SOMALIA: Puntland Rejects the coastal agreement between the Federal government Atlantic Marine and

Press Release:

 

On behalf of the Puntland Government, I want to assure the citizen of our esteemed State of Puntland that our territorial waters are under our full control. No company or foreign state has been authorised by the Puntland Government to Monitor, Patrol, Survey and Protect; the EEZ (Exclusive Economic Zone); Our Natural Resources; Ports; Fishing activities and Trades among others in our territorial waters.

 

The recent contract signed on the 30 Government of Somalia, Abdihakin Fiqi and the Dutch Company Atlantic Marine and Offshore Group (witnessed by President of the Federal Government of Somalia) that hands over the power of Somali Nationals to Foreign Company over our territorial waters, marine resources, Ports and Trade is unacceptable, inapplicable and unsuitable in Puntland State.

 

This agreement clearly undermines the Regional Somali States (Kampala Process Members) efforts of maintaining Somali Sovereignty and control over its territorial waters.

 

Puntland maintains its sovereignty and the development of our maritime security strategy and maritime resource protection, including the EEZ and Maritime Crimes (Illegal Fishing, Toxic Dumping and Smuggling), is documented in the Somali Maritime Resource and Security Strategy that was recently agreed upon by the Somali Regional States.

 

We know that this are the cunning ways used to exploit our rich Somali marine resources and Puntland Government will not honour this agreement. Our developments should be aimed at building the capacity of native Somali Human Resource, focusing on the renaissance of our fishing Industry and coastal community development.

 

The Sovereignty of the Somali people and our resources is not for sale. Puntland will continue to enforce authority in our waters and any acts of trespass will be regarded as criminal offense and a threat to our sovereignty, our security and our resources.

Article 45. Environment

(1) The Federal Government shall give priority to the protection, conservation, and preservation of the

environment against anything that may cause harm to natural biodiversity and the ecosystem.

 

Article 126. Ensuring Security of the Federal Republic of Somalia

(1) The Federal Government shall guarantee the peace, sovereignty and national security of the Federal

Republic of Somalia and the safety of its people through its security services, including:

(a) The armed forces;

(b) The intelligence services;

© The police force; and

(d) The prison forces.

 

(3) The armed forces of the Federal Republic of Somalia have the mandate to guarantee the

sovereignty and independence of the country and to defend its territorial integrity.

 

Article 52. Cooperative Relationships Between the Various Federal Member State

Governments

 

(1) The Federal Government and Federal Member State governments shall ensure that meetings

between the Presidents of the Federal Member States and high ranking officials be held regularly to

discuss issues that affect their territories, including:

(a) Water sources;

(b) Agriculture;

© Animal husbandry;

(d) Pasture and forestry;

(e) The prevention of erosion and the protection of the environment;

(f) Health;

(g) Education;

(h) Relations and dialogue amongst traditional leaders, and the protection and development of

traditional law;

(i) Relations amongst religious scholars; and

(j) Youth.

The government of Puntland should have the final say about anything concerning their security, economics, politics, justice, and land and water. The Federal government should consult them before they speak or act on their behalf.

Secessionist Carafaat wants Puntland to be guarded by foreign mercenaries which will act as a coast guard instead of indigenous Somalis receiving the necessary capability to defend their own sea.

 

That is the anti-Somali, Somaliland thinking of our devastated country, God help us.

Carafaat does not represent Somaliland, don't you know?

Carafaat adheres to the traditions of the original ethnic secessionist which is far more respectable than the secessionists today, so he indeed does represent Somaliland, just better and potentially greater.

Somalia, I only posted articles from the federal constitution regarding this topic(security, marine resources/enviroment and foreign relations). The constitution clearly says that is the mandate of the Federal Goverment. Besides I dont think it would be effective if every State guarded its iwn coast and signed deals with foreign companies.

 

Besides this company will only train and help set-up a national coast guard.
