Somaliland Says New Laws Show Intent to Fight Piracy

HARGEISA (Reuters) - Somaliland's parliament has passed legislation recognising piracy as a crime and allowing for pirates convicted abroad to be transferred to the breakaway enclave, officials said on Wednesday.

 

Somaliland, which declared its independence from Somalia in 1991 but is still not recognised internationally, said the laws were a sign of the territory's commitment to fighting maritime attacks off Somalia's shores.

 

The two laws come ahead of a conference on Somalia in London on Thursday, at which Britain wants to push for the anarchic Horn of Africa country to play a greater role in the fight against a criminal enterprise that costs the world economy billions of dollars each year.

 

Somalia has lacked effective government for the last two decades, but Somaliland - which has a coastline facing Yemen - has stronger central authority.

 

Until now, Somaliland has had to charge suspected pirates landed on its shores with armed robbery. Under the new legislation, piracy will carry a maximum jail term of 25 years.

 

"The passing of these laws proves that we are willing to cooperate with the international community," Abdirahman Abdillahi, speaker of Somaliland's House of Representatives, told Reuters, referring to the fight against piracy.

 

Piracy in the strategic sealanes off Somalia has evolved from a local response to illegal fishing and toxic dumping to an international criminal enterprise.

 

While a fleet of foreign warships patrolling the Gulf of Aden and Indian Ocean regularly detain suspected pirates, many are quickly released because governments are reluctant to bring them to trial.

Piracy is creating higher transportation cost and is affecting the food prices of the poor. Even Al Shabaab is fighting piracy, something which Puntland also should do were it not that it promotes and earns well on piracy.

Sxb, we all know you are keeping journalist and "Marine Forces" bussy in Bosasso Indian Ocean. While Pirate nest Eyl, Haafuun and Garacad is 1000km away on the INDIAN OCEAN. If you think we buy these lies, nonsense and spinning about Puntland wanting to fight piracy then you are mistaken.

 

Piracy is a criminal activity, just like stealing, robbing, killing and terrorizing. And we will continue to unmask these web of lies and munafaqnimo to allow and condone piracy.

You are just trying to save face. You lost the argument about the government being involved, the world agrees, piracy is being fought. You are just so nonsensical that you accuse anyone you don't like. "FAROOLE, it is hIM HE IS tha piraate man, omg"

Sxb, Piracy was there before Faroole and will be there after he leaves. The issue isnt about Faroole, I actually like him. He is doing well as Mayor of Garowe, security is good, no assasinations, no sub-clans fighting in Garowe, no diffrent adminds or discruntled cland and his people love him. So by all standards Faroole has done a terrific job.

Kulahaa Puntland "promotes" piracy, that is one of the dumbest arguments yet. I mean, it wasn't even Puntland 'benefits', it's Puntland 'promotes'.

Again, that's benefits from piracy which I told Carafaat to distinguish. I asked you to show me, where it says Puntland promotes piracy.

 

Explain to me how a state that receives millions in funds to tackle crime promotes illegal activities.
