  12. Diaspora bonds: some lessons for African countries Abstract: This economic brief draws out lessons from the most publicized Diaspora bond issuances globally – that of Israel, India and Ethiopia with the aim of exploring their applicability to the African context. It intends to provide insight to potential African issuers on what aspects to ponder prior to issuance. This economic brief concludes that Diaspora bonds are an important fundraising vehicle but that critical to their success in Africa are both soft and hard factors: intensive marketing based on disaggregated data on the Diaspora and credit enhancement to entice investors and reduce risk perception. In this regard, development finance institutions such as the African Development Bank have a critical role to play in providing statistical data, advisory services and risk mitigating financial instruments to help African countries realize their aspirations to issue. PDF: http://www.afdb.org/fileadmin/uploads/afdb/Documents/Publications/Economic%20Brief%20-%20Diaspora%20Bonds%20Some%20Lessons%20for%20African%20Countries.pdf ---------- This economic brief draws out lessons from the most publicized Diaspora bond issuances globally – that of Israel, India and Ethiopia with the aim of exploring their applicability to the African context. Conclusion The Bank recognizes that by default and by design, traditional methods of raising finance domestically are losing influence. We have to conceive of new ways of financing development, and can no longer depend on a limited envelope. Given the shifting patterns in development finance and traditional donor funding, domestic resource mobilization efforts are getting renewed focus. There is a need to develop new instruments to ensure financing for growth enhancing projects on the continent. Diaspora bonds are one way in which this can be achieved. In particular, these bonds can be used to underwrite infrastructure projects which will have the greatest transformational impact to the continent. The experience of the major Diaspora bond issuers, namely Israel, India and Ethiopia provides many lessons to be learnt, some of which are applicable to African countries and some which instruct potential issuers on challenges to avoid. It is clear that African countries will need robust analytics on their Diaspora members, credit enhancements to entice overseas nationals to invest and trustworthy government institutions which protect the interest of the bondholders. The Bank’s currently available instruments including Trust Funds and Guarantees as well as its interest to co-finance physical projects or private equity funds are just a few of the ways the Bank can add to the momentum of leveraging African migrant resources for development. Remittances are a powerful tool the African continent must use to expand the overall resources at its disposal. As such, the African Development Bank remains the continent’s partner in accessing the benefits of Diaspora bond issuance. -------------- interesting read.

  15. it seems that leather-wipe-wielding-MILF Tzipi Livni, israel's former foreign minister is back in the thick of it, once more . she's been appointed Justice Minister in a new coalition headed by Prime Minister Binyamin Netanyahu of the ruling Likud Party. Livni will apparently be the chief negotiator for Israel in the peace talks with the Palestinians. does Israel want peace or what horta? actions like these are a direct insult to all.

  18. Mintid Farayar, can we be certain the SL authorities have caught the perpetrators of this callous murder? i'm sure they have already but this luming crise must be averted. the prisoner must be accorded all rights. i don't think the puntland regional authority has met the standard for prisons, yet. not to mention, if the 'suspect will have access to a fair hearing in the kangaroo counts of PL.
  19. ^ LOL@ Iman Oba, it seems someone hasn't seen my take on this 'appointment'....... let me re-post baal. Alpha Blondy;919185 wrote: Africa, have you heard of the extraordinary tale of the Lion and 3 cows? the famous tale of the lion and 3 cows is an interesting tale of the political kind, with a particular relevance, to the kulmiye hierarchy. the lion portrayed by big Silly-yan-yo aka the Big Sil and the 3 cows - abdirahman aw ali, abdulrahman mohamed and muse bixii. one day, the lion made a pact with 2 of cows, in this particuar case: abdulrahman mohamed and musa bixii to set in motion a treacherous plan to tragically end the life of ina aw ali. the two cows convinced their fellow cow to go into a deadly trap set by the lion and ina aw ali foolishly fell for it. he was eaten by the lion. with just two cows remaining, the lion made the attempt to divide and rule them and it was musa bixii who colluded with the lion to get rid of abdulrahman mohamed in the most sensational manner. and now it seems the last remaining cow, mudane musa bixii, an incompetent thug, whose surprisingly survived this long has been got rid off. the big Sil, is too experienced in setting up these sorts of traps. very soon samale, already a cow by his very nature, will become just another sacrificial cow as big Sil destroys SL further.
