I'd be happy with: Muqdisho: Administrative & Legislative capital Hargaysa: Commercial/economical capital Baydhabo: Judicial capital Plus, for the names of the regions Central state, Puntland & Somaliland to be changed with words that are compatible to Somali to protect and develop our language. Hadii kale, our maps might look a bit messy. How about Waqooyi Bari, Waqooyi Galbeed and Bartamaha? The commercial and financial centers should not be government controlled, the issue is political that is why, Hargaysa should be the administrative capital, seat of the head of state and so on. It should encourage our brothers in the NW to come back to fold, since their attempt at secession has failed badly thus far. Mogadishu in this plan or another city would be the Parliamentary capital, were the parliament is based. The judicial capital would have the Supreme Court and chief justices for the whole republic. Your second point is a valid one, Puntland, Somaliland should be renamed, your suggestion is good, any other? -

Capital cities & Federal sates. Somalia shall have three national federal capitals 1. Mogadishu as the legislative capital 2. Hargaysa as the administrative capital, where the President, PM, Cabinet will be based. 3. Baidoa as the judicial capital. There shall be five federal states. Somaliland & Puntland shall be the original states; borders will be decides by referendum and ratified by the Federal parliament. Central state with, South Mudug, Galgaduud , Hiiraan, Upper Shabbele- [beledweyne as capital] Banadir: [the 16 districts of Mogadishu.] legislative capital of the republic. Bay: Bay, Bakool, Lower Shabbele – Baidoa as capital. Juba: Gedo, Lower Juba, Middle Juba. Kismayu as capita; Each state will have access to the sea, will have a substantial population which will make it economically viable. All Somali’s citizens shall have the right to live and work in any of the states of the Fedral Republic. -

Somalia: Puntland condemns Ethiopia action in Galkayo 9 Oct 9, 2009 - 12:20:08 PM GALKAYO, Somalia Oct 9 (Garowe Online) - Authorities in Somalia's Puntland State government have condemned unilateral action reportedly taken by Ethiopian intelligence agents in the central city of Galkayo, Radio Garowe reports. Ethiopian intelligence agents raided a Galkayo house overnight Wednesday, wounding at least two Somali men inside. Government sources said the home owner was wounded and left for dead inside the house, while the second man's wounded body was found in a village north of Galkayo. Both wounded victims were receiving medical treatment at area hospitals. But unconfirmed reports said Ethiopian intelligence kidnapped a third Somali man. Gen. Abdullahi Said Samatar, Puntland's security minister, told the BBC Somali Service that the Puntland government “condemns” the Ethiopian intelligence agents' raid on the house in Galkayo. He noted that Puntland' s government enjoys good relations with Ethiopia, but underlined that Puntland authorities were “unaware” of the raid in Galkayo. “We are sending a written letter to the Ethiopian government regarding the incident,” Minister Samatar said. The people of Puntland have expressed disappointment with the unilateral actions of Ethiopian intelligence on Puntland soil. What on earth is going on here ? Why all these insults and attacks. Now back to the topic, The creation of a lean, transparent and accountable government would go along way to addressing some of the major issues which face the Somali people. It seems some here are confused with the purpose of a small cabinet, they state it is unrealistic, thus is sit realistic for a nation of less than 10 million to have so many government? Look at Somalia today. You have governments in Hargaysa, Garowe, Mogadishu each with millions going into the pocket of officials instead of schools, hospitals, roadwork’s and infrastructure. This formula is our greatest weakness, everyone wants to be a sultan, and the quickest way to get rich is not to start a business but to become a politician with most coveting the ministry of Finance. My manifesto is against this. Also I love how the secessionists think they have a great model in Hargaysa and, all are lining up to defend the Mugging of Riyaale. How many roads has Somaliland build in the lat 18 years? -

^^^ Good suggestions, though I disagree with various points with the brother above. The manifesto is notbtrying to create a Saudi Arabian theocratic system, women shall be incoporated into the system of government from the outset, half of your population should not be held in bondage. All other points including the higher Shariah court were valid. I also like how you addressed the main issue of pay & the wrong glamourisation of politcs. -

This is a simple fact, the PM office gets paid $75,000 a month, The Speaker office gets paid $70,000 a month and the Presdient gets paid more than $90,000 a month. Of course not, but a competent, government based on ability which is accountable to its own laws and its people would surely be able to withstand Tom, Dick and Harry and their childish outburst. The sytem is broke lad, this above proposal is light years away from anything we have ever seen. Do you know how much Sharif Hotel, Faroole, Riyaale and Abu hebels get paid? In the Duke manifesto you would know how much each member of government at all levels gets paid, it would be open and not secret. -
Our thoughts and prayers at this time are with hapless Sharif Hotel and his government that is on a daily basis setting the standards for incompetency and has been a source of amusement for us all.

The cabinet The government’s axis shall be based on discipline, competency, transparency and hard work. All ministers starting with the PM, must set an example by working 50hrs a week. Ministers shall not travel to the Diaspora or travel overseas without the strict direction of the Foreign office. All ministers must meet political targets as outlined by the PM in accordance with the vision of restoring the Somali republic, and thus shall be held accountable for their actions while in office. Their travel and expenditure shall be monitored at all times. The cabinet shall be composed of a Prime Minister - head of government and nine ministers Minister of Defense & Interior Minister of Finance & Planning Minister of Foreign affairs & International relations Minister of Education, trade & industry Minister of Agriculture, water & rural affairs Minister of transportation Minister of Justice Minister of works & construction Minister of Health Three cabinet posts shall be reserved for our women. The government aims, shall be to restore security across the republic, to build locally run municipal governments, to draft a new comprehensive Federal constitution. To provide key public service specially water to rural communities, basic health care and education. Creation of a new national army of 20,000 soldiers, a navy of 2000 and a police force of 5000, it will develop courts, a new prison system, it will protect the rights of minorities and create jobs by employing the talents of the Diaspora. -
While many here are upset and dumbfounded at the failure of Sharif Hotel and his project, I propose a few suggestions that might help us in the quest to restore the republic of Somalia. 1. Lets forget about Mogadishu as the capital for a while. 2. Create a small parliament of no more than 100 MP's of which 30% will be reserved for our women. 3. A cabinet of 9 minister [will draw up the cabinet] All members of parliament would be paid $1000.00 a month, with Members of cabinet getting $1200. The President, PM and Speaker would receive $1300.00 per month. This would be clear and their salaries would be open, no lavish living in the poorest country on earth. No member of government would be allowed to have foreign bank accounts, or own foreign homes, and they must disclose any holdings of their spouses, children and dependents abroad. Members of Parliament must be of sound mind, Somali nationals, older than 30 years of age. They all must have a degree minimum, must not chew Qad. Ideally they should not have been part of any militia or any of the main rebel groups, SSDF, USC, SNM, SNF, JVA, SPM, AL SHABAAB, and ICU. They must not have served as cabinet members of the Siyad Barre regime, The first act of the parliament shall be to create an Audit office, national armed forces including a strong navy, and to set up an independent Somali truth and reconciliation body that will collect information on war crimes. They should declare that the Somali civil war is over, all is forgiven and that any actions against the state after this declaration shall be punished accordingly. All members of parliament must prove they are from the region they claim to represent; it will not do that one just fled to that particular region on route to the US & Europe. One must have at least visited the region. The government will also ask all aid agencies to report to and relocate to the new capital and register with the ministry of interior within a month otherwise they will not be able to work in Somalia and harsh measures will be taken against them. The government should call on the young, educated members of the Diaspora to come back to Somalia and work for free for a period of minimum of 6 months in the civil service and bureaucracy of the new republic. At the end of their work term they will be given a certificate to show that they worked for mother Somalia. The government will be based in a secure Somali city that will allow the Parliament to represent it as the sole authority of the land, yes that includes Puntland, Somaliland and the movement would seek those two states as the base.

In my youth I did frequent that station on many an occasion. But that was a different life. As for the comparison, rubbish I say, one never heard the Duke of Wellington or his alliance begging Napoleon before the battle, in fact they quickly declared war on him as soon as he regained his throne. It was the short Emperor who wanted a truce, a respite to get his strength back. Thus there is no comparison here, Al Shabaab will weaken, so will Hizbul ******, but it wont be Sharif who will reap the rewards, my guess is new figures will emerge soon insha Allah.

The fact is Yusuf resigned, he is enjoying his retirement, however for the secessionist who opposed him there is no Somaliland republic. For the Clanish groups and fake religious movement there is only pain, suffering, pain and destruction. Thus Yey has been proven to be more able and with more foresight than his detractors. History will make a note of it. Anyhow how is Shankaroon today, did Riyaale have her way with her again?
