Somali Factions Sign A Historic Agreement In Nairobi.

All the main Somali factions and politicians at the current peace conference in Nairobi have signed a historic deal on Thursday to set up a new parliament that will elect a president.

 

The agreement comes after more than a year of talks aimed at establishing a recognized national Somali government.

 

 

 

Delegates at the talks in Kenya also agreed on a federal government system.

 

 

 

Since the fall of President Siad Barre in 1991 Somalia has had no central authority, with warlords backed by their militias running different areas.

 

 

 

The new parliament will be made up of 275 members, rather than 350 as previously agreed and traditional elders will be involved in selecting them, as well as warlords..

 

The idea is that each of the four major clans will select 61 MPs and a coalition of minority clans will select 31.

 

 

 

The task of selecting who will become an MP is left to each group, but this could be a lengthy and contentious process.

 

Once a parliament is eventually formed, then it chooses a president who in turn will nominate a prime minister to form a government.

H.E. Yoweri Museveni, President of the Republic of Uganda,

 

Excellencies IGAD Ministers,

 

Members of the International Community,

 

Somali Leaders, delegates, colleagues and honorable guest.

 

Ladies and Gentlemen:

 

I salute you all!

 

First of all, on behalf of my colleagues and the Somali people of goodwill, I would like to particularly thank Presidents Kibaki and Museveni for making this event possible. I thank the entire leadership and people of the Republic of Kenya for their friendship and hospitality.

 

I would also like to thank the politicians and diplomats, who endured so much to make this event happen. Special gratitude goes to Minister Stephen Kalonzo Musyoka and his team of Ambassadors Afey and Kiplagat for their efficiency and dedication in accepting nothing less than breakthroughs and successes in overcoming the complexity of this Conference.

 

In this short address, I will not be able to name all those who contributed one way or another to the success of this event.

 

To the International Community and Donors in particular, we say: thank you! We will pay you back in kind and gratitude!

 

I would not be fair if I do not acknowledge the noble role played by the Somali women, who are the backbone of our society, during the struggle for the independence of our beloved country which was similar to the current situation of the past 13 years.

 

The successful outcome from the Consultation Conference signifies that there is a light under the dark tunnel. The accord we reached at the Conference is another milestone that ushers to us that absolute success is within reach. It demonstrably indicates that Somali leaders are capable of overcoming their differences, despite initial difficulties. It was the courage and the desire of all Somali Leaders who saved this Conference from total collapse.

 

 

 

This indicates that the leaders are competent enough in putting the interest of their nation ahead of their own personal interests. Every locality throughout Somalia is today rejoicing the renewed hope of overcoming the misfortune of the past 13 years. Somalis must build on this historical achievement as they cannot afford to squander this rare opportunity.

 

This triumph was possible due to the commitment and dedication shown by IGAD member-states in employing delicate diplomacy for the grueling task of reconciliation and the renaissance of the Somali State. The noble work of IGAD and the IPF will not be in vain. In this era of globalization and interdependency, our region is increasingly getting more interconnected and integrated. In this regard I would like to borrow a statement from the President of Kenya, H. E. Mwai Kibaki, when he prudently said, “whatever happens in Somalia directly affects Kenya”.

 

 

 

In the same manners that our countries are intertwined so are our problems. That is why IGAD is pioneering a new vision for our region, that our regional problems require regional solutions. Although H.E. President Museveni of Uganda, correctly said in Eldoret, in October 2002, “Somalia has become Africa’s best teacher by negative example”, allow me to say today that whatever happens in Somalia from the day we restore the Federal Government will affect positively not only the Republic of Kenya, other neighboring states, but also beyond our sub-region.

 

Excellencies, Ladies and Gentlemen,

I realize the task ahead requires even more dedication and persistency from all of us. The progress we achieved in the Consultation Conference will lead us to the last critical phase of the on-going National Reconciliation Conference. The process of the Third Phase would eventually propel us to institute a Transitional Federal Government founded on democratic principles and values. However, establishing the Government for the Somali Federal Republic will not be the end of the major problems of Somalia.

 

The most difficult priorities of the transitional period include:

 

1. Disarmament of the population, demobilization, rehabilitation and re-integration of militias, without which no government can normally function, in Somalia, while reconciliation/healing process will continue in parallel.

 

2. Immediate restoration of public institutions of Law and Order.

 

3. Delivery of social services to people, who have been suffering so long.

 

4. National and State revenue generation and resources mobilizations toward self-sufficiency.

 

5. National and regional security, environmental and wildlife protection.

 

To undertake this huge mandate of the government, Somalia would need a generous help from the international community. We expect that a donor’s conference should be held for the reconstruction of Somalia.

 

Given peace and stability, Somalia can mobilize its resources in a sustainable and sufficient manner. Somalia is a very rich and promising land in terms of natural resources, as well as human resources. We have a sizable educated diaspora whose talent and experience can be called upon. To this link I thank all states who provided sanctuaries for the fleeing Somali refuges and kindly request them to continue supporting the refuges, until it is safe enough to return home in a planned manner.

 

I say to the Somali people in everywhere of the world, that there is now a credible chance for Somalia to rise from its ashes. I am optimistic that the miserable conditions of life created by the protracted civil war will God willing end. This is the time for a collective purposeful action that can affect change and that can bring about the improvement of your lot. You must unfailingly rise to the occasion and seize this precious opportunity in order to make peace.

 

Any belligerent person can wage war but only courageous people can make peace a reality! This is a win-win situation!

 

While the Somali people is about to reclaim their Third Republic through this current process, those who worked very hard for the successes of the Somali

 

Reconciliation Conference, would in my view, register yet another African Nobel Prize.

A reconciliatory pact signed by Somali leaders

Nairobi (AllPuntland) – A reconciliatory accord was signed today by the Somali political leaders who had been engaged in negotiations at Safari Park, Nairobi for the past 10 days.

erving its purpose of bringing Somali leaders closer, the “retreat” was hailed as a success in the wake of conclusive agreement being reached at Safari park today.

 

A commemorative ceremony for the progress that had been made to date was held at President Mwai Kibaki of Kenya’s Presidential palace in Nairobi. Present at the closely guarded event were the President of Kenya H E Mwai Kibaki, representatives of IGAD heads of State and Government, dignitaries of the International community and Donor agencies.

 

 

 

Concluding Phase II of the Somali reconciliation and peace process, representatives standing in for major political players were designated to sign the agreement for all political groups. Such groups represented at the ceremony were the SRRC, G8, TNG which is reported to have been represented by two envoys, Bal’ad Salvation Alliance, and representatives of the civil society organisations.

 

 

 

Our local reporter in Nairobi confirmed that celebrations have begun soon after the news of the reconciliatory pact reached Somali delegates and observers in Nairobi.

 

 

 

We contacted a political analyst observing the Somali peace talks in Nairobi for his views as to what this would mean to the peace talks and Somalia in general.

 

 

 

“It must be understood that the peace talks had been delayed for the past 6 months not because of issues, but because of squabbling among faction leaders who kept coming and going. Contentious issues of importance such as the transitional constitutional charter, federal system of government, members of the parliament and who is to select have already been agreed upon” he said

 

 

 

“In all honesty, we have seen no change as far as the peace talks are concerned, except perhaps bringing Somali leaders together and having them all sign an agreement to conclude Phase II of the peace talks, so power sharing along clan bases, the final leg of the talks could be commence” he commented.

 

“Two things are evident. For one, some faction leaders have lost more than they bargained for. For instance, Muse S Yalahow who was a member of the influential SRRC lost the support of his clan to his rivals Omar Finish and Mohamed Dhere both of whom remained at the peace talks. Osman Ali Ato who was also a member of the G8 lost more than he had hoped for to his Habar Gidir challengers, namely Hussien M Aideed, Addow and the like. Both men later formed the Bal’ad Salvation Alliance after they had boycotted the peace talks to gain more bargaining power, in fact their influence, if anything, had diminished.

 

For two, Somali leaders who had stuck to their guns and remained at the peace talks have achieved their goal. And in fact, increased their influence and support which will prove important in the final, power sharing Phase III which is to begin this coming Saturday” he added.

 

“Politically, it will not matter who signed “what” and “where”, as we enter the final phase where members of the parliament will be appointed along clan bases – with the 4.5 formula as the benchmark for the selection of MPs. Today ceases the names of faction leaders and political groups as we enter the final leg of the peace talks” he reflected explaining the insignificance of faction leaders and political groups henceforth.

 

President Kibaki who opened the ceremony encouraged Somali leaders to honour the principles of the reconciliatory pact. “I want to see a prosperous Somalia, therefore, you must all stick to the agreement signed here today” he said.

 

Addressing dignitaries and political leaders at the ceremony Abdillahi Yusuf Ahmed, President of Puntland State of Somalia highlighted the challenges awaiting transitional federal government in the war-torn Horn nation.

 

In his speech, Mr Yusuf noted “The progress we achieved in the Consultation Conference will lead us to the last critical phase of the on-going National Reconciliation Conference. While addressing the Somali general public, Mr Yusuf mentioned “I say to the Somali people everywhere in the world, that there is now a credible chance for Somalia to rise from the ashes. Other political leaders who addressed dignitaries included Mohamed Qanyare Afrax of G8 and Abdiqassim Salat Hassan of the Arta TNG who reiterated their willingness and support for the Somali reconciliation and peace process.

 

“The Arta TNG failed because it had not received the recognition and financial support it required from the international community. I therefore ask of the international community to offer technical and financial assistance to the new transitional Somali government” Abdiqassim said.

 

Qanyare on his part commended Abdillahi Yusuf and Abdiqassim for their part in bringing leaders together. “I must congratulate you two for the leadership, compromise and resilience you have shown during these negotiations” he said.

 

Lukewarm euphoria and careful celebrations are being reported as the news of the reconciliatory accord reached in many parts of Somalia.
