Fists fly in Somali assembly over vote

BAIDOA, Somalia (Reuters) - Some Somali lawmakers threw punches and wrestled on the floor after Prime Minister Ali Mohamed Gedi survived a crucial confidence vote that could have led to the collapse of his government.

 

Armed police entered parliament to separate four brawling members of parliament and escort Gedi out during several minutes of chaos after he survived the censure motion, witnesses said.

 

Gedi won 88 votes to his opponents' 126 -- short of the two-thirds majority they needed to censure him in an old grain store converted into Somalia's temporary parliament.

 

 

Defeat would have sparked the dissolution of the interim government's executive, already in some disarray over the threat from an Islamist movement that has taken the capital, Mogadishu, and a large part of southern Somalia.

 

"Whatever we were accused of we will try to rectify," Gedi told about 200 supporters who celebrated later outside his home.

 

"I thank those who brought the motion because they proved that we have democracy," he added in a conciliatory tone.

 

The anti-Gedi faction had argued his performance was incompetent and his removal necessary to create a post for Mogadishu's new Islamist rulers to come into government.

 

However, the Islamists' top leader said machinations within government did not affect their position of refusing talks until pro-government Ethiopian troops leave Somali soil.

 

"We don't care whether it's a single soldier or a whole battalion ... as long as they are in our country, we will not attend," Islamist leader Sheikh Hassan Dahir Aweys told Reuters of efforts to get both sides to a negotiating table in Sudan.

 

TRADITIONAL ENEMY

 

The Islamists took Mogadishu and other southern towns last month from U.S.-backed warlords, denting the Western-backed government's aspiration to restore central rule to Somalia for the first time since the 1991 overthrow of a dictator.

 

Based in the provincial town of Baidoa, a former agricultural and trading town set in flat bushlands, the internationally-recognised but effectively powerless government was set up in 2004 to try to end anarchy in Somalia.

 

 

Some anti-Gedi members of parliament and cabinet members are also angry at him for the government's controversial ties to Ethiopia -- Somalia's traditional enemy -- which is believed to have sent hundreds of soldiers over the border.

 

President Abdullahi Yusuf has long been close to Ethiopia, and Gedi is accused by some of "selling out" to Addis Ababa too.

 

Sunday's brief brawl was not the first time Somali legislators had turned violent on the job: a 2005 parliamentary session at a Nairobi hotel degenerated into chair-throwing.

 

As he comes from the same clan as many of the Islamists -- and thus occupies the position agreed to be given to that clan in the interim government -- Gedi's position had long been seen as the one most likely to attract them into government.

 

The Islamists, however, have not said if they even want power-sharing. And some fear they seek a complete takeover by military means to create an Islamic state based on sharia law.

 

Surviving the censure gives Gedi a much-needed boost.

 

His executive began unravelling last week with the resignation of 18 ministers and assistant ministers, who said they were stepping aside to promote the Sudan peace talks.

 

Then gunmen shot dead a cabinet minister outside a mosque on Friday, which sparked riots and ratcheted up tension in Baidoa.

 

In a separate development, the first conventional passenger plane in 15 years landed at Mogadishu's recently reopened international airport on Sunday, residents said. reuters

Him and his president missed a trick or two, saaxib. That’s what you get when you don’t follow the trends I suppose. Still, all is not lost. President Yusuf and the Prime Minster can still salvage something out of this mess by working on their image and presentation. They need some spin-doctors first.

 

To start with, they both have to avoid the limelight for a month or two. They need to issue statements through their spokespersons or even the spokesman of the parliament (there is a reason for this).

 

These speeches should be littered with kind soothing words and full of affected religious speak. After a time, they need to return and give their first press conference outside a mosque after Friday prayers. The speech has to be a long one and should include as many affected Islamic phrases as possible. It should not include any political statements or outline any future plan of action (politically, economically or regionally). It should be a lecture of sorts and should ‘appear’ to be spontaneous and off-the-cuff. They should talk about their heart-felt pain for their Somali brethren and their bleeding nation. They should propose to have peace talks with their wayward opponents and emphasise that the time of the gun is over. They should also gather as many bearded people as possible and show (in the most subtle way) that they and their supporters too can don this latest and must have attire. They should use their international connections to coerce Saudi Arabia and Egypt (with the Azhar mullahs) to endorse this new transformation.

 

In no time at all, the government will be on the ascendancy and can claim (as is expected) that the Mullah’s in the capital are refusing to fall into line behind the pious Geedi and the devout Yusuf. The fickle populace, who were chasing scraps and looking for reasons to reject the Islamic Courts will lap it all up and strongly condemn these self-styled Mullahs of the capital. Voila! The most honourable Geedi and spiritual Yusuf will again have the upper hand.

Frankly, as opposed to warlords-elected, warlord-"president" Yusuf, Pr Geedi was perceived as the only with an ounce of credibility when the Addis-sponsored "government" was negociated through bribery and Kenya's "generous assistance".

 

Nonetheless, openly flirting with the Tigre gang in Addis-abeba, welcoming defeated warlords who constitute the backbone of his administration (war criminals as security chief or key minsters, what a joke indeed) as well as tergiversing about Range issue, thus revealing the true nature of Puntland administration-"president" links has utterly destroyed any remaining credibility (interestingly enough, Geedi was declared persona non grata there...and el presidented welcomed with the red carpet).

 

But then again, who can trust secular politicians solely motivated by their lust for power at all cost, irrespective of any principle?

 

 

PS: Ngonge, I've the feeling that you consider Islam here as a politic tool rather than a supreme philosophie, englobing every sphere of our existence.

Do you really believe that it's purely destined to manipulate "naive populace" and certainely not to rule "enlightened intellectual" like you as well?

Maybe they haven't miss no trick and the aim of the game was (as the other "transitional governments" before them,)to collect as much money from as many sources as possible while it lasts.

Heh. I'm an 'enlightened intellectual'!

Still, when you say ‘Islam’, are you talking about the faith or the specific situation in Somalia?

 

I shall not expound on Islam the faith; it will suffice (I presume) to say that I am a follower of said faith.

 

Now the quagmire of Somali politics is a different issue altogether. After sixteen years of ups and downs I’m sure you’ll forgive my cynicism and cynical stance when it comes to the Islamic Courts. With them, I take the exact same position as I take my home region of Somaliland: Show me satisfactory results and I’ll happily wave the flag. Though in the case of the Mullahs the results will really have to be satisfactory and their conduct whiter than white. Nonetheless, and even though mind compels me to view them with suspicion, my heart roots for them.

Two years in Nairobi before this version of "transitional government" was formed and another two years after; the talk of Khartoum Peace Process started. smile.gif We've only seen the Peace Process tour of handful of countries, i'm sure fans in other African and Middle Eastern countries cant wait for show to hit their nearest warehouse. Soon, Somali kids will want to be "Peace Process Delegates" when they grow up. smile.gif And why not,some people are having wonderful careers of being PPDs.

Its called democracy mate, they can fight, puch and disagree.

 

But let me tell the secesionists a few things.

Alhamdulilah the warlords are finished, the only sympathiser to the secesionist was Bashir Raage, but now he is gone.

 

Mogadishu is as safe as it ever been. Puntland is getting stronger. Baidoa and Mogadishu are holding talks..

 

Dear lads keep talking. The arguments of the secesionist is making less, today there are no warlords in the south, , Mogadishu is resurecting itself. There is no major civil war.
