Administration are just tools to organize security, services and function as a platform for consultation of the people and not the end goal. Admins and structures can evolove, changenames, merge, cooperate, do more tasks or less tasks depending on what is agreed with local municipilties and central goverment. But what you can do best local you do local, what you can do regional you do regional and all else central. The same goes for TFG and Somaliland. There are many things the admin cant do at the moment and a higher centralized institution with enough capacity could do. People should look at it practical and do not ideology. But I think once TFG and Somaliland establi sh a central authority, it will show all Somali's and motivate all those local and regional admins to cooperate and look at it from a practical point of vieuw.
