The government failed in structuring a viable SAF so far. One of the reasons is corruption where the Somali Military do not get their monthly salary properly, though very nominal compared to AMISOM, and lack of screaning in recruitment is another crucial problem. You can't recruit thugs into the Army where descipline, honesty and love for their country is a prerequisite.
