JPLG Programme 2nd Phase brings 9 million Dollars to Puntland for Decentralised Service Delivery

The Joint Programme on Local Governance and Decentralised Service Delivery called JPLG ended on the 31st of December 2012. Yesterday the VIce President of Puntland opened the second phase of that programme.

 

Cities around Puntland profited from that programme and it said that it will continue inshaallaah.

Orientation Workshop for District Mayors and Executive Secretaries of the JPLG Target Districts (Garowe, Gardo, Bosaso, Galkayo, Beyla, Jarriban & Eyl)

 

Garowe, Wednesday 9th, January 2013

 

A one-day orientation workshop for JPLG primary stakeholders was held at MOI conference hall on the 9th, January 2013. The workshop was jointly organized by the Ministry of Interior and Local Government and the Puntland Institute for Development Administration and Management (PIDAM) in collaboration with the United Nations Capital Development Fund.

 

Over 20 delegates comprising district mayors, executive secretaries, district planning officers and representatives from line ministries were effectively participating in the workshop deliberations.

 

The main purpose of the workshop was to primarily launch the Minimal Conditions and Performance Measurements Assessments; inform district authorities to be prepared for the assessments and lastly provide guidance of district administrations on the objectives of the assessment, expected outputs and collaboration ways with the independent assessor (PIDAM).

 

In his opening remarks, the Director General of the Ministry of Interior, Abdulahi Said Yusuf emphasized the need for coherent and collective action to ensure that all districts meet the requirements of MCs/PMs assessments. He also hinted that the Puntland President, His Excellency Abdirahman Mohamed will shortly travel to Galkayo to undertake the selection process of Galkayo District Council.

 

Representing UNCDF, Ahmed Noah addressed the audience on the need for MCs/PMs assessments and their effect on the Local Development Fund. He concluded that he will shortly share additional assessment tools with the team.

 

However, MOI Director of Planning Mohamed Ali Nor was coordinating the proceedings whilst two MOI consultants namely Ahmed Adam and Mohamed Yusuf were technically co-facilitating the sessions, and the workshop design utilised both plenary sessions and group discussions to achieve its intended outcomes/results.

 

In conclusion, the participants of the workshop unanimously agreed on the following actions points:

 

A calendar of assessments will be drawn up by the Planning Department of MOI, in consultation with the Local Authorities and PIDAM, and communicated to local governments.

 

MOI will send a formal letter to the relevant authorities informing of MCs/PMs assessments to enable districts prepare required documents and records in time.
