Kenya and IGAD are facilicating the conference and nothing less, nothing more. They facilicated all TFG conferences from creating the TFG to the recent "roadmap" meeting that gave birth to this Hassan Calasow presidency. Heck AMISOM still facilitate anything that occurs in Xamar, the president's election being one of them. Not sure what is so different when they are doing the same thing for Jubbaland. Again, who really cares where the meeting occurs as long as a fair and a reasonable maamul comes out of it?
