US commends Somaliland on polls (IRIN) NAIROBI, 4 October (IRIN) - The United States has welcomed the recent legislative elections in the self-declared republic of Somaliland as an example to the rest of Somalia, US State Department spokesman Sean McCormack said on Monday. "We congratulate the people of Somaliland on holding peaceful elections with significant voter turnout," McCormack said in a statement. "The United States calls on all political parties to work together peacefully during the post-election period to strengthen the democratic transition in Somaliland and serve as an example for greater Somalia." "The United States welcomes the September 29 parliamentary elections in Somaliland, which represent a step towards democracy in Somalia," the statement added. Somaliland voters went to the polls on 29 September to elect 82 members of the region's parliament. The polls are the breakaway republic's third since it declared unilateral independence from the rest of Somalia in May 1991, following the collapse of the administration of former President Siyad Barre. Somaliland conducted municipal elections in December 2002, which were followed by a presidential poll in April 2003 in which the incumbent, Dahir Riyale Kahin, retained the seat. In 2001, Somaliland held a referendum in which a majority of the population backed its self-declared independence. Somaliland has managed to avoid much of the anarchy that has dogged Somalia over the past 15 years. However, the territory is embroiled in a border dispute with the northeastern semi-autonomous state of Puntland over the regions of Sanaag and Sool.

Embracing perhaps 3.5m of Somalia's 11m or so people, the former British Somaliland has long been a lot more secure than the country's anarchic, formerly Italian, south. If multi-party elections due this week in Somaliland are reasonably fair and open, the outside world, including the African Union and the United Nations, may have to start seriously reconsidering its status, which has been fudged since the collapse of unitary Somali in 1991. All three of Somaliland's parties contesting the election are adamant about wanting outright independence. A shoot-out on September 23rd in Hargeisa, Somaliland's capital, resulted in the arrest of seven men loyal to the al-Qaeda brand. Somaliland's president, Dahir Riyale Kahnin, said the men were mostly locals, trained at a camp outside Mogadishu, the still-chaotic capital of Somalia proper. Some had received training in Afghanistan; at least one was internationally known. Their aim, he said, was to destabilise Somaliland by killing leaders and foreign aid workers, four of whom have been murdered by Islamist radicals since 2003. There was a heady whiff of convenience about the arrests. What better, the week before an election in such a fervently patriotic fief, than to demonstrate a threat to Somaliland? Some in Somalia's fragile transitional federal government, which still lays claim to Somaliland, privately say the raid was contrived. They are probably wrong. The timing may have owed something to Somaliland politics, where voters are softened up with gifts of narcotic qat leaves, and people's votes are divided along clan lines. But western worries about al-Qaeda's penetration into the Horn of Africa are nonetheless genuine. Perfect for Osama? American counter-terrorism work, mostly in collaboration with local militias and the Ethiopian secret service, has gone some way to identifying extreme Islamists inside Somalia. Catching them is harder. A few operational figures are thought to be hiding in and around lawless Mogadishu, which is mostly off-limits to diplomats, UN types and aid-workers. Though a transitional government for the whole of Somalia was set up last year in Kenya, it has failed to establish an effective presence in any part of the country, and has already broken into factions. One lot has been trying in vain to run the show from Jowhar, north of Mogadishu. To complicate matters further between north and south, a self-proclaimed breakaway government of Puntland, with its capital at Bossaso, has been demanding autonomy within a federal Somalia. And the Puntlanders claim bits of eastern Somaliland. Some of the Islamists scattered around Somalia's various parts have roots in the Egyptian bit of Islamic Jihad, others are closer to al-Qaeda. Those caught in Hargeisa may have been connected to al-Itihaad al-Islami, a group that wants to create an emirate of Somalia along the lines of Saudi Arabia's austere Wahhabi sect. They sound particularly hostile to Ethiopia, with which Somaliland's fledgling government has been cultivating friendlier relations. In July, the Ethiopians agreed to ship some of their goods through the Somaliland port of Berbera, on a road improved with European Union funds. Even if magnified for political effect, the arrests are a powerful signal to Islamist radicals that Somaliland is no longer a completely safe haven for them--a fact underlined by the expulsion of some foreign mullahs after the raid. That is especially notable since the Saudi government's own crackdown on radical preachers means that more of them had been looking to Somaliland as a handy refuge. The efficiency of the locally organised swoop and the steady march of democracy in breakaway Somaliland have impressed the Americans, who have a regional military hub next door in less democratic Djibouti.   9. The free version of Google Earth does not allow you to do certain things, like produce paths. After producing some stunning tour animations on-screen, I quickly wanted to be able to save them as a movie. The problem is, you can not save movies unless you buy the $400 Pro version of Google Earth. The heck with that! I figured once it was displayed on my screen, I should be able to save it. So I did. Starting with the free version of Google Earth, I installed FRAPS, a program that saves the video from programs that use DirectX (mostly games) directly to the hard drive in an uncommpressed avi format. Works real nice, makes good quality movies, but with a very large file size. Fraps uses a codec that can not be read by anything else. So, using virtualdub (installed on the same PC as FRAPS), I converted the avi to a much smaller Divx Avi. From there I could edit/play the video on anything, like my Mac!

Amid a flurry of political activity, including a surprise government announcement of terrorism arrests and allegations of electoral fraud, shop owners in the capital of the self-styled republic say business is booming. And with Hargeisa awash in colourful campaign posters in the run-up to Thursday's elections, many are bemoaning the end of the month-long campaign and the profit windfall brought by politicians eager to win support from voters. "This is the time to share wealth with politicians who ignore us if there are no elections," said businessman Ismail Hasan Muhammad with a giggle. Relative stability Although Somaliland, which takes its name from the former British protectorate and unilaterally declared independence from the rest of anarchic Somalia in 1991, is an island of relative stability in the lawless nation, it remains unrecognised by the outside world. This, many Somalilanders believe, has kept away large-scale international aid and development projects, and contributed to the region's crushing poverty. All terrorist acts involve violence or—equally important—the threat of violence. Could we say they are terrorist? or Rayale and Ismail yare mis use this word to get international attantion or use their poaltical game Terrorists attempt not only to sow panic but also to undermine confidence in the government and political leadership of their target country. Terrorism is therefore designed to have psychological effects that reach far beyond its impact on the immediate victims or object of an attack. Terrorists mean to frighten and thereby intimidate a wider audience, such as a rival ethnic or religious group, an entire country and its political leadership, or the international community as a whole. Terrorist groups generally have few members, limited firepower, and comparatively few organizational resources. For this reason they rely on dramatic, often spectacular, bloody and destructive acts of hit-and-run violence to attract attention to themselves and their cause. Through the publicity generated by their violence, terrorists seek to obtain the leverage, influence, and power they otherwise lack.   15. Somali graduates are working in non-graduate jobs It was a longish wait at the bus stop and there was no sign of any bus coming along. I was in the middle of a long queue waiting to board a bus; as luck would have it, I was in no hurry to get home. Suddenly three buses appeared in procession as if though they just came out from a monotonous meeting. I hopped on the second bus and saw a familiar face behind the wheel, Mr Ali, an old friend of mine. I was saddened to see him driving a double-decker bus because I remember his only ambition in life was to be an academic success. The last time I saw him was three years ago and he was in the penultimate year studying economics and politics. He was a highly gifted student and his friends felt rather like students in the presence of a professor when they were with him. We quickly exchanged hellos and I asked him how he had ended up behind the wheel. He scratched nervously at an irritating spot on one side of his face below the eye and said, “I am about to finish my shift now. There is a nice cafe, so please do come and touch base with me.†We walked to a café. Ali ordered a hamburger and chips, with which he covered in ketchup and nibbled it like a man eating his first meal after fasting two consecutive days. And I ordered a tea. “You asked me a question which is very close to my heart. Where would you like me to start?†Ali asked me after he had finished his meal. The following is the gist of our conversation which highlights the poignant realities that Somali graduates from the UK universities are experiencing. The challenges that these graduates face did not start at the graduate labour market but started long before they have even finished their high schools. Most of these degree holders are victims of a civil war and refugees in this country. English is not their first language and most of them are from low income families. Their parents do not understand the UK education system. Some of them are from broken families and have lived in poor housing conditions. A large number of them might have lived in other European countries before coming to the UK and coming to finish their education in the UK presents great deal of challenges. Some of these graduates have experienced bullying and racial harassment. After a three-year-course, they are expected to pay back the loans - an average of £10,000 - they have taken out to pay for their fees and living expenses. Despite them facing serious social, economic and linguistic barriers, these graduates completed their education with sheer determination by doing few classes here and few classes there as they moved around a lot. Some of them could be described as transient pupils. Their purpose of university was not to be frozen out from the employment market, but they have found out that being from a marginalised ethnic community a degree would not give you a head start. It is almost every student’s dream to go to a higher education to get higher social status and income; however that dream is not true for Somali graduates. According to the Government's Department of Education and Skills, today's graduates can expect to earn a modest £120,000 more across their entire lifetime, than those with two A-levels who go straight into employment. This report has not clearly taken into account Somali graduates, as most of them are not doing graduate jobs. In fact, a significant number of Somali graduates, those who are lucky enough to have jobs, are working in non-graduate jobs earning as little as non-graduate workers earn, while others are still dreaming highly paid jobs although they are unemployed. Sadly, a report published by Prospects, the UK’s official graduate careers, said, “Graduates unemployed six months after graduation spent longer periods unemployed and had lower future earnings.†Does this mean that their degrees have been of no advantage whatsoever? Since most of these graduates are either unemployed or hold jobs that do not require a university degree, they are seriously exploring the potential of self-employment as an option. The Institute for Employment Studies says, “The graduate labour market is changing, and with no promises of linear corporate careers, self-employment offers wider opportunities.†They have the will to succeed, but there is little evidence to support that they have the necessary skills to develop successful trading businesses or micro-enterprises as most of them do not have any experience of self-employment. The disadvantage that graduates are facing could have negative influence on those who are yet to reach the age of higher education. Parents normally encourage their children to go to university as a way in which labour market disadvantage can be overcome. But when the older children, who have finished universities, are unemployed or feel slightly underemployed in their current job young children may feel that they should leave school at 16 and get an apprenticeship as a mechanic. This may lead the whole community to face perpetual forms of exclusion and marginalisation. Universities attempt to trace where graduates end up. However there is no mechanism to gather data where Somali graduates go after university and the main reason is that Somalis are not classified as a separate ethnic group like Indians or Bangladeshis. Since there is no systematic monitoring evidence that can expose the disadvantage faced by Somali graduates their problem has never been addressed properly.
