Because the most people I know, have either sold/rented out their houses in Mogadishu by their owners or are being guarded for safe keeping by people well known by the owners. Afcourse this isnt the case for Goverment owned houses. These are for grabs, just like in Hargeysa. they should belong to the goverment, but many Somalis see it as their own house which is incorrect.
