A Japanese funded programme to help resettle displaced people and refugees returning home in northern Somalia this week made major advances as the authorities agreed to set aside land for thousands of destitute people. The municipalities of Hargeisa in Somaliland, and Gorowe in Puntland, have agreed to UN-HABITAT proposals on resettlement sites. A beneficiaries committee has been established in Hargeisa to help coordinate the development of infrastructure ranging from new homes, to schools, markets and water supplies with UN-HABITAT, UNHCR, UNDP and other international agencies. In Puntland progress has also reached advanced stage. On 11 March 2005, the Government of Japan pledged US$ 1,895,200 for Internally Displaced People (IDPs) and Returnees in Somalia under a UN-HABITAT programme designed to improve the living conditions, security of tenure and economic opportunities of IDPs and returnees urgently requiring assistance in both districts. A total of 680 families are the direct beneficiaries of low-cost housing units. They include an estimated 2,720 children and 680 women. These households will also benefit from awareness raising and training in hygiene, sanitation, rainwater harvesting, etc. Approximately 400 people will receive practical training in construction, quarrying and brick-making techniques, and 80 community leaders will be trained in Community Action Planning. The project also aims to help 30 municipal staff in various departments (planning, land management, finance, engineering, sanitation, water, public health) receive hands-on capacity building assistance as construction gets underway. Indirect beneficiaries include the entire IDP/Returnee community in Hargeisa and Garowe, the urban residents in the vicinity of the improved resettlement areas, local authorities, entrepreneurs in the construction sector and the wider local business community. UN-HABITAT has been actively supporting the development of urban governance, urban management and the upgrading of urban services an infrastructure, for more than a decade in Somalia. The new programme is being implemented within the framework of UN-HABITAT's Somalia Urban Development Programme co-funded by the European Union, and UNDP Somalia. After many years of civil conflict, countless thousands of people fled to the main cities and towns of Somalia, and local authorities have found themselves unable to provide suitable land, financial resources and basic services to support these vulnerable groups. This has left the IDP and returnees with no other option than to settle on public land, without access to adequate water supplies, sanitation and job opportunities. This situation is a threat to the fragile peace process and the general stability of the region. The destitution of people coming home in Somalia from as far afield as Ethiopia requires urgent attention of the international community because their numbers are growing daily. To address this, the project aims to start with a selected number of families from the most vulnerable groups and help them voluntarily relocate to more sustainable locations, and to provide them with shelter, sanitation and economic opportunities. The approach is based on self-help techniques, in which the target groups are trained in essential construction skills and production of locally available building materials. Homes will be built according to the specific needs of the target community. The idea is that the beneficiaries get improved housing, increased access to water and sanitation facilities and better job opportunities. Based on the lessons learnt in this project, strategies and methods of intervention to address the extensive IDP/Returnee problem in Somalia will be developed. The funding is part of the emergency grant assistance from the Japanese Government to contribute to the "Consolidation of Peace in Africa", which was set out as one of the three pillars of Japan's cooperation for Africa under the recommendations of the Tokyo International Conference on African Development. Somalia Urban Development Programme The Somalia Urban Development Programme is designed to target all major cities and towns in the various Somali regions through the implementation of tangible projects and capacity building activities in the Urban Development Sector. The implementation of the programme is planned over a period of three years, that started 1 April 2005, with a possible extension for a further three years. The European Community, represented by the Delegation of the European Commission in Kenya, and UN-HABITAT signed a Grant Agreement on 22 December 2004, for the implementation of the programme. The cost of the current first phase of the Programme is approximately 6.15 million euros. The European Union has agreed to finance 5 million euro (over 80%) of the total programme budget, with the remaining US$ 1.5 million US Dollars funded by UNDP -- UN-HABITAT's main partner in the programme. Other international partners include ILO, UNICEF, the Italian NGO Consortium UNA, and NOVIB-Oxfam. This initiative recognises the growing importance of the urban sector, both demographically and economically, in the Somali context and aims at promoting an increasingly democratic, inclusive and accountable system of governance as well as more efficient and socially effective local management practices. In a fast changing political scenario, the programme, while assisting both Central and Regional administrations in establishing the main legal and institutional instruments of governance, will target primarily building the management capacities of local authorities and communities. Governance and institutional capacity building will be demonstrated through a range of activities designed to guide settlement growth through physical planning aimed at reducing the serious deficits in serviced land, sanitation and basic infrastructure to alleviate poverty; to promote viable municipal financial and fiscal management systems; and, to promote community involvement, the role of civil society, accountability, transparency and equitable urban growth integrating returnees, internally displaced persons and other vulnerable groups. Somali premier rules out relocation without peacekeepers - Monday, May 09, 2005 at 03:55 Somali PM Ali Mohamed Gedi NAIROBI, May 7 (AFP) -- Somali Prime Minister Ali Mohammed Gedi on Saturday ruled out relocating his government currently exiled in Kenya to his country until regional peacekeepers are deployed in Mogadishu to help restore stability. "It will not be useful to relocate the government there (Mogadishu) unless the stabilisation force by the African Union is deployed," Gedi told reporters here on arrival from a seven-day first visit to Mogadishu since his appointment in December. An explosion rocked a Mogadishu stadium from where Gedi was addressing thousands of Somalis Tuesday about plans to bring a government to the lawless country and reconcile rivals. Diplomats said it was an attempt on his life although Gedi rejected the claims immediately after the blast that killed at least 15 people and wounded nearly 40 others. "There was no attempt on my life, this was an accident and it has nothing to do with a pre-planned attack," Gedi said on Saturday. The prime minister, who visited several parts of the bullet-charred capital, said Mogadishu residents had shown a willingness to restore stability, despite widespread violence. "The people have the will to pacify Mogadishu and it is an important and valuable asset of the peace process," he said. "We have to take this opportunity for the relocation of the Somali government." In March, the regional seven-nation east African Inter-Governmental Authority on Development (IGAD) said the first deployment of two battalions of IGAD soldiers from Sudan and Uganda could be on the ground by the end of April. IGAD is expected to eventually deploy as many as 10,000 troops to assist Somali President Abdullahi Yusuf Ahmed, Gedi and other transitional institutions to relocate from exile in Kenya to Somalia. But up to now, the first batch of peacekeepers from Sudan and Uganda has not arrived, owing to logistical bottlenecks. Precise details of the mission are yet to be released amid a bitter dispute over the composition of the force within the transitional Somali government. Fierce opposition to the participation of neighboring countries Djibouti, Ethiopia and Kenya in the force prompted a bloody brawl in the Somali parliament, sitting in Nairobi, last month. IGAD -- which comprises Djibouti, Eritrea, Ethiopia, Kenya, Sudan, Uganda and nominally Somalia -- has repeatedly announced that it would not let the Somali peace process collapse. The president will be meeting two top ministers of the British cabinet, namely Mr Straw of the Foreign office and Mr Hillary Ben of Oversees Development. It would be interesting to see whether he would be meeting Somali Londoners.

As I was sitting up right, listening to the mullah speaking about piety in respect to lowering oneself and seeing oneself equal to others; for a second I thought he was talking to me directly; aghast I was and suddenly the talk came to its conclusion. The sheik started praying for Allah to shelter us from all evils. I was quite overcome by emotions, gathering clouds of guilt were shadowing me; and unexpectedly; a man who was sporting a long beard and awfully short Khamis tapped me on my back; his smile showing the glistening teeth which I am sure had been subjected to Rumey (Caddey) several times a day; he said Salaamu alaikum; my response was delayed perhaps seconds for I quickly tried to figure out what this chap wanted from I. Wa alaikum salaam dropped from my lips. He politely (but somehow I felt he was being haughty; you know that self-righteousness the run of the mill wadaado sport; that I sensed from him) asked me to come with him for he had the need to speak to me. I stood up and followed him to Masjid’s office. He sat me down and asked if I was in hurry; no I am not I replied still curious why this chap had asked me to come with him. It won’t take long he murmured; take all the time you need I murmured back. After perhaps five long seconds (he seemed as though he was a defence lawyer gearing up for his last summary); he uttered my name and said, I have been seeing you in this area for a while. I know nothing much about you, but you seem to be someone who is lost to this world. Understandably I was astonished for such sweeping remark; this man is on to something I thought. After long muhaadara as to how we will all leave this world and being visitors and our permanent residence being in Akhira, my senses urged me to respond to this wadaad with kind words. I politely said to him, Jazakalahiu Kheyral Jazaa and affirmed the things he spoke to me about and decided to make my way out. As I was about to leave the room, he said; you know you have moral obligation to speak against the stench and filth that permeates SOMALIA ONLINE. I thought I was hearing things, and continued to walk; but he was being adamant; he went on; you know you 'younger' generation had become accustomed to filth and that it does not reek anymore to you; you must have lost your sense of smell he asked!. At this moment, he caught my attention, I glanced back and asked Sheekhanaa what foul odour do you speak about? He said, you know things that Allah had made haram is becoming normal in the eyes of youth. I am sure you know SOL? I said, yes but… and before I could complete my sentence; like a somali gent, he went on to say; dating, clubbing and all the mothers of evil are spoken about on these “youth†sites. I sat with him, and listened to him about how our religious duties are becoming passé and how prohibited actions are becoming the thing of the day. I sat there listened to; reciting example after example; all I must say we quite real but it might have been exagerated a tad bit. He pulled out SOL general sections; showed me comple titles and then moved on to his private msg; what I saw there was extremely nesuating to say the least. He sensed my outrage; appalling I said, his retort was uh wait when you see the grorry details; which of course I declined kindly. Apparently, this wadaad had undertaken some research and the findings had not been sweet—ladies sending pictures; revealing ones I must add; the chat room he said is where all these shenanigans take place; or at least that is where the active engagement of free will excercise takes place; this man was femiliar with msn; quite surprising considering his persona. Walaahi, I was flabbergasted but at the same time moved by the sincerity and sentimental brotherhood this wadaad had showed me. He was a man who had been pained as to what he had seen in SOL and other various websites. I am sure, a lot of you would make comments in defence of our great website-- or god forbid would go after him lebbeling pervert amongst other things. But trust thee, what this man speaks about is the reality of our peers. It is ‘normal’ to commit sin, but for us to see it otherwise and march happily to our dis-islamisation of our being is something that is frightening to say the least. These countless threads of !I have dated farax and this is my experience! and I dated xaliimo and she was horrid had to stop otherwise this emotional prostitution which number of us see as an exercise of freedom and finding oneself would only lead us to loosing our faith.

AU appeals for international support on Somalia troop deployment - Monday, March 14, 2005 at 14:17 ENTEBBE, Uganda, March 12 (AFP) - The African Union Saturday appealed for international support for the planned deployment of regional peacekeepers to help the new Somalia administration relocate from exile in Kenya. The appeal was made by an AU official during a meeting of senior east African defense officials here planning the controversial deployment, which is estimated to cost about 500 million dollars (371 million euros). "I wish to appeal strongly to the international community to come forward in supporting and assisting the deployment of the IGAD peace support mission in Somalia," said Jaotody Jean de Matha, an AU representative. "We cannot afford to waste any more time as the relocation of the transitional federal government to Somalia is long overdue. "We need to respond to the call of the Somali people that the government must come home without any further delay," de Matha explained. Somali President Abdullahi Yusuf Ahmed, his premier Mohammed Ali Gedi and the whole parliament have unable to return home since their appointment last October owing to insecurity in the bullet-scarred Somali capital, Mogadishu. AU last month authorised the regional Inter-Governmental Authority on Development (IGAD) to deploy a peace mission to help Yusuf make good his commitment to return to Somalia, but the proposal has met fierce opposition from some Islamic clerics there and a number of warlords. IGAD, comprising Djibouti, Eritrea, Ethiopia, Kenya, Sudan, Uganda and nominally Somalia, plans to deploy about 10,000 peacekeepers, who will remain in Somalia for eight months before handing over to a proper AU force. "The mission is estimated to cost about five hundred million dollars and will take eight months before we hand over to the African Union," an official attending the meeting told AFP. Ugandan Regional Cooperation Minister Nsimye Sebuturo said the defence officials will debate a document detailing the deployment of troops, the areas they will cover, their mandate, size and funding and other logistics ahead of an IGAD foreign ministers' conference on Monday. Somalia has been in chaos and without a functional government since 1991, when strongman Mohammed Siad Barre's ouster slid the nation of 10 million people into an ungovernable patchwork of fiefdoms.
