The federal member states holding out are Puntland and Jubbaland. Both have well functioning military personal and both can assert control over their state borders. Should Puntland find itself fighting in Galkayo would Somaliland move in on Sanaag cya and other Harti areas and remove the presence of Puntland forces? one man one vote is to be held in January 2021?
