MOGADISHU (HOL) — Somalia’s State Minister for Foreign Affairs, Ali Omar Balcad, has accused Hirshabelle President Ali Gudlawe of violating a key national agreement on electoral reform by organizing an expired indirect vote in Balcad district, Middle Shabelle.
