And now TFG Comes in the play ,,, 'Somaliland Can Not Be Recognized As an Independent State' - TFG Somalia — The authorities of the Transitional Federal Government of Somalia have said that the breakaway republic of Somaliland can not be recognized as an independent state, just as Israel said recently it gave identification to Somaliland administration, officials told Shabelle radio on Thursday. Abdiwahid Abdi Gonjeh, the deputy prime minister of the transitional government of Somalia told reporters in Mogadishu that Somaliland is one of the Somali administrations in the horn of African state saying that they can not break from the other Somalis. Mr. Gonjeh said that there is no government or group that Somaliland or the other administrations in country could identify as a self-governing state disproving statement from a spokesman of foreign ministry of Israel who said that the Jews recognizes Somaliland. "The news form Israel is baseless propaganda. It is not also clear that news from the foreign minister of Israel. I do not know where the journalists had quoted that news," said Abdiwahid Gonjeh. Lastly the deputy prime minister of the transitional government Mr. Abdiwahid Abdi Gonjeh said that there was difference between the Somali government and administrations saying that a mediating process was continuing to end the divergences. Somaliland, a breakaway republic of Somaliland had announced a self-governing state in 1991 as the former Somali president Mohamed Siad Barre's government collapsed and since then Somaliland was seeking a recognition which was not achieved yet.

CAIRO (Somalilandpress) — Arab foreign ministers meeting in the Egyptian capital on Wednesday for their 133rd session have called for diplomatic action against Israel’s measures that posed a threat to the region and the peace efforts, as their adopted a draft agenda for the upcoming Arab summit. The Arab officials condemned Israel’s inclusion of the Al-Ibrahimi and Bilal Bin Rabah mosques into its list of historic sites, called on the UNESCO, Organisation of The Islamic Conference (OIC) and the international community to take action against the Israeli move. The Arab leaders have also expressed concern about recent reports suggesting that Israel might recognize the Republic of Somaliland. Somali Minister of Planning and International Cooperation, Abdurrahman Abdushakour who was present at the meetings thanked the Arab members in particular Egypt for it’s support in the reconciliation process. The Somali minister has called for Israel to end the malpractices against the Palestinian people and to lift the embargo they imposed on the Gaza strip immediately. Not long ago, Israel expressed interest in the region and may develop bilateral ties with Somaliland to access the red sea and Gulf of Aden, however Egypt is concern about the break-up off Somalia, as it may need Somalia to fight a proxy war with Ethiopia over the Nile river basin. Since 1959, Egypt and Sudan have claimed supremacy over the Nile despite been downstream nations and now it’s concern about it’s national water resource and thinks Ethiopia could poses a great threat and for that they need greater Somalia. About three months ago, the Egyptian Ambassador to Somalia, Mr Saed Mohammed Mursi made a visit to Hargeisa and told local media his government does not recognize Somaliland. This has angered many locals who accused of him off trying to bribe the people of Somaliland with small $80, 000 worth of aid. “Egypt is a friend of the Somali people, it will never allow the disintegration and division of Somalia,” he said. The Arab foreign Ministers have also appointed Syria to “manage” any disputes within the Arab States for the interest of the “whole Arab home”. They have also supported Syria’s just rights in reclaiming the whole of the Golan Heights to the June 4, 1967 line. Regarding Darfur, the Councils thanked the Emir of Qatar, Sheikh Hamad Bin Khalifa Al-Thani for his conciliation efforts and for setting up a USD 1 billion fund for development in Darfur. According to a number of analyst Egypt is very concern about the break-up of Sudan as it may loose rights to the Nile. Egypt is also trying to convince the South Sudan to remain part of Khartoum in order to maintain the 1959 Nile Waters Treaty between Egypt and Sudan. Finally the Council formed a legal committee to document Israeli acts of destabilization and Judaization of the holy city of Jerusalem. In a related development, a Somaliland official speaking on condition of anonymity told Somalilandpress that Somaliland intellectuals and leaders in Canada will be holding a closed-door discussion with Israeli and Canadian officials on Saturday 6th of March in a disclosed location. The historical meeting is designed to pave the way for a diplomatic strategy and a political platform to put in motion the historic move to recognise the Republic of Somaliland after almost 20 years of international isolation. The Israelis will include officials from the government, business community, youth and other fields. Somaliland has no diplomatic ties with Israel but lately there has been a huge interest between the two nations. If Israel recognises Somaliland, it could pave the way for international recogniton in particular among the Western nations whom Israel has close ties with.

  14. San Francisco, 3 March 2010 (Somalilandpress) Today, the Supreme Court will hear oral arguments in Samantar v. Yousuf case. The Supreme Court will weight in whether former foreign government officials are liable under US laws for human right violations committed while in power. The case has far-reaching international implications because the outcome will determine if accused foreign government officials acting in their official capacities are protected by diplomatic immunity that is provided by 1976 Act of Foreign Sovereign Immunities Act or FSIA . The case involves Former Somali defense minister Mohamed Ali Samantar and five plaintiffs presented by Basha Yousuf. The plaintiffs are presented by the Center for Justice and Accountability, which is based in San Francisco. This case has wide international connotation that will lead ordinary citizens to seek compensations for human right violations by political figures and foreign officials. The key issue under review by the Supreme Court is whether former Somali Defense Minister Mohammed Ali Samantar can be held accountable under the Torture Victim Protection Act (TVPA) – or whether he is immune under the Foreign Sovereign Immunities Act from civil suit in the U.S. for human rights abuses committed in Somalia. The TVPA, passed by Congress in1991, provides that the U.S. will not be a safe haven for perpetrators of human rights abuses. Torture Victim Protection Act allows victims to file lawsuits in U.S. federal courts against a person who, acting under “actual or apparent authority or color of law, of any foreign nation,” in violations of human rights. Plaintiff, Basha Yousuf says he was tortured and kept in solitary confinement for six years in campaign of terror under the regime of Siyyad Barre headed by former Somali Minister Samantar. He denies having been part of a rebellion or political group. Basha says he was part of group of students who cleaned hospitals and took care of neglected clinics of Hargeisa. Mr. Yousuf adds that Mr. Samantar was one of highest-ranking figures in Siyyad Barre regime, which committed heinous crimes in Somaliland including ethnic cleansing in late 1980s. Mr. Youssuf and his lawyers argue that Torture Victim Protection Act, passed by Congress in 1991 after the immunity Act, would be null and impractical to enforce if individuals accused of war crimes and human rights abuses could claim immunity because usually most of perpetrators are government officials who enjoy diplomatic immunity, and in some cases illegitimate immunity like dictators. Because of the foreign relations consequences of the case, number of powerful governments including the United States government and lobbying groups are keeping closer look. If the Court sides with Mr. Yousuf, alleged torturers from other countries can find themselves within reach of lawsuits and criminal cases while visiting the United States. This can places the United States government in difficult positions with countries. Retired political figures can be held accountable for human rights violations. The Somaliland community in the United States hopes to see the Court’s decision will present a symbolic justices and victory to millions of Somalilanders who were displaced and traumatized by violent war that left tens of thousands dead and wounded. On the other hand, the Somali community sees this case as going back in history and focusing on wrongdoings of small number of individuals, which can lead to more division and fuel the ongoing clan conflicts.

  16. An opposition candidate for Ethiopia’s Parliament was stabbed to death early Tuesday in what opposition leaders said was part of a widening campaign of repression ahead of May elections. The candidate, Aregawi Gebre-Yohannes, was killed at a restaurant he owned near the town of Shire in the Tigray region by a group of six men who had shadowed his movements for the previous two days, said Gebru Asrat, a leader of the Arena party, a member of an alliance of opposition parties. “They cut him, they stabbed him in the stomach, and he died,” Mr. Gebru said. “It’s becoming very difficult to run” a political campaign, he added. Bereket Simon, the government’s communications minister, dismissed political motives for the attack and said the opposition was trying to tarnish the government’s image. “In a row with a certain individual, the individual killed him,” Mr. Bereket said. “What they are trying to do is search for casualties and label them Arena. They are not into constructive engagement.” A different opposition parliamentary candidate was beaten in Tigray on Sunday by members of the Ethiopian Army, and he was hospitalized, said Negasso Gidada, a former president of Ethiopia who has now joined the opposition. Like the man who was killed, the beating victim, Ayalew Beyene, had previously been arrested for attending opposition meetings or distributing campaign literature, he added. “It is very bad news,” Mr. Negasso said. “My fear is such incidents may be intensifying.” Government security forces killed at least 193 demonstrators during unrest after the country’s 2005 federal elections, which the opposition said were rigged. Birtukan Mideksa, widely considered to be the country’s most charismatic opposition figure, remains in prison, serving a life sentence issued in the aftermath of the disputed elections. Both the ruling party and the opposition have accused each other of seeking to foment violence around this year’s vote. In local elections in 2008, opposition parties won just 3 of 3.6 million seats — virtually none of the huge number of local and by-election seats being contested — after two of the major groups boycotted the elections, citing intimidation and harassment, according to the State Department’s human rights report on Ethiopia. Mr. Bereket, the government minister, who is also a senior official in Prime Minister Meles Zenawi’s Ethiopian People’s Revolutionary Democratic Front, said that the candidate beaten on Sunday had been pressuring a student who was not aligned with the ruling party to read opposition campaign literature and that the two had fought as a result. Ethiopia’s opposition has sharply criticized the Obama administration for what it views as Washington’s failure to speak out on human rights abuses by Mr. Meles’s government, which has been an American ally in pursuing Islamic militants in Somalia. “They are partners in development with the Ethiopian government, but I don’t think they are partners in freedom and democracy,” said Andualem Aragie, an official with Mr. Birtukan’s Unity for Democracy and Justice party, in a Jan. 29 news conference.

  21. It's Texas Independence Day, and well wishes to everyone from that state, with its awesomely idiosyncratic politics, beautiful landscapes, and very tasty food. Of course, Texas Independence Day is not about Texas declaring its independence from the United States, but Texas declaring its independence from Mexico. Still, I thought it might be a good time to check in on some popular U.S.-based independence or secessionist movements. (And to boot, everyone should read Graeme Wood's killer dispatch from limbo states from Abkhazia to Somaliland in our last issue.) 5. Cascadia. A proposed Greenpeace-loving, vegan-friendly, wired and caffeinated liberaltarian republic comprised of the U.S. states of Oregon and Washington plus the Canadian province of British Columbia. Cascadia would hypothetically be one of the 20 largest economies on Earth -- home to Starbucks and Microsoft, among other companies. In its own words: "An international economic relationship? A republic? A bioregion? A cooperative commonwealth? A network of communities based on mutual aid? A utopia? Cascadia is a lot of things to a lot of different people." 4. Nantucket. The Green Mountain Independence Movement. A nonviolent citizens' movement that advocates for Vermont to secede due to the "the tyranny of Corporate America and the U.S. government" -- or because "Vermont has been dragged into the quagmire of affluenza, technomania, megalomania, globalization, and imperialism by the U.S. government in collaboration with corporate America," as another site puts it. The Alaska Independence Party, the Last Frontier's third-largest, advocates not for secession, but for a public referendum on it -- since the United States didn't hold one when Alaska became a state in 1958. "Alaskans were robbed of the choices we were to have as a non-self-governing territory, and steam-rolled into the current classification of a State," the party says. "Alaska first!" In 2006, one Scott Kohlhaas wrote an initiative calling for secession (or a vote on it), kicking off a legal battle on the issue. The Alaska Supreme Court ruled: "Because the initiative seeks a clearly unconstitutional end, the lieutenant governor correctly declined to certify it.
