    There is no way SSC khaatumo can be independent from puntland,  what the peaple wants is completely different from the reality.    While puntland may be alright to let the dhloos go their own separate way.   It's the  dhloos themselves who are not willing to leave Garowe.   They are now  economically,  militarilly  and politically depending on the MJs.   Before they had multiple choices, now they have no choice.  

    Dhloos have no history of managing themselves , they have always been controlled from outside.   The kacaanists who created this mess , thought that once they create their little  khaatumo umbrella , money will pour from xamar . And every thing will be done for them by the Somalia government.   Look at buuhoodle it doesn't even have local authority . They never tried to create local admin for that growing town.
