Dr Kibble Press release - SF-UK International election observation team assembled by Progressio, DPU and Somaliland Focus (UK) reports good progress towards Somaliland's local council elections scheduled for November 28th 2012 The 55-strong team has assembled in the capital city of Hargeisa, ready to deploy to all six Somaliland regions, where voters will turn out at more than 1,700 polling stations on November 28th. The mission follows previous observations of elections in Somaliland in 2002, 2005 and 2010. Once again, Somaliland's wide diaspora has a strong presence in the team, which draws on 15 countries including Canada, Denmark, Ethiopia, Finland, Ireland, Italy, Kenya, the Netherlands, New Zealand, the Philippines, South Africa, Sweden, Uganda, the United Kingdom and the United States of America. This year, for the first time, representatives from civil society organisations in Mogadishu in Somalia and Garowe in Puntland are accompanying the observer team to review the technical process of managing an election. So far, the team has been pleased to observe lively and largely peaceful campaigning and a noticeable lack of serious tension. Discussions with civil society, local organisations and key players including Somaliland's president have gone smoothly, underlining our sense of Somalilanders' broad commitment to the political process. The elections come at a significant stage in Somaliland's political development, following on from the 2005 and 2010 polls, both of which observers were able to judge free and fair. The 2010 presidential poll was especially notable for the peaceful and smooth transfer of power on the defeat of an incumbent. This year's poll will determine the shape of Somaliland's future political terrain. Seven different political groupings are competing, and results will determine which three political parties, as determined under Somaliland's constitution, get to compete in national elections over the next decade. With the stakes so high, the potential for post-poll disputes is real. However, the team is happy to note that Somalilanders' abilities to resolve crises using long-established traditions of discourse and negotiation have been put to the test during the campaign, and proved effective. In the cities of Burao and Berbera, disputes over polling-station allocation threatened to undermine stability. These were successfully resolved. Yet serious grounds for concern remain, with the rejection by one party of the electoral code of conduct on the eve of the poll. The team hopes this late development will not undermine the good work done so far. Dr Michael Walls of UCL, the mission's joint co-ordinator, said "The code has been signed by all parties, and threats by any party or politician to unilaterally abandon seem to show little regard for the responsibilities of those making them. Complaints should be made through established channels. We call on all politicians to exercise their responsibilities with caution and to avoid threats or accusations that risk undermining Somaliland's hard-won stability." Che Guevara it will take time right now Somalia is trying all its best to recruit new army personal and Egypt and Turkey will assist the new army personal with the right training of the new Military forces.I predict before 2016 Amisom will not be needed any more if things are done in the right way. ASWJ and raskambooni are stakeholders its to early just to disband them and incorporate them into the army it would create tensions right away we should avoid that.

Its no secret that Somalia has no functioning army that's why yesterday aswj militia and the Somali army were overrunned by Alshabaab in beledxaawo because the Ethiopians were not involved. But it will take time before a Somali army is re established but Somalia will get there. It will just take lots of training and lots of new military equipment is needed and more discipline and good governance coming from the central government.

Somalia to revisit and redesign foreign policy – FM Fowzia The Somali government is to set to review and reassess its foreign policy and plans to deploy a more partisan approach to ensure its interests are better served are underway. This was the message delivered by the newly appointed Deputy Prime Minister and Foreign Affairs Minister Mrs Fowzia Yusuf Haji Adan during a press conference. “We are going to reassess our foreign policy and reprioritize its main elements,” she told the press in Mogadishu. The minister reiterated that her department would launch restructure programmes that will see new reforms in the existing eleven bodies. She went on to say this would enable Somalia to reengage her with the rest of the international community after two decades of absence. Mrs Fowzia stressed that the new foreign policy will be based on cooperation, mutual interests and restoring the good Somali name in the international stage. This will be the biggest move yet to fundamentally redesign the country’s foreign policy since the collapse of Mohamed Siad Bare’s military regime in 1991. Embassies including staff and foreign relations will be some of the priorities that will be revisited as she hinted. Mrs Fowzia said plans to redesign the foreign policy and foreign relation questions would be open for discussion. She noted she will discuss multitude of issues surrounding the new approach with a panel of Somali ambassadors, the current Director-General of the ministry of foreign affairs Mr. Abdulqadir Abdirahman Abdi and other officials within the foreign arm. The ministry is responsible for the country’s foreign policy, trade and cooperation between the Somali interests outside the country. Fowzia is the country’s first female foreign minister and is part of a small cabinet of only ten ministers. The proposed changes will ensure Somalia is inline with changes in the region and in the international stage. Fowzia hopes to restart Somalia’s foreign policy journey after a long pause. Abwaan JB is right there is a difference between armed warfare between various tribes , and a government killing its own people. Abwaan no one is withholding you from going to the international courts all over the world to file a lawsuit case, against an alleged war criminal. I don think JB said his people were the only people who were murdered. Ofcourse there were other cases but no one is stopping them to seek justice?
