Current Somaliland Foreign Policy - A Rudderless Ship?

Somaliland:A call to all Somalilanders to defend their hard won independence in the face of London conspiracy conference scheduled seven May

 

 

 

As patriotic Somailander, I have no doubt that the upcoming conference on so called Somalia scheduled to be held in London come seven May is solely designed to undermine the hard won independence of my beloved country of the Republic of Somaliland, at a time when my nation fulfilled every norm and requirement stipulated by the international law in order to win political recognition which should have been a matter of formality in the case of our republic of Somaliland, in the light of the historical fact that Somaliland was a separate country, which gained independence from Britain on June 26 1960 and was independent for brief period during which Somaliland was recognized by more than 36 states. Compare that to the fact that South Sudan which declared itself as sovereign state in 2011, was an integral part of the Sudan at the time of independence from Britain on 1st January 1956.

 

The union between British Somaliland and Italian Somalia was never ratified by the legislative houses of the two nations which merged on 1st July 1961; therefore that legal was/ is illegal.

 

Soon after the unification, Somalilanders realized that they are treated as second class citizens. And in 1964 they supported the first war of resistence against the hegomony of Somalia. Although that armed resistance lasted only for few days in 1964, the level of resentment among Somalilanders continued to grow. And when, in 1969, Muhammad Ibrahim Igaal, a fellow politician from Somaliland became the prime minister of Somalia, a group of military generals from South Somalia led by Siyaad Barre could not tolerate that, and soon staged a coup in that same year.

 

Siyaad Barre’s regime carried out even harsher policies of suppression and isolation against the majority clan of ***** (Sheikh Isxaaq Bin Ahmed Bin Abdullah) of Somaliland economically, politically, socially, and even culturally. but the worst was yet to come.

 

Early the eighties of last centuray, and in response to twenty years of marginalization and depriviation at evey aspect of life, the great ***** nation of Somaliland (Reer-Somaliland) decided to put an end to the Somali occupation of Somaliland. The SNM (Somaliland National Movement) was the became the orginaziation which led the war of liberation of Somaliland against the military presence of Siyaad Barres regime, which enjoyed the backing of many western countries such as the US, which supplied his regime with all kinds of advanced weapons and military training. This is in addition to the massive military backing the regime of Siyaad Barre regularly received from the regime of apartheid of South Africa, who provided Siyaad Barre with air power consisted of more than twenty fighter jets and dozens of mercenary pilots.

 

The war of liberation of Somaliland lasted ten years (1981-1991). The patriotic nation of ***** who supported the SNM from the beginning of the armed struggle to the very end, raised to the occasion at every stage of the war for the independence of their homeland though they were confronted with the full power of the mighty military machine of Somalia, mercenaries from abroad, and thousands of clan-based para-military contigents, which commited genocides and all kinds of crime against humanity, yet in 1991 the SNM finally defeated the Somali military regime and declared victory an an end to the war of liberation of Somaliland.

 

But unlike the ****** clan in central and south Somalia, the ***** people refrained from taking revenge on the small numbers of minority clans of Somaliland who supported Siyaad Barre regime. Instead the elders organized series of successful conferences of national reconciliations.

 

Unlike Somalia, Somaliland, thanks to patriotic and nobel Somalilanders, is a free country with vibrant society, and well-established parliamentary institutions. The Somaliland experience in both war and peace is a home made one. Close to half a million martyers all from the nation of ***** lost their lives in the war of liberation of Somaliland against the Somali occupation.

 

In view of all that tragedic experience Somalilanders had gone through to finally liberate themselves and their country from Somalia, I call upon the nation of ***** of Somaliland to oppose by all means possible the socalled London Conference on Somalia due to be held in the UK in May 2013 because it is ment to undermine the independence and statehood of Somaliland. In that context, all omalilanders and in Europe and beyond need to come to Brussels to take part in the massive demonstration in front of the European Parliament on 11 April 2013 in support for the just cause of Somaliland of re-recognition.

 

I also call upon the European Union and the international community to grant the Republic of Somaliland the long overdue political re-recognition

No,Saaxiib, the talks are all about bringing this issue to boil. And this is how the world will see the reality. Foe at the end of the day we are prepared to make a standing on our right come hell or high water. While on the other hand the outfit in Mugadisho will need a generation of time to even come close in ruling Somaliland by force. And since that is not likely to happen then you do the maths and figures out as to when this talk fail who will have the better hand in here.

 

All in all, it really is Mugadisho interest to prolong this talk, for when they fail every one will see who is wearing the emperor cloths in here. And then the issue will be how to legitimize those "facts on the ground" with as much face saving legal ways for Somalia along the lines of some referendum done in Somaliland. This is exactly how Sudan was brought to accept the hard fact of reality which was south Sudan has military means to make good on her claim of independent state. And since Khartoum can't do anything about that fact a face-saving formula was cobbled together for her in order to cut her loses.

 

And finally so long as we in Somaliland oil up and take good care of our internal cohesion and therefore we are not in a position to see a major clans breaking away from the central thesis of Somaliland as well gradually and incrementally add the remaining "H-arti constituencies" (or at least add their territories id not the diaspora folks into our column) then we are good to go. And in fact we are more than match (militarily, and in cohesive sense) to meet Mugadisho head long. So in a sense this eventual poker game of high stake will come down on few metrics. And they are: 1- possession of the land. 2-might and means to defend your claim. 3-internal cohesiveness of those you speak for. 4-the fortitude of the stamina you have for your cause and the length you prepare to go. 5-the availability or the absence of a third party to tip the scale for one or the other party to the conflict.

 

And as you can see Somaliland has at least four out the five "metrics" in her favour. And in fact the metrics number 5, is also (at least at this point) not clearly in Mugadisho favour since there are no declared powers who said they will side with her in the event of a breakdown of the talks. So as you can see with or without talks our hands are much more sure thing for that high stake game than what Mugadisho is liable to have in here and in going forward.

folks who all along wanted a rational and consistent policy toward re-integration with the rest of Somalia. Reasonable folks who knew all along that reality on the ground in the enclave and the status of the state is an obstacle to

I assumed you had more of an argument than that. Parading a few friends 'of the kin' who lean Somaliweyn will not bring SL back to the fold. If that was the case, far more prominent personalities 'from the kin' preceded them and have little to show for it, up to today. Others(Ngonge, Oodweyne, & co.) have chimed in and presented to you the core fundamentals the SL concept is underpinned by today. Yet you accuse others of being fantasists when it is you who keeps stating 'It doesn't work, won't work, and will never work' without presenting any iota of concrete proof to buttress that argument. We fleshed out for you 'why it does work and will work!', yet your only retorts have been of 2 varieties thus far:

1) I, Baashi, have SL friends and they're rational unlike you; and are able to see the inevitability of Somaliweyn

 

2) When the Mogadishu gov't becomes a 'strong, super-state', it will economically starve you guys through its internationally-recognized jurisdictional authority

And what our friend Baashi does here, is display a false sense of confidence(a bluf) hoping to make folks nervous in order to get a goof look at ones cards and raise the expectations for Hasan Sheick ine one.

 

Nothing can be said till we know the actual outcome of these folks.

Thanks for clearing that up! It's sometimes hard to understood where some of our brothers' argument is leading. Often times, it just seems a circular argument leading to no logical conclusion outside of the usual posturing practiced in certain 'cafes'.

 

I forgot the 'bluff' factor in the equation. Toss it up to my 'Northern dacaadnimo' ;)

 

Now let's get back to the subject of this thread....

That is the topic at hand. We say , the old man can indeed steer this troubled ship to a safety if he comes clean with the true nature of these repeated trips of his---tell his people what he is facing

Awoowe the discussion is between Somali Federal Republic and a region of SFR wanting to secede. If you start from this point then you will understand the HUGE leverage SFR has over Somaliland. As it happens SFR controlls banking, borders, ports and even the air. Silanyo has to contend with business class who stand to lose millions. In couple of years this project will crash if you don't find a way to get out of the blid you are in boowe. Silanyo has to either find a willing power to help him turn the tide or succumb to the inevitable reality of being a region of sovereign and independant country called Somali Federal Republic.

 

The crazy option the so called nuclear option is to go war in preventing SFR to govern the country.

 

I know you are broke like me trying to make the ends meet but remember there are business class in that corner of the country who are rational and they will at the end lean on Silanyo and tell him to bargain hard with Mogadishu. If you own an airline company or shipping company or have telecommunication outfit or you are Dhiigshiil the last thing you want to do is a wave a falg no one recognized and isolate yourself to small market.

Come on saxib. The discussions are between two equals with a mediator. If they were not seen as equal by the Somali government, if the government in Xamar thought it was bigger than Somaliland, then why agree to a discussion on Somaliland’s wish to breakaway? The Somali government doesn’t control it’s border as it doesn’t have the capacity. Somaliland does control it’s borders (not properly). Somaliland has banks, a port and airspace is controlled from Nairobi for both saxib. I’m not sure how that shows Somalia’s superiority in the context of the discussions. In fact, Somaliland has its state institutions in working order.

 

Your last point on the business elite is a good one but I think they’re still leaning towards Somaliland going on it’s own until Somalia can seduce them :D

^^ The business elite point is a red herring, saaxib. Baashe makes it sound like the "business elite" of Somaliland only own corner shops in H town and that their business will collapse if SL fails or is not recognised. You know, I know and Baashe certainly knows that most of the major players in SL are huge companies that are based all around the world and even have big business in Somalia itself. The Isolation of Hargeisa that he's talking about could really only be political (but even that is not forthcoming, as the recent trips of Siilaanyo prove).
