There is no other way than to divide the country in those 5 states plus a neutral Banadir State oo ummadda uu dhexeeya. The traditional leaders, civil society etc. of the three remaining states could start negotiating with each other about the structure of the new Dowlad Goboleedyo (federal states) and of course power-sharing agreements at grand conferences supported by the TFG in Beled Weyn, Baydhabo and Kismaayo respectively. This can be done without the TFG.

This federalism might highlight the division of our nation along tribal lines for generations to come, but its like democracy. Its bad, but the best we got.

SALAMU CALAYKUM,

BROTHERS ALTHOUGH I THINK IT'S ONLY A DREAM TO INCLUDE SOMALILAND INTO THAT LIST, BECAUSE OF THE UNSTABLE SITUATION IN MOST REGIONS OF THE FORMER SOMALI REPUBLIC, MOREOVER,THEY ARE ONLY SHALOW IMAGINATIONS AND UNLESS SOMEONE WHO IS FAITHFUL AND TRUTHWORTHY IS ELECTED INTO OFFICE, THE CHANCES OF SOMALIA COMING TOGETHER ARE REALLY SLIM. HOWEVER, IF THAT IS THE CASE DOWN THE ROAD AND SOMALIS UNITE, I THINK THE COUNTRY SHOULD BE CALLED THE UNITED ISLMIC STATES OF SOMALIA. THE NAME SHOULD SHOW THAT WE ARE MUSLIMS BESIDES BEING SOMALIS.ENOUGH WITH THE REPUBLIC AND DEMOCRATIC NONSENSE; THEY ARE GALO THING PLEASE.

SALAMU CALAYKUM AND RAMADAN KARIM.

waryaa Red sea Somaliland ain't a Country it is and will always be part of Somali republic. Brother it's not a dream but a reality that Somaliland is still part of Somalia. The chance of Somalia coming together is not slim at all.

PS: I don't think Somalia will ever have a faithful and truthworthy President like Abduallhi Yusuf, that being said Somalia will come together all 6 regions.

Opinion. Sxb there are million and one ways to divide the country into regional states, so that is the only plausible way you and adeerkiis see it as dheh. icon_razz.gif

I think the issue of naming autonomous states would, in any other established stociety, be a constitutional conundrum.

Who has the power to name states? Can the choice be vetoed? Who wields the vetoing power; the federal government, the constituencies, or both? If vetoed, where do you go on from there? Can the federal state overide the consitutencies or vice versa? Where should the limits of the state boundaries be (knowing that even the administrative regions left to us by Siyaad Barre are just lines on a map)? What about clans and sub-clans divided among state lines? Can a referendum approving a state be called? Who has the power to oversee it?

There are a million and one questions that this issue brings up and frankly, I believe the power to name states should lie with the masses theirselves, as in the cases of Somaliland and Puntland, instead of the federal government. I think that is only fair, don't you think?

:D Is that so? Than please give me an example of a whole different, yet realistic composition of Somalia's future regional states.

If we look at how participants of the grand conferences in Borama, Hargeisa, Burao have successfully erected the state of Somaliland and the grand conference in Garowe that established the autonomous Puntland state, one can conclude that it will merely take time and money for the Somalis that have yet to establish their autonomous state. Its not like you have to start from scratch, the remaining Somalis can adopt the Puntland charter and constitution and revise it to meet their specific needs. Of the three, South-West State [baidoa] will have the most difficulties, for it has more diversity in its population than the rest of Somalia put together [From semi-Bantu groups to Barwani] and the traditional leaders do not wield as much influence as in the north. Not to mention the certain warlords that are taking the people hostage, such as Xaabsade and Indhacadde.

But you're right, its going to be one heck of a task. For instance Cabudwaq district is a unique case. Its a district that is located as an island in a sea of rival tribes. Should this district join their brethren in Puntland as an entity outside the 'mainland', join the Central state and become a minority group?

The name issue could easily be brushed off as a mere nuisance. Lose the existing names that end with -land. Puntlanders and Somalilanders can use it in informal occasions (the latter would also have to include their flag as an informal one). And just name the states after their location in Somali.

  • Woqooyi-Galbeed State | Awdal, Hargeisa, Saxil, Togdheer and West-Sanaag. Capital: Hargeisa.
  • Woqooyi-Bari State | East- and South-Sanaag, Sool, Cayn, Bari, Karkaar, Nugaal and North-Mudug. Capital: Garowe.
  • Dhexe State | South-Mudug, Galguduud, Hiiraan and Shabellaha Dhexe. Capital: Beled Weyn.
  • Koonfur-Bari State | Bay, Bakool and Shabellaha Hoose. Capital: Baidoa.
  • Koonfur-Galbeed State | Jubbada Hoose, Jubbada Dhexe and Gedo. Capital: Kismayo.
  • Benadir State | 16 districts: Kaaraan, Cabdicasiis, Huriwaa, Xamar-Weyne, Xamar-Jajab, Shangaani, Wadajir, Waaberi, Dharkaynley, Wardhiigley, Hawl-Wadaag, Hodan, Boondheere, Yaaqshiid, Shibis and Dayniile. Capital: Mogadishu.

I don't understand the surprise here at all! This government - this TFG - was wrong from the beginning. It was wrong for classifying a whole group of Somalis as "Others" - like, "we're Somali, and you're Others." What kinda crap is that? Its un-Islamic and far from the "democracy" some of us here would love us to believe.

Secondly, this top-down approach to governance hasn't worked for Somalia in the past - why should it now? Until all of Somalia's fiefdoms hold regional conventions (i.e. the SL precedent) and form their own regional governments, we'll always remain in this quandary. For example, how do we know that the people and the leaders of South Mudug, Galgadud and Hiiraan will agree to, let's say, have Beledweyne as the Capital? Some might argue for Dhuusamareeb as the Capital. etc. All kinds of new problems could arise as a direct result of the TFG interfering in regional affairs. Wixii is rabo oo isku dan ah ha israacaan. Wixii aan israbinna ya isku qasbin. That's my take.
