  5. The Puntland model already works in the US, Germany, Australia, India and various other countries. A Federal republic where you can even negotiate with Somaliland, [centralism will not do there]. A nation who’s population have deep mistrust of the central authority considering the experience we have had with Barre and warlords like Aydeed & others who wanted to replace Barre. The solution is simple Somaliland, Puntland and two other regions with a Federal state centered on Mogadishu or any other regional capital. The states will be strong and take care over their priorities. Foreign affairs Defense and the economic Budget will be left to the Federal level, the rest will be left to the states. Puntland model is the only solution, stop fearing and start organising your regions lad.

Ahmedou meeting with Canadian Friends of Somalia 3 Aug 3, 2009 - 2:47:18 AM On July 31, 2009, the Canadian Friends of Somalia, a non-profit organization based in Ottawa had arranged a meeting between the Special Representative of the Secretary General (SRSG) of the United Nations, Mr. Ahmedou Ould Abdalla and the members of the Somali Diaspora from Ottawa, Toronto, and Edmonton including academics and community leaders. The meeting took three hours and was held at the parliament of Canada. The purpose of the meeting was to discuss and exchange views on how the Somali Diaspora can take a leading role in the political and the reconciliation process in our Somalia. The SRSG of the United Nations also briefed the Somali attendees on current situation in Somalia and his latest efforts on bringing peace to Somalia including his report to the Security Council on July 29. A number of the participants were critical of the UN and particularly the leadership of the SRSG and his negative influence in the Somali peace process. They alluded to the fact that his Excellency became partisan in the Somali conflict and thus became part of the Somali problem. They advised him that the SRSG has outlasted his usefulness in the peace process and might be the time to change course. The participants asked serious but vital questions to the SRSG including: The role that the United Nations Political Office for Somalia played in the agreement between Somalia and Kenya on territorial waters and continental shelf. Some of the participants alluded to the fact that His Excellency Ould Abdalla was personally implicated in this agreement. Why he is resistant to talk to the opposition including Alshabab and if in fact the SRSG had made any contact with the opposition groups. Why he is not willing to work with and recognize the successful political processes of Puntland and Somaliland which were led and owned by the Somalis themselves. The participants emphasized the importance that the UN and donor countries should encourage the successful endeavors of these peaceful areas instead of creating alien principles and imposing them on the Somalis. The participants suggested that the only two genuine reconciliation conferences were held inside Somalia; both were Somali-owned, and both were funded by Somalis from their meager resources. The fruits of these conferences were the creation of two peaceful oases in a sea of conflict. Acknowledging the fact that the much-hyped Djibouti reconciliation was a disaster for Somalia, what is next for the United Nations? What is the role that the Somali Diaspora can take in the political and reconciliation process in Somalia? Mr. Ould Abdalla as good old diplomat as he really is, was very evasive on directly answering most of the questions. He was not forthcoming in sharing any substantive information and was equally not responsive to the ideas of the participants. He was highly charged and came to the meeting with a preconceived notion that he can simply placate the participants with few verses from the Quran. His answers were short and nonessential. The meeting was attended by two academics from the Somali Diaspora, Professor Abdiweli M. Ali of Niagara University and Professor Amina Mire of Carlton University. The two professors touched the substantive issues facing Somalia today including piracy, illegal fishing, and nuclear waste dumping. These provided some suggestive solutions to the current problem in Somalia and how the Diaspora can be engaged in partaking the peace process. Few of the advice they proffered to his Excellency were: To widen the peace process and incorporate the Diaspora in a more structured and formal manner. Allowing the Diaspora to take its unique position and employing the Somali professionals in the UN offices now occupied by non-Somalis without intimate knowledge of the local conditions and cultures. That Somalia is not Mogadishu and Mogadishu is not Somalia. Somalia should not be a hostage for Mogadishu any more. Before the meeting with the Somali Diaspora, the SRSG had a meeting with the Foreign Minister of Canada, Mr. Cannon. The two gentlemen discussed the role that Canada can play in the current peace process and the reconstruction and development of the country, if and when peace returns to Somalia. Mr. Farah Aw Osman, the Executive Director of the Canadian Friends of Somalia concluded the meeting with few encouraging remarks and thanking Excellency and the participants for coming and sharing their wisdom and experiences with each other. The master of the ceremony was Mohamed Sofe of the Young Somali Professionals. The mood of the meeting was cordial and respectful, but the discussions were frank and candid. This meeting was totally different than most of the meeting his Excellency had with the Somali Diaspora because of the quality of the participants and the way it was organized and conducted. Puntland State of Somalia yesterday celebrated the11th anniversary of its establishment as a model for a federal Somalia, where power and natural resources, the main and modern triggers of conflicts in Africa, are fairly and equally distributed to its regions and people. The creation of Puntland State in 1998 coincided with the failure of Cairo Peace Conference, one of the dozen reconciliation talks held in overseas to reconcile the warring parties in Somalia but later manipulated by governments to thwart the outcome of preceded conferences held by rival antagonists. Disgruntled with Egyptian mediator’s partisan approach, the region’s first president, Col. Abdullahi Yusuf Ahmed walked out the meeting in Cairo and returned home to hold talks with elders and clan representatives who after months of deliberation agreed to establish a self-rule state that could be a cornerstone for a future Federal Republic of Somalia. Remarkably, the administration has reformed and trained its security forces, promoted governance and revitalized its institutions using the insufficient income it generates from tax revenues (despite being marred by corruption which sparked criminal activities, i.e. piracy, abduction, that the region has been recently portrayed, but the new administration promises to eradicate such activities). In all conferences on Somalia, Puntland campaigned for the restoration of Somali government in a manner that suits all parties to the conflict without marginalisation of any group or any clan – federalism. But pushing a federal system for Somalia, the administration has gained animosity and is less favoured by some international actors in Somalia, mainly the Arab league and Arab nations who support a centralized Somali government. The impressive foundation of this little-known State and its success story has been aided by the absolute need of its people for governance after being deprived of security and tranquillity by the ruinous civil war that torn the Horn of African nation apart and the subsequent meaningless bloodshed that shapes the image of today’s Somalia. I was motivated to write this piece of acknowledgement in admiration for the civilians; women, children, students, who took the streets yesterday in colourful celebration for the anniversary of this great establishment in a rare scene in Somalia, overwhelmed by strong enthusiasm for governance and strong excitement for their relative achievement. They were not out to support a particular leader or a certain group but to show the dire need for stability and order, a valuable trigger that deserves to be admired and rewarded. Since its establishment, Puntland has been presided over by four successive presidents, Abdullahi Yusuf Ahmed, Mohamed Abdi Hashi, Mohamoud Muse Hersi, and current President, Abdirahman Mohamed Farole who won parliamentary election in January this year. President Abdirahman Farole was recently invited to Washington by US Congress sub-committee for African Affairs where he briefed them on the current situation in Somalia and on his way back made a stopover in London to meet British officials and addressed the independent ‘Chatham House’, where he was briefly questioned by curious politicians, analysts, journalists and International NGO's. Despite its maintenance to remain as part of Federal Somalia and continual disregard to succession, Puntland has been relatively marginalized in international conferences aimed to restore stability and order to Somalia, which could deepen the already political deadlock in the country. Mostly, this marginalisation is helped by its under-representation in international partners engaged in Somalia, i.e. international aid agencies; think-tanks and international media, mainly used by groups and individuals who underestimate its success story. But by Saturday's celebration among others, the people and the government of Puntland had a moment to show the public, the media and, more importantly, the UN envoy to Somalia, Ahmed Ould-Abdallah that they can still continue their success story despite any marginalisation, in a world that rarely cares good achievements, where armed conflicts, terrorism and political violence mainly allure and influence international players.
