  7. When does a country become a state? On 18 May 1991 the leaders of the Somali National Movement and the elders of northern Somali clans proclaimed that they were setting up the new Republic of Somaliland. It is based on the territory of the former British protectorate which had merged with the Italian colony in 1960 to form the Republic of Somalia. Why has Somaliland not followed Somalia into 'state collapse'? Over the past fifteen years Somaliland has successfully managed a process of reconciliation, demobilisation and the restoration of law and order. The capital Hargeysa has become an international trading centre. Why is Somaliland yet to be recognised by the international community? The international community purports to promote 'good governance'. Somaliland has held one of the freest series of elections in the region and has one of the most democratic governments of any Muslim country. Yet this new republic still has no international legal status, while Somalia, which has had no effective government since 1990, is still accorded de jure sovereignty. Should a unitary government be re-established for all of Somalia? Since the collapse of the Somali state international diplomacy has supported fourteen peace conferences, each focusing on re-establishing Somalia as a whole. Somalia has recently seen new international military intervention by Ethiopia and the USA. Yet it is Somaliland which challenges the typical image of war, disaster and social regression associated with this part of Africa. Mark Bradbury has worked extensively in North East Africa and elsewhere. Contents: Introduction - The Somali people and culture - The rise and fall of the state of Somalia - The political foundations of Somaliland - A new Somaliland - State-building and the long transition - Rising from the ashes: economic rebuilding and development - Social developments - Democratic transitions - The practice of government - Conclusions: rethinking the future - References - Index This book is co-published by James Currey ISBN 978-1-84701-310-1 Price: £12.95
  8. "It is essential to operate from an environment in which peace, and stability do prevail". The divorce to the union between the then north, and the south did create some bizarre aftermaths, the most notable of which was planting millions of mines across the land, the objective of which was to restrict the masses' movements. The demolition of, and the subsequent looting of the infrastructure by the dictator's armies was also an unpleasant experience to be forgotten that easy. Everything that was gone through, in fact, was quite painful, and agonizing. The disintegration discussed did initiate, and perhaps did make two distinct but opposite parties; a hostile, and a peaceful. The communities in Somaliland did realize the importance of unity, and did hold a conference after another, after their tantalizing heartbreak with the south, the one-man-show phenomenon, for a very long time. It is also worth recalling the fact that the government did make relevant noises, in that direction, in every possible avenue, World-wide, arguing that peace, and stability do prevail here in Somaliland, a prerequisite for getting independence. And it was, in short, seeking one's positive contributions for building this young nation, whose objective was achieving substantial development. The current government is doing fine. There are national policies operational in the country that can be either foreign, or domestic, both of which are actually well, and rewarding. The Somalilanders do enjoy peace, and stability, and whatever issues that comes after it is a bonus. There are, likewise, foreign policy elements that are worth highlighting. These include the regime doing all that it could to make the country independent, and the invitations that were extended to the president interpret it. Another, and perhaps a worthwhile factor worth sharing with you, the reader, is that Dr. Condolence Rice, The Us Secretary Of State, whilst touring Kenya, for bringing the two warring parties to the round table for discussions, was, in fact, very booked. The Secretary did, however, slot some of her precious time, for the Somaliland Representative there, and in the process did see him in private, no one else, a remarkable achievement. This makes it clear that the country is on the verge of gaining independence pretty soon. It is very professional, being a social policy issues analyst, to voice the public's concerns, if there are any, so that solutions are found in a way that pleases everybody. It is obvious that some addressing do need to be made, like the soaring food sales about, a problem experienced internationally. My concern does, however, lie with the opposition, who want to do things too much too fast. The time for the elections did mean that the public, without which nothing happens, are nearing now. The later is going through some critical moments, such as droughts, and the like. It is envisaged that the election issue should be postponed, something quite very difficult for the opposition to accept; a psychologist may pose a pressing question; Why this hurry? We do need some law, and order to be abided by, so long as our democracy is fragile, and so long as our public did go through hell in the past. This is offered by our 'Elders' Council', 'A Sociological traditional judiciary System' that functions at the time of adversary, in the sense that problems are about to be caused by the oppositions, who are threatening to make matters worse. And it is strongly recommended that everybody is obliged to obey it sincerely. It is said that a government is for the people, by the people, to the people, the connotations of which is the public, in a democratic process, is, in fact, the government, as it elects some members on the basis of their honesty, integrity, and education. It is very meaningful to have in place some devoted, and capable members, who do shine brilliantly when it matters. The point I am making is that the government must put in place certain capable, and educated people, who can handle issues professionally, and perfectly. The oppositions, by the same token, were not elected in the first place, and it is advised that they must do all ways, and means to winning the hearts, and the minds of many, many voters for themselves to end up in running the country. It is recommended for that to happen, to play an ambassadorial role towards achieving success, but not in anywhere near causing problems, and/or inconveniences to their public. The government, and its opposition parties are complementary to one another. It is clearly expressed that the two should work together for the country, and for its public. But the issue, as it is now, is that the opposition is playing the devil. And it is advised that the public should intervene, and probably seek their rights of living freely, and without wars. The public, by the same token, should ensure that the government should choose capable, and educated individuals, both men, and women, for running their own affairs. This point has been dramatically displayed by some fine Somali actors, and actresses at the Somaliland Space Channel on April 17th, 2008. Everthing shown was self-explanatory. The issue is morality VS. immorality. And we got to determine who is who?. Somaliland is too young, and is probably very fragile to be interrupted. It is our utmost duties to handle everything with care, democracy included. Conclusions: The divorce to the then union between the north, and the south did create some bizarre aftermaths, the most notable of which was planting millions of mines across the land, the objective of which was to restrict the masses' movements. The Communities in Somaliland did realise the importance of unity, and did hold a conference after another, after their tantalizing heartbreak with the south. It is very professional, being a social policy issues analyst, to voice the public concerns, if there are any, so that solutions are found in ways that do please everybody. The government, and its opposition parties are obviously complementary to one another, like our nine biological systems, without one living is impossible. It is strongly advised to co-work together for the public that has chosen them. God bless Somaliland & its citizens. Mr. Abdillahi Aden Hassan (A British Social Policy Issues Analyst)

The opposition want to deliver without having a baby in the womb. Bad luck for them. In Somaliland you can not enter the Government from the back door. What you need is to be elected and enter from the front door. No other way is possible. Running hysterically between Hargeisa and Buroa will not give you a seat in the cabinet. It gets as simple as that. The opposition want the election to be postponed, yet they want to be in the Government before the election date, before they even won or lost the elections they want to be Ministers. As funny as usual this time they are breaking the books of records. Let me tell you something. If you win an election you come to Government, if you lose you stay out, and let me remind the two opposition parties that they lost three times in the run. One of that runs was a presidential contest, and that is why you remain in the wilderness of the opposition. Only after a win in the upcoming elections you could change places with the present Government and become Presidents and Ministers, coalition or whatever you might call it. Keep that in mind. There is no other way. Period. There is a lot of fuss being made by the President’s term coming to an end in May. I call that WISHFUL THINKING. Yes the President has been elected for a period of FIVE years., but the five years are not engraved in religious codification like the SALAAT and the SOOM. It could be shortened. It could be extended. All depend on whichever way the circumstances dictate. The term of office of the President could be shortened by impeachment. If both houses on a 2/3 majority pass and describe a fact done by the President as an impeachable act, the President will be relieved of his responsibilities and he or she will vacate the highest office of the nation. An argument of: I am elected for five years will not be accepted. Similarly the term of the President could be extended if the UPPER HOUSE the famous GUURTI deems it essential for the nations security. It is constitutional. You can not pick and choose. As far as the constitution of Somaliland is concerned. If you do not agree with Guurti’s interpretation of the constitution- GO TO THE COURT. If you think the court will rule against you, I call it BAD LUCK AGAIN. If you do not like the powers of the Guurti in extending the term of the President, GO MAKE A CONSTITUTIONAl AMENDMENT. A bicameral passing of an amendment is possible by the support of the bill by 2/3 of the parliamentarians. If you care and you know it and you do want to show it , that is the way.. You can not blog your way to power. You can not either fight your way to power through street agitation. A lot is being made nowadays of some Mujahid and some ******. Let me remind you a Historical fact. The SNM movement was formed by men who never in one day agreed with the dictator Siad Barre. Men like Duqsi,Wadadiid, Ahmed Jimale, Dr Abdisalaam Yassin, Mohamed Hashi, Sh. Yusuf, Hassaan Issa, Dr Dihood, Abirahman Abiqaadir and many others. In the mid eighties there was a contest for the chairmanship of the SNM between Wadaadiid and Mr Siilanyo. Siilanyo was for thirteen years the right hand Minster of Economic Affairs for the Dictator Siad Barre. He laughed, argued, dined smoked and had photographed himself with Siad Barre for more than 2000 times. Yet , he faced in a contest for the leadership of SNM to Mr Wadadiid who was Siad to have been Barre’s political prisoner for most of the thirteen years that Siilanyo was the Dicators Minister. In the SNM battlefield politics the ****** man was preferred to the prison veteran of Siad Barre. I myself would have may have preferred Siilanyo over Wadiid at that time, but today I prefer Mr Rayalle. Old African politicians like Siilanyo, Mugabe , Kibaki and Abdillahi Yusuf should be retired to the MUSEUM. They should worry about their memoirs. Today’s problems are too hard for their reflexes to respond to. Dr Gaboose is more versed in geriatrics sciences than I may claim, however, I am sure he will write rest time for all of the them. One old man who did not listen to the docs advise had destroyed everything around him, and we know the rest of the story. I'm Glad you're interested ...... As long as nobody dies, innocent ppl are not sprayed and cities are not demolished. It is just political xagxagasho played by Somalilanders ,,,

  21. Snake oil is a traditional Chinese medicine used to treat joint pain. However, the most common usage of the phrase is as a derogatory term for compounds offered as medicines which implies that they are fake, fraudulent, or ineffective. The expression is also applied metaphorically to any product with exaggerated marketing but questionable or unverifiable quality. Snake oil originally came from China, where it is called shéyòu (蛇油). There, it was used as a remedy for inflammation and pain in rheumatoid arthritis, bursitis, and other similar conditions. Snake oil is still used as a pain reliever in China. Fats and oils from snakes are higher in eicosapentaenoic acid (EPA) than other sources, so snake oil was actually a plausible remedy for joint pain as these are thought to have inflammation-reducing properties. Snake oil is still sold in traditional Chinese pharmacy stores. Snake fat also played a role in ancient Egyptian medicine, mixed with the fats of lion, hippopotamus, crocodile, tomcat, and Nubian ibex into a homogenous mass believed to cause bald men to grow hair.[1] Chinese labourers on railroad gangs — involved in building the Transcontinental Railroad to link North America coast to coast — gave snake oil to Europeans with joint pain. When rubbed on the skin at the painful site, snake oil was claimed to bring relief. This claim was ridiculed by rival medicine salesmen, especially those selling patent medicines. In time, snake oil became a generic name for many compounds marketed as panaceas or miraculous remedies, whose ingredients were usually secret, unidentified, or mis-characterized — and mostly inert or ineffective, although the placebo effect might provide some relief for whatever the problem might have been. Patented snake oil remedies actually originated in England, where a patent was granted to Richard Stoughton's Elixir in 1712. [1] Since there was no Federal regulation in the USA concerning safety and effectiveness of drugs until the 1906 Food and Drugs Act [2] and various medicine salesmen or manufacturers seldom had enough skills in analytical chemistry to analyze the contents of snake oil, it became the archetype of hoax. American snake fats do not have EPA contents as high as those of the Chinese water snake. The American snake oils were not effective in relieving pain like the original Chinese snake oil — further promoting the hoax stereotype. The snake oil peddler became a stock character in Western movies: a travelling "doctor" with dubious credentials, selling some medicine (such as snake oil) with boisterous marketing hype, often supported by pseudo-scientific evidence, typically bogus. To enhance sales, an accomplice in the crowd (a "shill") would often "attest" the value of the product in an effort to provoke buying enthusiasm. The "doctor" would prudently leave town before his customers realized that they had been cheated. This practice is also called "grifting" and its practitioners "grifters". The practice of selling dubious remedies for real (or imagined) ailments still occurs today, albeit with some updated marketing techniques. Claims of cures for chronic diseases (for example, diabetes mellitus), for which there are reputedly only symptomatic treatments available from mainstream medicine, are especially common. The term snake oil peddling is used as a derogatory term to describe such practices. An alternate theory for the origins of the term "snake oil" is that it was a corruption of "Seneca oil". The Senecas, a tribe in the Eastern United States, were known to use petroleum from natural seeps as a liniment for skin ailments. However, Native Americans are known to have used rattlesnake fat and the herb snakeroot for various purposes. More Info
