In an earlier congratulatory message extended to Hassan Sheikh Mahmud on his election as Somalia's first democratically elected, a move that he termed as timely, Dr Mohamed Abdilahi informed that the postponed talks were now possibly and that the Somaliland government and people were fully prepared The third phase of talks between the two countries that were because of article six and eleven the London and Istanbul II conferences on Somalia respectively have been on hold following postponement by Somaliland's government. The first phase of the talks that held for two days (20th & 21 June 2012) in London culminated with the eight point Chevening House Declaration. This was the first face-to-face talks between the two countries in 20 years. The talk's second phase were held in the UAE city of Dubai where President Ahmed Mahmoud Silanyo of Somaliland and Sheikh Sharif of Somalia co-signed the Dubai declaration on the 28th June The government of Somaliland in a statement read by the minister of foreign affairs on 27 July 2012 announced that it had postponed the third phase of the talks until the election of a new government to replace the Transitional Federal Government whose mandate had expired.

The new elected government of Somalia should accept a peaceful co-existence with our independent Somaliland, if not; we will suspend these useless talks permanently and consider Somalia as a hostile enemy of our state. Somaliland has been waiting from Mogadisho regime for almost 22 years to come up with a meaningful dialogue to solve the issues between us, and they never did. US Urges Peaceful Presidential Vote in Somalia WASHINGTON (AFP) - The United States called on Somalia’s parliament Friday to hold a fair election for the war-torn nation’s next president, and for the losers to accept the results gracefully. The new Somali parliament, whose members were selected by traditional elders last month, will hold a secret ballot Monday to choose the next president. “September 10 will be a historic day for Somalia as its parliament chooses a new president,” said acting deputy State Department spokesman Patrick Ventrell. “This is a time for parliament to act with courage, determination and integrity in conducting a fair and transparent election.” Somalia is trying to set up its first stable central government since the 1991 ouster of dictator Mohamed Siad Barre that sparked years of civil war. At least a dozen candidates are expected to run for office, including outgoing president Sheikh Sharif Sheikh Ahmed, in power since 2009. But bitter arguments have already broken out between the challengers, divided along Somalia’s notoriously fractious clan lines. “It is imperative that all candidates for president recognize the outcome of this process,” Ventrell said, adding that the security forces must also respect the new administration and protect human rights. “Our hope is that the winner as well as the new members of parliament will commit to an inclusive government dedicated to improving the lives of all Somalis,” he added. “We also urge that candidates who lose will do so gracefully, accept the result and refrain from inciting violence or encouraging others to distance themselves from Somalia’s new federal governmental institutions.”
