops to Baidoa, Somalia, the seat of the interim Somalian government, on Sept. 26 to prevent SICC from being able to support Islamist insurgencies throughout East Africa. Uganda faces its own Islamist insurgency from the rebel Allied Democratic Front, and will need to maintain a secure overland corridor from the Kenyan border through the Somalian city of Baardheere to Baidoa in order to prevent the SICC from cutting off its supply route to Ugandan forces in Baidoa. Ethiopia has been the leading African purchaser of U.S. arms, and Washington has provided officer training to the Ethiopian armed forces. Ethiopia is a useful ally for dealing with Somalia, as Ethiopia has mounted a defense of Somalia's interim government due to its own national security concerns. Ethiopia will control a corridor along its border with central Somalia to Baidoa in order to prevent Somalia's Islamists from provoking an anti-Ethiopian insurgency among Ethiopia's ethnic Somalian population. Within Somalia itself, the United States will take advantage of Somalia's fractured clan system to contain the SICC threat. Should his government be threatened with collapse, Interim President Abdullahi Yusuf will retreat north toward the city of Gaalkacyo and his ****** clan. The ****** are intimately familiar with SICC military leader Sheikh Hassan Dahir Aweys, having fought a decades-long war against him and his ****** clan. The ****** clan can be expected to maintain a line against the ****** clan, effectively containing northward SICC expansion. The SICC adamantly opposes foreign interference that threatens its designs to preserve an Islamist government that would give it a free hand to train and plan out larger operations. It will thus combat any encirclement, and will seek to scale up its military capabilities. Recruiting foreign fighters to ramp up its forces likely will yield foreign fighters preferring to attack U.S interests rather than Ethiopian, Kenya, and Ugandan troops. Since Somalia lacks prominent U.S. targets, U.S. facilities in Kenya (the site of the 1998 embassy bombing), Ethiopia, and Djibouti present likely alternatives for jihadists aiming at striking U.S. interests. Rather than acting unilaterally, the United States is now acting via proxies with a deep understanding of the history and threat presented by Somalia's Islamists -- a significant adjustment. It is a month when unimaginable and shocking things happen to Somalia. October is not like June when French and British Somaliland colonies gained their independence from the colonial powers. October is not like June when the Islamic Courts were successful to defeat the satanic alliance of warlords who declared war on our Ulemma, religious people and held hostage almost two million people in the Somali capital of Mogadishu. October is not like July when two Somali colonies united to form the republic. Alas! October is the month when Siad Barre, the father of all dictatorship and warlordism came to power. October is the month when one of Siad’s apprentices and soldiers came to power afer 30 years of mutiny and rebellion. October is the month when Abdullahi Yusuf, a man who is confessed rebel warlord, clannish ringleader, and known authoritarian ruler of a clannish fiefdom was selected by the enemies of Somalia, mainly Ethiopia, to lead a government of transition made up of all the evil warlords and petty opportunists who destroyed Somalia to pieces It is now October 10, 2006, 730 days after the crowning of such loathed warlord as the TFG president of Somalia in Kenya. What a disaster! who wants peace in Somalia? who cares about Somalia? Warlord Yusuf was selected over a number of other warlords, most of them from Mogadishu, who had a history of violence and failures to get along, who were known to put together treacherous ploys of sabotage and sedition. The Mogadishu warlords were known backstabbers who benefited and profited the anarchy and mayhem they brought upon innocent Somalis. Yusuf was selected as the president of our wretched country because of his record of violence and dictatorship. What a qualification! All you need to rule Somalia is to shed blood, kill and maim. None will dare to question your crimes against humanity and your clansmen will cheer you as they see you as a personification of their pride and ascendency. Warlord Yusuf had seniority over all other warlords. He had a supposedly overreaching influence on other warlords of his camp. He was known to outwit and crush his rivals by force and by coercion.Warlord Yusuf's lead was boosted by being the head of the Ethiopian backed SRRC faction. Warlord Yusuf was a colonel, a rebel, a head and the chief of a regional fiefdom. He is thought to be tough man who could bully and coerce other warlords and his clansmen to at least form some semblance of rule and law in his clannish territory. Now it is his second anniversary as the warlord/President of a transitional federal government. The verdict is out: the TFG of warlord Yusuf accomplished nothing. No peace, no reconciliation. Forget about reconstruction of the country. That was not even his mission. Warlord Yusuf is the weakest link in a weak government that has no legitimacy and support from its citizens. Warlord Yusuf has nothing to show off; He did nothing tangible for two long years of inactivity and disorder. He never came to his capital city, Mogadishu. For a year, He was a president of Somalia, in name only since his seat was a hotel in Nairobi. His TFG clique spent a whole year in luxurious Nairobi hotels. The TFG’s select few: the president, the PM and his cabinet subordinates were dubbed “stylish con artists†by the international diplomatic corps in Nairobi. They looked haughty and satisfied until the Kenyans were fed with the large entourage of loud and obnoxious pretenders. Then Yusuf and company started wandering around in the country. They split in two groups and the sham international community was busying itself to act as a go-between the Mogadishu based and the Jowhar based wings of the TFG. They spent time bickering and wandering around the world in search of handouts. Now one wing is gone thanks to the courts. Now it is all a new ball game. There is another active and revolutionary wing composed of religious bearded men. the defeated warlords came home to where they belong in the warlord government or either are in the Ethiopian colonized Somali region of ****** where they are being armed and trained to launch guerilla attacks on the Islamic courts. The Islamic courts are fighting tooth and nail to make sure peace and stability prevails in Somalia and striving to build a new era of trust and vigor for our war-torn societies. However, it is a different case for the TFG. They are in the business of subversion and squander with the help of our historical enemies, namely Ethiopia and Kenya at their disposal. While the Islamic courts are establishing peace and empowering Somalis through dialogue and consultation to exert their influence in order to pave the way for durable peace, the TFG leadership concomitantly continues to derail those earnest efforts and to create confusion among Somalis. What happened to Yusuf? His life is in danger. He escaped a suicide bomb attack. At least he is luckier than his late brother. Now the leader of the TFG is in retreat in small city and when he ventures out, he is being carried in a bullet-proof limousine, gift from the Libyan government, which his Prime Minister accused of supporting the powerful Islamic courts who day after are proving to be the real force in Somalia and who behave like a real government. The Octogenarian president is about to be flown to London for his annual medical check-up and to make sure the liver transplant works fine. Remember Ghedi was attacked twice and he too escaped the attacks but unlike Yusuf who is being bankrolled by Puntland taxes and support, Ghedi is doing fine by defrauding that money and other handouts from the international community to enrich himself and his cohorts. The TFG loonies willingly and unquestioningly obeyed the rules and instructions of the Tigre junta. They excelled the art of bickering and squabbling. They painted an ex ADC warehouse, got plastic seats, put up a huge board on the walls of that dilapidated warhouse portraying the three TFG stooges. They welcomed all the warlords into the small city of Baidao. They disbanded and killed the local indigenous RRA militias and in their posts, handed to the non-native clan militia of the TFG warlord/President. The PM embezzelled funds, estimated of $500,000 to purchase the biggest villa in Nairobi from the widow of late SPLA rebel leader John Garang. They put up a farical theatrics of motions and non-confidence plays. They kept flying in and out of Baidao to Nairobi, to Addis. They showed up and in participated in every little regional and international event. The PM, an ex-veterinarian even took off for Paris to atten the intenrnational animal husbandry meetings of cattle-herders and ranchers from Europe and Latin America. He was credited to be the highest ranking official in the conference. I ask those who support and cheer for Yusuf and may weadd Ghedi, to look fair and for the sake of being accused of clannish bias, what has the TFG accomplished for the last two years?

paragon, I haven't seen it but heard from friends in DC that one of the well-know DC Somalis, Engineer Abdulkadir Arale, who used to run the 400m for the national team was one of these brothers at the Jazeera Beach. I used to go to Lido, Jazeera, Warsheikh and Sambusi beaches every week. Good old days...I was lucky to meet a business man involved in construction and in tourism. I bought a lot (40X40) around Sambusi for only $1000 and they will build it for me. They have something like a mortgage where you pay 1/3 of the cost in advance before construction is started and then as the construction progresses, you will pay another portion and when they end , you will pay the remaining portion. I am planning to have my villa close to the beach and just eat fresh fish, camel milk, mangoes, papayas, and grape juice ...that is the life i am dreaming and hoping to bring into reality. Look at me teaching at the Universities of Mogadisu, Merka and Kismayo. I would also like to be a visiting lecturer in Hargeisa, Berbera, Las Anod and Boosaaso...you may say ..dream on boy..but give me onlt 15 years ...and that will be the case.

Somalis of good nature and good will are flocking into Mogadishu from all corners of the lands Somalis reside: from Harar (the great Mufti of that city is in Mogadishu), from Hargeisa & Burco (a delegation from the University of Hargeisa and the a dozen of prominent Ulemma from Burco led by two great Sheikhs are in Mogadishu). Other peace loving and religious scholars from Puntland are also in Mogadishu.(This is what scares Adde Musse to death and probably this is why he is coming up with these absurd regulations to ban people from the south entering into his clan fiefdom). Sheikh Ummul of Kenya was there weeks ago and is scheduled to come back. Even delegations from Oromo & Amhara Muslims are already in there. Most of these Ulemma are Azhari or Saudi educated but not Wahabbists. So what is the ultimate goal? To end warlordism, to engage in dialogue and consultations, to involve scholars and civil society in the process of restoring peace and governnance in the whole Somalia. Good one and what is the roadmap and the program to that ambitious aim like? The ICU is very patient and farsighted. Their program is inclusive. They are practical yet optimistic. They have diplomatic, undisclosed talks with the West. The USA is being counseled to re-think its combative approach with the help of Saudis, Qataris and Emirates. The Somali Business community has also grandiose strategy to attract foreign investments in the reconstruction of Somalia and the exploitation of our natural resources. Somali Diaspora communities are being invited to contribute into this new venture and revolution. The program is greater than petty clan rivalries and warlords. Those of you who still wear these old glasses of tribalism need to see an eye doctor, or better get into therapy for your soul and spirit is being consumed and corrupted by Qabiil hatred. To establish stability and peace in Somalia, all warlords and Ethiopian stooges have to go. All clannish political opportunists parading as politicians have to go. You have people from 1960s governments still in government business, you have Siad Barre's remnants, they have to go, military men who only know how to fight, have to go! The courts have to make sure Somalia is in under one control... that is of Islam. All other borrowed and alien political philosophies failed. The courts know they can't be Taliban but could be like Gulf Countries in terms of being conservative yet they could still be African in terms of accommodating and embracing African values of community and village solidarity. Allowing women to work, do business, and get educated is vital to the success of the Islamic enterprise. If you have been to Somalia, you will notice and discover 60% of Somali business is run by women.
