Political position of Puntland State of Somalia for the on-going Djibuti reconciliation process.

 

His Execellency,

As a matter of fact, Puntland State of Somalia, since it's inception in 1998, has been striving for the achievement of a genuine resolution for the protracted conflict of somalia and restoration of its dignity and statehood in the family of soveriegn nations.

 

In a same spirit, the new administration of Puntland and its people will continue to support any legitimate, meaningful and representative reconciliation of the somali people in the future.

 

However, Puntland administration and its vibrante civil society groups are regretably not represented reasonably in the re-conciliation process under the sponsorship of the United Nations and the International Community, which was going on in Djibouti since last year.

 

Nevertheless, we believe the process is, presumably a national forum that all parties should fairly and authentically represented. and With that objective in mind the process can only be successful.

 

Therefore, It is our paramount obligation, that the new Puntland State Administration, together with its key groups, noteably Non-State Actors, to spell out our sincere and genuine position towards the on-going political process evolving in Djibouti.

 

i. Puntland Administration shall be part of any poilitical and Social reconciliation initiative for Somalia.

 

ii. The selection of representatives to such iniatives will be jointly undertaken by the administration and its civil society organizations.

 

iii. Any appointment for the new parliament, allocated through the 4.5 scheme within the current Djibouti process and intended for the people of this part of Somalia, shall be forwarded to the administration and hence appointed by respective constituencies and its Civil Society Groups

 

iv. Any new members appointed through informal picks ups and without the consultation of the administration and its constituencies will not be recognized as legitimate representatives of our people.

 

It is also noteworthy to mention that Puntland Administration and its people did not regard the 4.5 allocation system as fair, but shall adopt and regard it as a shock-tharpy until such time when a better system is devised.

 

With my high consideration, please accept my appreciation for your ceasless efforts to restore peace and stability in Somalia.

Xukuumada Puntland ayaa qoraal ka soo saartay 4 qodob ka kooban, oo ay ku cadaysay mawqifkeeda ku aadan shirka Jabuuti, u dirtay Ergayga Gaarka ah ee Xoghayaha Qaramada Midoobay u qaabilsan Somaliya.

 

Qoraalka oo uu ku saxiixan yahay M/weyne C/raxmaan Maxamed Faroole ayaa lagu xusay in dawlada Puntland iyo dadkeedu ay taageersan yihiin dadaal kasta oo nabadeed oo xal waara loogu raadinayo mushkilada gaamurtay ee Somaliya.

 

Nuxurka qoraalka ayaa ahaa in dawlada Puntland ay ku cadayso mawqifkeeda siyaasadeed ee ku aadan wadahadalaha nabadeed ee shirka Jabuuti, oo ka kooban 4 qodob oo kala ah:

 

i) In DG Puntland ay qayb ka noqon doonto dadaal kasta oo nabadeed, siyaasadeed iyo bulsho oo lagu heshiisiinayo Somalida,

 

ii) In xulashada wakiilada heshiis kasta ay samayn doonto dawlada Puntland iyo ururadeeda bulshada rayadka ah,

 

iii) In xubin kasta oo baarlamaan oo lagu xulo nidaamka 4.5 ee shirka Jabuuti, ayna leedahay Puntland, in loo soo gudbiyo xukuumada Puntland, ayna iyagu soo magacaabaan,

 

v) In xubin kasta oo la iska magacaabo, iyada oo aan la gala tashan dawlada Puntland iyo shacabkeeda, aan loo aqoonsan doonin in ay matasho shacabka iyo dawlada Puntland.

 

Qoraalka ayaa sidoo kale xusay in Puntland aanay u arag nidaamka 4.5 mid cadaali ah, balse ay u aragto in uu hadda dan u yahay ummadda Somaliyed, inta laga helayo badelkiis.

Somalia: Puntland's new leaders want role in Djibouti peace process

GAROWE, Somalia Jan 24 (Garowe Online) - The newly elected leadership in Somalia's Puntland regional authority wants the region to play a important role in the ongoing Somali reconciliation process in Djibouti, Radio Garowe reports.

 

In a letter issued Saturday, Dr. Abdirahman Mohamed "Farole," Puntland's new president, wrote that the regional government supports "any political and social reconciliation initiative for Somalia."

The letter was addressed to UN Special Envoy to Somalia, Mr. Ahmedou Ould-Abdallah, who was specially thanked for his tireless efforts to achieve reconciliation and restore national order in the chaotic Horn of Africa country.

 

"Any appointment for the new parliament, allocated through the 4.5 scheme within the current Djibouti process and intended for the people of this part of Somalia, shall be forwarded to the administration and hence appointed by respective constituencies," read the letter.

 

Somali government officials (TFG) and opposition delegates (ARS) meeting in Djibouti are anticipated to expand the country's parliament, which will include representatives from an Islamist-dominated opposition faction. READ: Somalia's presidential election to be held in Djibouti

 

The new seats in parliament will be allocated through the 4.5 power-sharing formula, which divides power among the Somalis' four major clan-families and an alliance of minority clans.

 

The letter also noted that "the Puntland Administration and its people did not regard the 4.5 allocation system as fair," but regard that system as "shock-therapy" until a better system is developed.

 

The Puntland administration's new position vis-à-vis the Djibouti peace process might face resistance, mainly from ARS leaders who want to hand-pick lawmakers for the expanded parliament.

 

But Puntland President Farole's letter warns: "Any new members appointed through informal picks and without the consultation of the administration and its constituencies will not be recognized as legitimate representatives of our people."

Meanwhile, Puntland's new Council of Ministers held the first official Cabinet meeting on Thursday in Garowe, the region's administrative capital.

 

The weekly meeting primarily focused on restructuring the security forces, applying the budget and preparing the government's four-year political program.

 

On security affairs, the ministries of Security, Internal Affairs and Information were instructed to work together.

 

Dr. Farole said an economic committee will be appointed soon to oversee the region's economic conditions, including assessing government revenue and expenditures.

 

The Council of Ministers formally decided to continue using the old budget until the Farole administration presents a new budget to parliament, officials said after the meeting.

Somaliland oo ayadu wexeedu cadaan yahay oo tidhi anagu shirkaa kuma jirno kama qayb nihin, mana aqoonsanin ayaa hadana afar calooshood u shaqayste oo hunguri wato Parliamentka Baydhoba lagu daray... now, if you were supporting that just yesterday, what have changed your mind?

Running everry now and then to a foreign country to build "government" whicg does not have legitimacy of the people, will never a work, and now kadaroo dibi dhal, with 550 parlamenterians, I doubt if this will ever materialise.

 

Only a dreamer or opportunitist will see this as answer to our problems.

running to those foreign countries is still a problem though ........
