Photograph: Jerome Delay/AP Hundreds of civilians were reported to be fleeing their homes in central Somalia yesterday as the prospect of a war between Islamist militants and government forces, backed by Ethiopian troops and artillery, appeared to draw closer. The exodus was under way in the area around Baidoa, the last big town under the control of the western-backed transitional government. Baidoa is under siege on three sides by fighters from the Union of Islamic Courts (UIC) movement and rival forces are reportedly only a few miles apart in some places. The UIC, which controls the capital Mogadishu and most of southern Somalia, has given Ethiopia until Tuesday to withdraw its troops from the country. If it fails to do so the Islamists, who are backed by Ethiopia's enemy, Eritrea, say they will attack. Ethiopia, which officially denies having combat troops in Somalia, has rejected the ultimatum. Western diplomats are seeking ways to bring the Islamists and the Somali government together but little progress has been made. "We still have a tiny window of opportunity to avert war," said a European diplomat in Nairobi yesterday. "But it needs a huge effort ... to get both sides talking." The US, which tacitly backs Ethiopia's intervention, pushed through a UN security council resolution this month authorising an African protection force to enter Somalia in support of the government. The UIC responded by calling for jihad against any foreign forces sent to the country. The US embassy in Nairobi condemned the UIC's ultimatum yesterday as "irresponsible" and called for negotiations to resume. "Given the existing, heightened tensions in Somalia, this ultimatum further destabilises the situation and undermines international and regional efforts to encourage credible dialogue," the US statement said. The African Union also voiced alarm yesterday, calling on members to urgently contribute troops to the protection force. "Somalia has remained a non-state and we have allowed things to rot," said Alpha Oumar Konare, the AU's chairman. "Obviously we are not going to wage war. But there can be no balanced dialogue if the transitional government is not helped and supported." The UN's envoy, François Lonsény Fall, urged a quick resumption of the so-called Khartoum dialogue that stalled in the autumn. Those talks are due to resume on Tuesday. But hopes that conflict can be avoided faded after Ali Mohamed Gedi, Somalia's prime minister, said war seemed inevitable and his troops were ready for the fight. Meles Zenawi, Ethiopia's prime minister, said his country hoped to avoid war but complained that it was being attacked by the UIC and its Ethiopian Muslim allies. "Since last summer the Islamic Courts have been training and equipping and smuggling armed elements - hundreds of them - into Ethiopia and they have clashed with the security services," Mr Zenawi said recently. While the two-year-old government has failed to win support from the Somali population, the Islamists have widespread approval. Having kicked the warlords out of Mogadishu in June, and brought order to the city for the first time in 15 years, they quickly spread their influence. Ethiopia is distrusted by most Somalis, who are wary of foreign intervention. The Islamists' rise also worries the US, which accuses them of links to al-Qaida. In a bid to slow the courts' progress Washington backed the Mogadishu warlords against them - unsuccessfully.

US says Qaeda radicals lead Somali Islamists WASHINGTON (Reuters) - Somali Islamists, who are in charge of the capital and other key areas, are becoming more radical and under growing control from an al Qaeda cell in East Africa, the top US diplomat for Africa said Thursday. US Assistant Secretary of State Jendayi Frazer told reporters that US hopes a more moderate group might emerge to lead the group had not materialized. "The Council of Islamic Courts is now controlled by al Qaeda cell individuals, East Africa al Qaeda cell individuals. The top layer of the court are extremists. They are terrorists," Frazer said. "They are killing nuns, they have killed children and they are calling for a jihad (holy war)," she added. The Islamists, who seized the capital, Mogadishu, in June and are vying with the weak transitional government for control of the lawless country, have strongly denied having foreign fighters in their ranks. Washington believes at least three of the plotters behind the 1998 US Embassy bombings in Tanzania and Kenya are in Somalia. The head of the Council of the Islamic Courts, Sheikh Hassan Dahir Aweys, is on UN and US terrorist lists. The United States has had contact with more moderate members of the courts and would continue to do so, she said. "There are many moderate officials within it but the moderates are not emerging as they could get their heads taken off, literally," said Frazer. She also said an East African al Qaeda cell was providing logistics to the Islamists and training to its young Islamic fighters. Last month, Washington warned US citizens that "terrorist threats" were emanating from extremist elements in Somalia. Somali Islamists later dismissed as fake two letters purportedly signed by Aweys that led to the US warning. Frazer said funding for the courts came from countries such as Eritrea, Yemen, Egypt and Saudi Arabia, adding the United States was putting pressure on those nations "at the highest levels." The militant group al Qaeda was held responsible for the September 11, 2001, bombings against the United States. Asked whether Washington was planning military action against al Qaeda activists in Somalia, where US forces withdrew in March 1994 after the death of 18 US soldiers, Frazer said, "That's not the plan we have on the table." She said what was important was for the Islamists to reopen dialogue with the weak transitional government in the southern town of Baidoa. Last week, the United Nations authorized an African force to protect the transitional government, a move some fear could lead to an all-out regional war. "The possibility of the regionalization of the conflict in Somalia has been there from the outset and continues to be there," Frazer said. Somalia's Islamist movement has threatened to attack Ethiopian troops backing the Horn of Africa nation's interim government unless they leave within days, a threat the United States has called irresponsible.

  10. In Somalia, 'the clock is ticking toward war' MANAS, SOMALIA // Wearing purple flip flops, oversized trousers and a T-shirt, Osman Ali holds a gun that is almost as big as he is. Ali, who says he is 25 but looks to be in his teens, is one of hundreds of fighters being hastily trained by Somalia's government as it faces off with the country's increasingly powerful Islamic movement. "I have come to fight Islamic extremists and al-Qaida," Ali says while nervously fingering the trigger of an AK-47 -- the weapon of choice in this violent African nation once again sliding toward war. There are fears it could take the whole region with it, with traditional rivals in neighboring Eritrea and Ethiopia backing opposing sides in Somalia and weapons flowing in from several countries. The Islamic movement controls much of southern Somalia and has now circled Baidoa, one of the few towns the government holds. The U.N.-backed government says the group harbors foreign fighters allied to Osama bin Laden's al-Qaida network, and wants to establish an Islamic fundamentalist state. "Morale is very high and we are ready to fight," the government's military commander, Maj. Gen. Ismail Naji, said while watching training at the Manas military camp near Dinsor, one of the front lines. "The clock is ticking toward war." The crackle of automatic gunfire echoed around him as recruits in crisp, sand-colored uniforms performed target practice and drilled on vintage artillery guns. Others waiting to undergo training stood in line in torn clothes and flip flops. All receive food in place of pay. In Baidoa, 30 miles to the northwest of the camp, checkpoints have been set up after two suicide car bomb attacks. Heavily armed soldiers aboard pickup trucks mounted with anti-aircraft guns whizz through the squalid streets and past the scars of other battles that have left much of the city in ruins. Known as the "City of Death," a title earned in 1992 when famine and war left thousands dying in the streets, it now serves as the government's capital. Parliament is held in a former grain silo and the city, with 70,000 people, lacks clean water or regular electricity. "When this battle starts it will be a fight to the finish," General Mohamed Warsame said. Small skirmishes have broken out but there have been no major military encounters. Somalia has not had an effective government since warlords overthrew longtime dictator Mohamed Siad Barre in 1991, plunging the country into years of anarchy and civil war. The government was formed with the help of the U.N. in 2004 to serve as a transitional body to help the country emerge from war, but it has struggled to assert its authority. Peace talks with the Islamic group have failed and diplomatic initiatives to get the rival sides back to the negotiating table have yet to bear fruit. Jennifer Barnes, a spokeswoman at the U.S. Embassy in Nairobi, Kenya, said today the Islamic council was preventing "credible dialogue" between the two sides "through its continued military expansion and aggression" against the government. Last month, a U.N. arms monitoring group said at least 10 countries were providing weapons, money and training to the rival sides. Eritrea backs the Islamic group, while Ethiopia supports the government. On Tuesday, the Islamic group said it will attack the government base unless any Ethiopians in Somalia withdraw. Last week, the U.N. Security Council approved plans to send peacekeepers to protect the government, despite strong opposition from Islamic group. It also authorized the partial lifting of an arms embargo to allow training and weapons for the government army. The government insists it is holding out hope for peace, but on Tuesday the prime minister told The Associated Press that war was inevitable. He said government forces had prepared defensive positions. His military officials believe around 4,000 hardened Islamic fighters are dug in on northern, southern and eastern fronts, 40 miles from Baidoa. Land mines have been laid by Islamic fighters on the city's western outskirts, effectively surrounding the town, said deputy defense minister Salad Ali Jelle. War would hit an already devastated country. One in five children die before the age of 5 from easily preventable diseases. Most Somalis die before they reach their 50th birthday. The impoverished nation is struggling to recover from the worst flood season in East Africa in 50 years.   11. ^^^Saxib, saxib, men are imperefect thus one has to take what he has. I am for a national federal governemnt for the Somali's and I know the price for getting it is not easy and will take time. We are no different to Djibouti, Eritrea, kenya, Ethiopia or any Arab country, so why should my people suffer while others dont?
  12. ^^^Indeed the clan is a major issue, thus Abwan will come here defending his Clan Courts and used nice religious words to back up his group. Yesteday he used to argue for the warlords and Sharif Xasan, when they where against the governemnt. Nayruus was on board with the TFG and then defected to Clan Courts when he heard Turki and the Kismayu take over. You have all the secesionist coming from Burco-Hargaysa-Berbera traingle, including yourself, Red Sea, Northerner, Ayoub Shiekh, Suldanka. All are on board with hating the Clan Courts except when it is facing their old enemy Yusuf, the unionist and Federalist. They would like to see the Clan Courts destroy, Puntland and the TFG while itself getting weaker. MMA, with his many guises, gets upset when ever the RRA has a bad day and resents any percieved weakness from his clan. Thus pointing the finger at me alone or Puntlanders is misplaced.

  14. ^^^Saxib, You seem to be confusing yourself, I choose to support a national government, weak as it maybe with my clan having only 61 out of its 275MP's with my sub-clan only having 12 MP's out of its 275. I support this government that was created in Nairobi, which was neutral and in which every Somali clan elders sent their representations and all major players including Abdiqasin took part in its contest. I support this government that is not based in my clan region, that is based in Baidoa which my clan does not dominate nor is even geographicly located. I support this government weak as it maybe, that has the support of all Somali's and the international community. So dear Abwan, is it not you who hates the government, because its President is from Puntland? And resent that my sub-clan's 12 MP's.

However when one, looks at the situation I have very little confidance in a bunch of Oromo, foreign mercenaries+ yesterdays Warlords and Clan occupiers with Eritrea defeating the TFG and its allies.

  17. ^^^ Saxib, your deeply held clan animosity asdie, the TFG is the only recognised national governemnt in Somalia by the Somali's, including the Clan Courts and their media. They may say "weak government" but they do not refer to it as " non government". The security council has endorsed this governmebnt as well. Baiodoa is the seat of government until it clears the few remaining obsticles in place. Somaliland is not an obsticle, the clan courts are and they will be removed insha Allah. Thus what you say in this matter, will do little I never expected you to support President Yusuf and trust me it does not concetrate even my mind.

ICU also doesn't want it known that Negash is in Tigray.
