DUBAI, Sept 16 (Reuters) - Al Jazeera television on Tuesday aired a video showing a Canadian and an Australian journalist kidnapped in Somalia last month, and said the pair were appealing to their governments to work for their release. Canadian Amanda Lindhout, 27, Australian Nigel Brennan and Somali reporter Abdifatah Mohammed Elmi, working as their translator, were seized on Aug. 23 by gunmen near Mogadishu. The video showed Lindhout, wearing a long robe, and her colleague along with armed men. She was speaking to camera but the audio track was not aired. The television said the kidnappers, calling themselves Mujahideen of Somalia, had accused Canada and Australia of "taking part in the destruction of Somalia" and demanded that they review their policies. An official of the group Reporters Without Borders said last week that the kidnappers were seeking $2.5 million for the return of the captives. Somalia's Islamist insurgents have denied being behind the kidnapping. Abductions are common in the lawless Horn of Africa nation, where Islamist insurgents have been fighting the interim government and its Ethiopian military allies since early 2007. Somalia is also one of the most dangerous places in the world for journalists to operate. Many reporters have been attacked and at least nine local correspondents have been killed since the start of the insurgency last year. Two Italian aid workers kidnapped near Mogadishu were freed on Aug. 5 after being held hostage for more than two months. Humanitarian sources told Reuters a substantial ransom had been paid to their captors, but Italy's government denied that.

BOSSASO, Somalia Sep 17 (Garowe Online) - The police chief in Somalia's Puntland state government was wounded severely Tuesday night in the port city of Bossaso, Radio Garowe reported. Three masked assailants fired five shots at Gen. Gani Mohamed Abdi moments after he walked out of Karama Restaurant at the heart of Bossaso, witnesses said. Two of the bullets hit the Puntland police chief, including a shot in the head. Witnesses told Radio Garowe that Gen. Gani was walking alone at around 11:30pm local time when the attackers targeted him. Medical sources at Bossaso General Hospital confirmed the shooting, adding that Gen. Gani will be transported aboard tomorrow due to the severity of the wounds. It is the first time a police chief has been attacked in Puntland. At least four Puntland Intelligence Service (PIS) agents were killed in Bossaso so far this year. In an unrelated incident, Gen. Gani's deputy, Mohamed Haji Aden, was attacked near Gara'ad district in Mudug region yesterday. Puntland Ministry of Security officials confirmed that one of Mr. Aden's bodyguards was wounded and Mr. Aden himself was "kidnapped" by the attackers. He was later released unharmed, the sources added. It is not clear why Puntland's deputy police chief was targeted, but the coastal village of Gara'ad is home to many pirates. Growing insecurity in Puntland is mainly blamed on the leadership of President Adde Muse, who has failed to pay the region's security forces.

Somaliland: Leader Visits Europe President Mr. Dahir Riyale Kahin will appeal to Europe Union to treat Somaliland as an independent political entity. The president […] of Somaliland, Mr. Dahir Riyale Kahin, flew from the region's capital Hargeisa on Friday [12 September 2008] to Europe via the Ethiopian capital, Addis Ababa. Mr. Riyale was accompanied on this trip by First Lady Huda Barkad, Foreign Affairs Minister Abdullahi Mohamed Du'ale and Finance Minister Hussein Ali Du'ale. The Somaliland leader is scheduled to begin his visit in France, before proceeding to Germany and the United Kingdom, government officials said. While in Europe, Mr. Riyale will appeal to the European Union to deal with Somaliland as a political entity independent of Somalia in the distribution of aid. Mr. Nicolah Bwakira, the African Union's Special Envoy to Somalia, visited the Somaliland regions on Friday [12 September 2008] and met privately with President Riyale. The AU Envoy told reporters that he last visited the region in 1993 and was "impressed" with the security and economic development in Hargeisa, Somalia's second-largest city and the capital of Somaliland. "It was a must that I visit Somaliland and see first-hand the democratization process," Mr. Bwakira said at the Hargeisa presidential compound, adding that he will present his findings to AU heads of state. For his part, the Somaliland leader criticized the AU, Arab states and European countries for "ignoring" positive developments in Somaliland. Mr. Riyale said Somaliland is peaceful and "independent" of the chaos in southern Somalia, citing daily acts of violence, a massive refugee exodus and piracy as examples. Somaliland, in Somalia's northwest, declared independence from the rest of the Horn of Africa country in 1991 but has not been recognized internationally.
