(CNN) -- New Zealand is perceived as the least corrupt nation on earth, and Somalia and North Korea are seen as the most corrupt, a German watchdog organization said in a report released this week. The United States ranked 24th least corrupt on a "corruption perceptions index," the fourth-highest in the Western Hemisphere. Canada ranked 10th, the Bahamas is 21st and Chile is 22nd. Overall, the top spots are occupied mostly by European countries, with the exception of New Zealand, Singapore at No. 5 and Australia, which is tied for eighth with Switzerland. Other nations with top rankings are Denmark, Finland, Sweden, Norway and the Netherlands. In addition to Somalia and North Korea, which are tied for last at No. 182, the bottom of the list includes Myanmar, Afghanistan, Uzbekistan, Turkmenistan, Sudan, Iraq, Haiti and Venezuela. The report was prepared by the independent, nonpartisan Transparency International organization, which says it drew its conclusions based "on different assessments and business opinion surveys carried out by independent and reputable institutions." The information used to compile the index includes "questions relating to the bribery of public officials, kickbacks in public procurement, embezzlement of public funds and questions that probe the strength and effectiveness of public-sector and anti-corruption efforts," Transparency International said. Perceptions are used, the organization said, because corruption is a hidden activity that is difficult to measure. "Over time," the organization said in its report, "perceptions have proved to be a reliable estimate of corruption." The rankings for other Western Hemisphere countries are: Uruguay (25), Puerto Rico (39), Costa Rica (50), Cuba (61), Brazil (73), Colombia, El Salvador and Peru (tied for 80), Panama (86), Argentina and Mexico (tied for 100), Bolivia (118), Ecuador and Guatemala (tied for 120), the Dominican Republic and Honduras (tied for 129), Nicaragua (134), Paraguay (154), Venezuela (172) and Haiti (175). The index uses a scale of 1-10 to measure perceived corruption, with zero representing highly corrupt and 10 being very clean. New Zealand, the highest-ranked nation, has a 9.5 score. Somalia and North Korea, the lowest-ranked, have 1.0. The United States scored 7.1, while Canada is 8.7 and Chile is 7.2. Haiti, the lowest-ranked nation in the Western Hemisphere, scored 1.8. Next-worst is Venezuela with 1.9. In Eastern Europe and Central Asia, Turkey is ranked highest at 61 with 4.2 on the scale, and Turkmenistan and Uzbekistan are lowest, tied for 177 with a 1.6 index value. In the European Union and Western Europe, Denmark and Finland are best, tied for second with a 9.4 index value. Bulgaria is lowest at No. 86 with a 3.3 on the corruption scale. In the Middle East and North Africa, Qatar is best at No. 22 and a 7.2 index value. Iraq is lowest, ranked No. 175 with a 1.8. In Sub-Saharan Africa, Botswana is ranked highest at No. 32 and a 6.1 index value. Transparency International, headquartered in Berlin, reports having 90 chapters worldwide. The organization says it works with partners in government, business and civil society to develop and implement effective measures to combat corruption. Phillips.” Auditions will be held Saturday from 10:30 a.m. to 4:30 p.m. at the Brian Coyle Center. The casting call is for black actors or non-actors, preferably born in Africa. The roles are for men ages 15 to 45, women ages 20 to 30, and boys ages 7 to 10. Those auditioning should bring a current photo, if available. Photos will not be returned. Hanks is slated to play the lead of Richard Phillips, a cargo ship captain held hostage by Somali pirates for several days in 2009. Phillips eventually was rescued when a Navy sharpshooter picked off three of the pirates. Minneapolis was chosen for auditions because of its large Somali population. The Horn of Africa nation has been suffering from its worst famine in 60 years, and the United Nations says 750,000 people are at risk of starving to death in the next few months. The U.S. estimates that the drought and famine have so far killed more than 29,000 children under the age of 5 in southern Somalia. Mohamed Dahir of Humanitarian Initiative Just Relief Aid said the donation from the Jolie-Pitt Foundation will allow his group to expand its lifesaving health services that serve 300 women and children each day in Mogadishu's Badbaado camp for the displaced people. ..
  6. ST. PAUL, Minn. -- An 11-month-old girl is dead after falling from the window of a ninth-floor apartment in St. Paul. The Saint Paul Police Department has identified the baby as Ilhaan Hassan. According to police, Hassan fell from a ninth floor bedroom window, as she and several children were jumping and playing on a bed just below the screened window. Anthony Parker was outside with his two young daughters at a playground below the 24-story high-rise Tuesday night and saw several children "leaning back and forth" out of an apartment window. Parker tells the St. Paul Pioneer Press the children, about 7 to 10 years old, were laughing and giggling. He says the window screen appeared torn. Parker says seconds later he heard a "loud smack" and the baby was unconscious on the ground. After that, the witness says the children in the window began screaming and crying. Police arrived at the apartment building about 7:20 p.m. The girl died shortly after she was rushed to Regions Hospital in St. Paul. A statement released Wednesday afternoon by the management of Skyline Towers apartments read "As recently as July 14th this unit had been inspected and the screens were intact. " "The windows in apartments have safety locks on them and the screens do not open," the statement continued. "Every apartment home will be contacted again to ask residents to advise staff immediately if a screen needs repair or replacement." An autopsy will be performed but police say it appears the incident was an accident. Regions Hospital says it has treated seven patients who have fallen out of home windows so far this year and 44 in the last five years.   13. Some Responsibilities of the Husband and Rights of the Wife in Islam Dr. G. F. Haddad Damascus Q: I have frequently read what, according to Islamic teachings, a husband may or may not do in a dispute with his wife if he attributes it to disagreement with or misbehavior of his wife. I almost never read anything about the opposite situation: if the wife has a disagreement with her husband or *he* misbehaves. Things are nearly always told from the man's point of view! What are the wife's rights in the case of bad behavior of her husband? A: Praise belongs to Allah the Lord of all the worlds. Blessings and Peace on the Messenger of Allah, and on his Family and all his Companions. Allah ordered the believers to "consort with women in kindness" (4:19) and He said: "And of His signs are this: He created for you helpmeets from yourselves that ye might find rest in them, and He ordained between you love and mercy. Lo, herein indeed are portents for folk who reflect" (30:21). A Wife's Basic Rights Regarding Her Husband's Behavior NOTE: This is distinct from her other rights regarding living expenditures, housing, clothing, and education of children. And from Allah comes all success. 1. The first and worthiest condition of marriage to be fulfilled by the husband is to "keep the promise or promises he made to the wife at the time he married her." This is an order of the Prophet [salla Allahu `alayhi wa alihi wa sallam, abbr. (s)] according to the hadith: "ahaqqu al-shuruti an tufu bihi ma astahlaltum bihi min al-furuj" 2. He cannot order her to do anything that is against religion. The Prophet (s) said: "No obedience is due to creatures in disobedience of the Creator" (la ta`atan li makhluqin fi ma`siyat al-khaliq). 3. He must exercise patience and be prepared to listen to her advice in every situation. The Prophet (s) listened to the advice of his wives in matters ranging from the smallest to the greatest. 4. If she invites him to wake up and perform the late night prayer, it is praiseworthy for him to do so and vice-versa. The Prophet (s) prayed for such people: "May Allah grant mercy to a man who gets up at night and prays, and wakes up his wife, and if she refuses, he sprinkles water in her face; may Allah grant mercy to a woman who gets up at night and prays, and wakes up her husband, and if he refuses, she sprinkles water in his face." 5. He must respect her and pay attention to her needs so that she will respect him and pay attention to his. 6. He must control his passions and act in a moderate manner especially in the context of sexual intercourse. Remember that Allah has placed between you and her "friendship and mercy" (mawadda wa rahma), not the gratification of your every lust; and that the Prophet (s) advised young men to marry "because it casts down the gaze and walls up the genitals," not in order to stimulate sexual passions. The husband should habitually seek refuge in Allah before approaching his wife and say: "O Allah, ward off the satan from us and ward him off from what you have bestowed upon us in the way of children" (allahumma jannibna al-shaytana wa jannibhu ma razaqtana). Allah has called each spouse a garment for the other (2:187), and the purpose of garments is decency. The Prophet (s) further said that he who marries for the sake of decency and modesty (`afaf), Allah has enjoined upon Himself to help him. 7. He must never ever divulge the secrets of the household and those of the married couple. 8. He must strive with sincerity to acquire her trust, and seek her welfare in all the actions that pertain to her. 9. He must treat her generously at all times. The Prophet (s) said that the best gift or charity (sadaqa) is that spent on one's wife. 10. If she works outside the house, it is praiseworthy for the husband to hire house help to relieve her from too heavy a burden. The wife's duties do not require her to feed her child, nor even to nurse it, nor to clean nor cook. It is the husband's duty to provide a nursemaid, food for older children, and servants to clean and cook. However, if the wife does those things out of mercy and love, it is a gift to the husband on her part. 11. He must avoid excessive jealousy and remember that Allah is also jealous that he himself not commit. The Prophet (s) said: "Do not be excessively jealous of your wife lest evil be hurled at her on your account" (la tukthir al-gheerata `ala ahlika fa turama bi al-su'i min ajlik) and he said: "Allah is jealous and the believer is jealous; and Allah's jealousy is that the believer should not go to that which Allah has forbidden for him" (inna Allaha yagharu wa al- mu'minu yagharu wa gheerat Allahi in ya'tiya al-mu'minu ma harrama `alayhi). 12. He must protect her honor and not place her in situations where it is compromised or belittled. The Prophet (s) said that Allah will not ever let him enter Paradise who cares little who shares his wife's privacy. This includes the husband's brother, uncle, and nephew, let alone non-related friends, neighbors, and complete strangers. 13. He must exercise patience and forgiveness in the case of disagreement or dispute, and not rush to divorce. The declaration of divorce is a grave matter indeed, and the Prophet (s) said: "Of permitted matters the most loathesome before Allah is divorce" (abgh`ad al-halal `ind Allah al-talaq). In another hadith he said that divorce is so grave that because of it Allah's throne is made to shake. He said: "The best intercession [i.e. intervention of a third party] is that which brings back together the husband and the wife." Womanizing -- divorce for the purpose of marrying another woman out of sexual attraction incurs Allah's curse according to the hadith: "Allah's curse is on the womanizing, divorcing man" (la`ana Allahu kulla dhawwaaqin mutallaaq). Finally, even in the midst of and after divorce, Allah has prescribed kindness upon the man: "(After pronouncing divorce) she must be retained in honor or released in kindness" (2:228). For the above-mentioned reason (i.e. to prevent the quickness of divorce), in his time, Ibn Taymiyya gave the ijtihad (juridical opinion) by saying that three talaqs in one sitting constituted only one. He did this to interdict the prevalent custom of suddenly giving three talaqs, which in his time was on everyone's lips, (i.e. had become so commonplace as to be a habit). However the other four schools of fiqh had the opposite opinion in this matter. 14. He must not dwell on what he dislikes in his wife, but on what he likes. 15. The husband is not to stay away from his wife or keep his wife in a state of suspense, whether at home or abroad, for a protracted period of time except with her consent. Allah said: "Turn not away (from your wife) altogether, so as to leave her hanging. If you come to a friendly understanding and practice self-restraint, then Allah is Oft-Forgiving, Merciful" (4:129). Protracted separation (6 months or more in the Shafi`i school) without prior or subsequent arrangement with the wife, whether the husband is away willingly or unwillingly (for example due to war, imprisonment, or illness) is sufficient grounds for her to obtain divorce from the judge. 16. The Prophet (s) said: "Do not beat your wife." He also said: "Do not strike your wife in the face." The expiation for striking one's slave in the face is to set him or her free on the spot, but what expiation is there for striking one's wife? The Prophet (s) condemned the man who beats his wife in the day and then approaches her at night. And to beat her to the extent of inflicting serious injury is enough grounds for her to obtain divorce from the judge. 17. Caring for one's wife's sexual fulfillment is an obligation of religion. The Prophet (s) warned against rushing to gratify one's pleasure and forgetting that of one's wife. He also disliked that the husband should quickly withdraw from his wife afterwards, as it is a strain upon the wife. If she asks for intercourse, he should not refuse. Conclusion These are only some of the basic duties of the husband in Islam. The state of marriage is part of one's adherence to the Sunna and an exalted state of life indeed. In the words of the Prophet (s), it permits one to meet Allah "pure and cleansed" (tahiran mutahharan). One's behavior towards one's wife is the measure of the perfection of one's belief as the Prophet (s) said: "The most complete of the believers in his belief is he who perfects his manners, and the best of you in manners are those who act best towards their wives." Marriage must be approached with utmost seriousness, entered with the purest intent, and cultivated religiously as it does not come cheaply and it carries immense reward. The Prophet (s) called it "his way" (al-nikahu sunnati) and "half of religion" and he also said: "Two rak`at (prayer-cycles) of the married person are better than seventy rak`at of the unmarried." He also warned that among the greatest of responsibilities that had been placed upon men is that pertaining to the treatment of their wives. And may Allah's blessings and peace be upon Muhammad, his Family and all his Companions, and praise be to Allah, Lord of the worlds.

  16. Woman jailed for testicle attack A woman who ripped off her ex-boyfriend's testicle with her bare hands has been sent to prison. Amanda Monti, 24, flew into a rage when Geoffrey Jones, 37, rejected her advances at the end of a house party, Liverpool Crown Court heard. She pulled off his left testicle and tried to swallow it, :eek: before spitting it out. A friend handed it back to Mr Jones saying: "That's yours." Monti admitted wounding and was jailed for two-and-a-half years. 'Pulled hard' Sentencing Monti, Judge Charles James said it was "a very serious injury" and that Monti was not acting in self-defence. The court heard that Mr Jones had ended his long-term but "open relationship" with Monti towards the end of May last year. The pair remained on good terms and on 30 May she picked him up from a party in Crosby and went back for drinks with friends at Mr Jones's house. An argument ensued and Mr Jones said there was a struggle between them. In his statement, Mr Jones said she grabbed his genitals and "pulled hard". I am in no way a violent person Amanda Monti He added: "That caused my underpants to come off and I found I was completely naked and in excruciating pain." The court heard that a friend saw Monti put Mr Jones's testicle into her mouth and try to swallow it. She choked and spat it back into her hand before the friend grabbed it and gave it back to Mr Jones. Doctors were unable to re-attach the organ. In a letter to the court, Monti said she was sorry for what she had done. She said: "It was never my intention to cause harm to Geoff and the fact that I have caused him injury will live with me forever. I am in no way a violent person." The letter added: "I have challenged myself to explain what has happened but still I just cannot remember. This has caused much anguish to me and will do for the rest of my life." Denver cops say bizarre death of Ottawa man an 'isolated incident' SUN MEDIA By KENNETH JACKSON AND JON WILLING The mystery deepens in the case of an Ottawa man found dead in an upscale Denver hotel room -- a pound of highly toxic sodium cyanide in a jar beside him. More than a week ago, Saleman Abdirahman Dirie, 29, told his Somalian family out of the blue that he was leaving to vacation in Denver. On Monday, he was found in a fourth-floor room at the ritzy Burnsley Hotel about four blocks from the Colorado state Capitol. He had been dead for several days. Yesterday in Ottawa, a west-end family was struggling to understand what happened. They said it's a mystery to them how the "very good boy" ended up where he did. U.S. authorities -- including Denver Police, the FBI and the Joint Terrorism Task Force -- were also trying to unravel the mystery. Why Dirie had the substance in the first place is unclear and Denver Police are not calling the death a homicide, suicide or even suspicious. They are conducting a death investigation but have found nothing to suggest foul play. "It's an isolated incident," said Denver Police Det. John White. He said they are still waiting for the coroner's report to determine how to proceed but emphasized "it's still a very active investigation." White said it's still too early to say whether Dirie's death was a suicide. The Denver medical examiner's office won't be able to determine whether cyanide killed Dirie until toxicology reports are done. The FBI has been examining possible security issues, given that a foreign national was found dead with a hazardous substance, just two weeks before the start of the Democratic National Convention in Denver. NO APPARENT CONNECTION FBI Special Agent Kathy Wright said yesterday there was no apparent connection to terrorism. "Because of the suspicious nature of the death and the substance -- it leads to a lot of questions," Wright said. "We can't comment on where the investigation might be leading us." RCMP spokeswoman Cpl. Pat Flood confirmed that the Mounties are assisting U.S. authorities with the probe. "The RCMP is aware of the situation," Flood said. The Dirie family came to Ottawa as refugees in the early 1990s and have become Canadian citizens. Yesterday, a neighbour said Dirie was a good man who didn't say much. "No issues with the police or with neighbours. He was quiet," said Jone Shakka, 49, a professional dancer with the Ottawa 67's hockey club. He smiled when he described Dirie's frame as similar to the character Fat Albert. ATTENDED UNIVERSITY A female family member said Dirie was smart and had attended university before dropping out because of diabetes and mental health concerns. Dirie's father died about two years ago of complications from diabetes. She said he kept to himself since leaving school. He spent most of his days reading inside his mother's home. "He was a very good boy," said a family member, while Dirie's mother sat a few feet away surrounded by friends and family. Sodium cyanide is readily commercially available and possession is not illegal. It has a telltale odour of almonds and that's what alerted officials to its presence in the Dirie case. Noticing a container in the room and smelling almonds around Dirie's body, police realized they might have an unusual situation and the coroner smelled almonds during the autopsy. Cyanide can be used to make a chemical weapon. Robert Emery, a professor at the University of Texas Health Science Center at Houston, said a pound of cyanide could be used as a weapon if it's mixed with acid and released as a gas into an enclosed space. In 1995, terrorists attempted that method in the restroom of the Shinjuku subway station in Tokyo. "A pound of (cyanide) salts mixed with acids could make a significant amount of gas and could affect hundreds of people," he said. -------------------------------------------------------------------------------- FATAL COMPOUND What is cyanide? -Cyanide is a chemical compound that can take the form of a liquid, gas or solid, as a powder, crystal, salt or briquette. Hydrogen cyanide is a colourless gas with a faint, bitter almond-like odour. Sodium cyanide and potassium cyanide are white powders with a bitter, almond-like odour. Where is it used? -Cyanide is widely used in industry, found in some plants and household products and is produced by the incomplete combustion of wood, paper, plastics and other building materials. It's used in the production of plastics, synthetic fibres and electroplating. How does it kill? - It's inhaled, absorbed through the skin or ingested. Cyanide is quickly released into the bloodstream where it affects the heart and the brain. Depending on the concentration of exposure and how the victim is exposed, a person can be incapacitated within seconds or minutes and without treatment, death can occur within hours. Cyanide as a terrorism risk - Cyanide is used in many industries and is transported via rail and highway, and is therefore plentiful, readily available and can be easily accessed by terrorists via theft or hijacking. The mostly commonly discussed methods of terrorist use of cyanide is releasing hydrogen cyanide gas into an enclosed space, such as an office building, subway or stadium or adding cyanide salts into pharmaceuticals or the food and water supply.
