  18. Thierry pretty much summed up the reasons why and I agree with him that investment must come from Somalis first. But who will invest their hard earned money into a war zone? Peace must exist before anyone (Somali or foreign) is prepared to take a risk. Force Majeure Having said that, when peace is achieved, there is no limit to what can be done in terms of infrastructure and public services (with the right level of investment of course).
